About this file
This file is a Questions and Answers (Q&A) document from a SAWS (Strategic Ammunition and Weapons Systems) Draft RFP industry engagement session.
The SAWS contract is a multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract for ammunition and/or components with energetics. The U.S. Government will award up to five contracts to the highest-rated technical offerors that achieve a minimum technical rating of 80 percent of possible points (MTTR), with tie-breaker procedures applied when multiple offerors achieve the same score. Offerors must possess an active Federal Firearms License (FFL) Type 11 at proposal submission. The expected requirements cover ammunition and/or components defined in an FSC List, with delivery orders anticipated to be firm-fixed-price (FFP) but subject to determination on an order-by-order basis. Evaluation criteria for delivery orders may include price, technical merit, delivery schedule, and transportation plan. Documentation must be valid from January 1, 2019, through proposal submission date. The Government accepts sourcing and delivery experience for ammunition, explosives, and energetics components from both U.S. Government and foreign government contracts, though classified or confidential documentation that cannot be independently verified will not be evaluated. A virtual industry day is planned prior to official RFP release, scheduled for April. Small business will not be evaluated as a source selection criterion, though small business subcontracting plans are required for large business primes in accordance with FAR 52.219-9, and no set-asides exist for small disadvantaged businesses.
