Questions and Responses for Solicitation SB1341-10-RP-0047 as of June 25, 2010 Question: Specification Section 15761 – Air Coils, PART 3 EXECUTION, Para. 3.2.D. Reads “Install moisture eliminators for cooling coils.”
Are the existing moisture eliminators being reinstalled for each cooling coil or are new eliminators required?
If new moisture eliminators are required are they required for each cooling coil on coil bank CC-2 and for each cooling coil on coil bank CC-1 or ONLY on each cooling coil in bank CC-1?
If new moisture eliminators are required, can a specification as to the type and materials of construction be provided?
RESPONSE: The existing coils have moisture eliminators. These will be removed if we are changing the coils. The new coils we specified do not need moisture eliminators.
NIST would like to further clarify that the intention of design was to replace coil where needed. Some AHU’s have a coil that is in good condition and does not require replacement; these coils are indicated on Drawings for each AHU. The specification covers the requirement of Moist Eliminators for an AHU where it is needed. The material for the moist eliminator is same as the coil as such it is part of the overall coil section. Each coil, where applicable, shall have moist eliminator (CC-1 and/or CC-2.)
Question 52: The specification section 15127 calls for flow meters on all AHU steam and chilled water supply lines? However the control flow diagrams do not list the point? This would have a major impact on the pricing of the project. Please advise 15127-6(3.8 A FLOW METERS)” PROVIDE FLOW METERS AT ALL AHU STEAM AND CHILLED WATER LINES”
RESPONSE:
NIST has previously provided the answer to this question as follows:
A:52- As laid out in scope of work each AHU steam and chilled water supply lines shall be installed with flow meters. These flow meters are not called out to be tied in to the BAS system.
NIST REVISED ANSWER A:52 as of June 25,2010:
Upon further evaluation of merits regarding the need for flow meters, NIST has determined to delete this requirement for the installation of FLOW METERS in Steam and Chilled water lines for all AHUs. The specification section 15127, PARA. 3.8 A. is no longer applicable to this solicitation.
QUESTION: You require double spacing for the write-ups. Do you require resumes and references and similar inserts to be double spaced also?
RESPONSE: the purpose of the double spacing is to ensure readability of the material. NIST does not require the resumes, or the reference material, or the ‘similar inserts’ to be double spaced.
QUESTION: Is Schedule B made up of the pages following the 1442? If not, what is it?
RESPONSE: Schedule B is listed as the ‘SCHEDULE’ and follows the SF1442. It contains the line items 0001 through0013.
QUSESTION: Please see a copy of the Schedule as attached. Are there line items for any other items than the AHU work?
RESPONSE: No.
QUESTION: Our pricing break out provides the pricing per building and per alternate, correct?
RESPONSE: The Government Requires pricing for the safety plan CLIN 0001; CLIN 0002 is the total price of building 202, CLINs 0003-0010 is to list the price of the other eight(8)buildings at the end of CLIN 0010 there is a total for CLINS 0001-0010.
QUESTION: The sheet shows a column for Unit Price. Do you want a separate price for each AHU at this time? If so, can this be provided on a separate sheet since each is unique?
REPSONSE: That has not been requested.
QUESTION: Pricing Break-out: Does the Government (per page 76 of Section L) want the DDC pricing broken out separately from the AHU repair pricing at this time? If so, can this be on a separate sheet.
RESPONSE: The pricing for each building is to bed supported by the backup data that demonstrates how the offeror’s price for each line item was determined.
QUESTION: In Section L Page 76, the Government reserves the right to request the offer provide cost breakdown to support the proposed prices should include Please verify that this more detailed breakdown is not required as part of this phase of the bid/proposal due on June 28, 2010 (may be required later).
RESPONSE: the data should have been used to provide the pricing on Schedule B. We are requiring the backup data at the same time as the proposal. FYI the proposal due date has been extended to July 1, 2010 at noon through the amendment number 0008.
QUESTION: Standard Form 1442 for this Solicitation states 1 of 80 pages. Do you want us to provide 3 originals of all 80 pages, or just the Front and Back of Form 1442 which are the first two pages and then the 3 pages following those which we presume are Schedule B?
RESPONSE: The three originals refer to the SF1442 which is the Vendor’s offer. The signature page of the SF1442 is the second page. Therefore, the offeror is to provide the two pages of the SF1442 not the 80 page solicitation.
