About this file
This is a Draft Request for Proposal (RFP) issued by Army Contracting Command – Rock Island for the procurement of Special Ammunition and Weapon Systems (SAWS) and non-NATO standard ammunition.
The solicitation (W519TC-26-R-0001) seeks multiple-award, Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contracts with up to five awards anticipated. The procurement covers non-standard ammunition and non-standard mortar weapon systems not safety tested or type classified for U.S. Army use, primarily for non-U.S. weapon systems produced by Former Soviet Union or Eastern Bloc countries. Products fall within Federal Supply Groups including weapons, fire control equipment, ammunition and explosives, guided missiles, aircraft components, vehicles, and related support equipment, with NAICS code 332993 (Ammunition Manufacturing). The USG intends to award to the highest-rated offerors using a Highest Technically Rated Offeror (HTRO) source selection methodology based on technical capability rather than price. Proposals are due by dates specified in Standard Form 33, Block 9, and must remain valid for 180 calendar days from the closing date. The minimum guaranteed delivery order is $1,000.00 with a maximum contract ceiling of 3,552,685,000 items across five one-year ordering periods beginning at award and extending approximately 5 years. Offerors must be registered in System for Award Management (SAM), have DDTC registration, Federal Firearms License Type 11 (FFL), and prior AA&E contract experience. Compliance with Executive Order 13662, CAATSA Section 231, and ITAR restrictions is required. Packaging and marking must comply with ISPM 15 wood packaging standards and General Specifications for PdL SAWS. Technical evaluation focuses on sourcing/delivery capability, End User Certificates, export licenses, transportation/AA&E logistics, technical data package development, lot acceptance testing, and prior USG contract awards, with a minimum technical threshold rating of 17,500 points (80% of 21,875 total possible points).

SECTION L – INSTRUCTIONS TO OFFERORS
GENERAL INSTRUCTIONS
These instructions are a guide for preparing proposals in response to Solicitation W519TC-26-R-0001 and represent a tailored version of FAR 52.215-1. In the event of a conflict, the language herein takes precedence. The basis for award will be determined by utilizing the Highest Technically Rated Offeror (HTRO) Minimum Technical Threshold Rating (MTTR) approach. HTRO is a source selection process that is neither a tradeoff nor Lowest Price Technically Acceptable (LPTA). This method will allow the USG to establish a pool of qualified Contractors for future competition. Technical acceptability will be determined using the HTRO methodology described herein. The USG intends to award up to five (5) IDIQ contracts to the highest-rated Offerors who are determined responsible in accordance with (IAW) FAR Part 9.
The USG has established a points-based matrix of objective criteria in this Solicitation.
Offerors will self-score against the objective criteria and deliver supporting documentation to prove their self-score. After receipt of proposals, all Offerors are ranked from highest score to lowest score using the HTRO Self-Scoring Matrix (Attachment 0008) (DRAFT). The USG will review the supporting documentation to validate the Offeror’s self-score starting from the highest-ranked Offeror and proceeding down the list. This validation process will continue until a maximum of five technically acceptable proposals have been confirmed. Offerors with scores below the top 5 will not be reviewed Scores may be adjusted downward if submissions are not adequately substantiated. In the event a score is adjusted downward and puts it below an Offeror outside the top 5, it will no longer be evaluated and the Offeror now in the top 5 will be included for review. The USG will not make upward adjustments. The USG intends to award up to five (5) contracts, but reserves the right to a single award, to the Offeror with the highest rated technical capability and prices that are deemed fair and reasonable. The USG intends to validate Offerors’ self-scores and award without discussions; however, the USG reserves the right to conduct discussions if it is determined to be in the USG’s best interest. Offerors are cautioned to examine this Solicitation in its entirety and ensure their proposal contains all necessary information, all required documentation is provided, and is complete in all aspects. The USG is not obligated to make another request for required information, nor does the USG assume the duty to search for data to cure problems it may find in proposals. The Offeror(s) must ensure their documentation is clearly outlined in the Cross-Reference Matrix (Attachment 0009) (DRAFT) so that technical evaluators can identify submitted documents for each factor accurately.
During the evaluation process, the USG may request clarifications if needed.
Clarifications do not constitute discussions, and an Offeror is not allowed to change their proposal in response to a request for clarification. However, the USG reserves the right to engage in discussions, if needed, and to engage in discussions with some, but not necessarily all, Offerors. If discussions are held, they may consist of oral and/or written questions, may address technical and cost/price issues, and may allow an Offeror to provide additional information and/or change their proposal.
GENERAL PROPOSAL SUBMISSION REQUIREMENTS
Proposals must be signed by an individual authorized to enter into a contract on behalf of the Offeror. Proposals and work samples must be written in English. Limitation on Submission by Affiliated Entities.
Each Offeror is permitted to submit only one (1) proposal in response to this Solicitation. For the purpose of this limitation, an "Offeror" includes all of its affiliated entities.
1. Companies are considered "affiliated" if one controls or has the power to control the other, or if a third party (such as a parent company) controls or has the power to control both.
2. A parent company and its wholly or partially owned subsidiaries are considered a single entity under this rule. Proposals submitted by more than one subsidiary of a common parent company for this Solicitation will be considered multiple submissions from a single Offeror.
3. If it is determined that affiliated entities have submitted more than one (1) proposal, all proposals from the affiliated group will be deemed non-responsive and will be rejected from consideration for award.
Accepted and Prohibited Arrangements.
1. Affiliated entities may form a formal, legally constituted Joint Venture (JV) to submit a proposal. The JV will be considered a single Offeror. No entity part of a JV may submit independently. The proposal must include legal documentation verifying the formation and status of the JV.
The only teaming arrangement permitted under this solicitation is a formal, legal joint venture. All other collaborative agreements are prohibited. Each Offeror, including a JV, may only be associated with a single proposal. Any attempt to bypass this limitation will result in the disqualification of all related proposals.
PROPOSAL FORMAT AND CONTENT
Submissions must be in Adobe PDF or Microsoft (MS) Word, except for the Price Matrix (Attachment 0016) (DRAFT), the HTRO Self-Scoring Matrix (Attachment 0008) (DRAFT), and the Cross-Reference Matrix (Attachment 0009) (DRAFT) which must be in MS Excel format. All scanned documents must be legible and not password protected.
Pages should be 8.5 x 11 inches, with graphs, charts, and tables allowed on 8.5 x 14 or 11 x 17 inches. Font type, font size, and margin requirements do not apply to work sample submissions. All proposal text shall be written in English. While Volumes 2a.1 – 2a.2 have no page limit, Offerors shall provide specific evidence to substantiate the self-score. Work samples shall be submitted as searchable Adobe PDFs and clearly marked to identify the location in the work sample the Offeror used to substantiate their score. If a work sample substantiates multiple elements, each element must be identified within the work sample. Offerors must follow the instructions in the HTRO Self-Scoring Matrix (Attachment 0008) (DRAFT) and submit all required documents via the PIEE Solicitation Module. Hyperlinks are not permitted within work samples; each work sample must be a standalone document.
The USG is not obligated to correct errors or omissions in proposals. Proposals with unresolvable errors may be removed from consideration.

Provide a detailed justification as to why the Offeror can claim the experience, explaining how the resources (e.g., workforce, management, facilities) of the Joint Venture or predecessor company have been or will be transferred to the Offeror, ensuring meaningful involvement and capability for contract performance.
EVALUATION PROCESS
Use of Artificial Intelligence (AI) Tools.
The USG may employ AI as a tool to assist in the analysis and review of Offeror proposals. AI tools may be used to support tasks such as summarizing proposal content, identifying compliance with request for delivery order proposal/Solicitation requirements, and highlighting areas of potential strength, weakness, or risk.
Maintaining Inherently Governmental Functions.
Notwithstanding the use of AI tools to support the evaluation process, all final evaluation judgements, including the assignment or assessment of adjectival ratings, best value determinations, and source selection decisions, will be made exclusively by duly appointed USG personnel. The USG retains sole responsibility for all inherently governmental functions and will not delegate decision making authority to any AI tool.
Offeror Confidentiality and Data Protection.
The AI tools utilized by the USG will be employed in a manner consistent with applicable regulations that govern the protection of proprietary and source selection sensitive information. The AI tool will be an output-only system. Any generated report data is not saved. No proposal data will be transmitted to or processed by external, non- Government systems without appropriate safeguards and authorizations in place.

Volume 2 Technical Proposal.
Volume 2 consists of the Technical Proposal comprised of Volume 2a – 2b:
Volume 2a: HTRO Self-Scoring Matrix (Attachment 0008) (DRAFT)
Volume 2a.1: Factor 1 HTRO GO/NO-GO Gate Supporting Documentation
Volume 2a.2: Factor 2 HTRO Technical Matrix Supporting Documentation
Volume 2b: Cross-Reference Matrix (Attachment 0009) (DRAFT)
Volume 2a HTRO Self-Scoring Matrix.
Offerors shall complete the HTRO Self-Scoring Matrix (Attachment 0008) (DRAFT), which is comprised of two (2) factors:
Factor 1 HTRO GO/NO-GO Gate
Factor 2 HTRO Technical Matrix
Factor 1 HTRO GO/NO-GO Gate.
Failure to meet all criteria of this mandatory factor will result in proposal rejection without further evaluation and therefore ineligible for award.
Offerors shall navigate to the "GO_NO-GO Gate" tab in the HTRO Self-Scoring Matrix (Attachment 0008) (DRAFT) MS Excel file.
Enter the Offeror Name in cell B4.
For each question in Rows 6 through 10, select either "Yes" or "No" from the corresponding dropdown menu in Column C.
An answer of "No" to any question within this factor shall render the Offeror ineligible for award. The USG will not review the Offeror’s proposal any further.
Factor 2 HTRO Technical Matrix.
Factor 2 proposals will only be evaluated for those Offerors who successfully PASS all criteria in the Factor 1 HTRO GO/NO-GO Gate. For Factor 2, Offerors will complete the HTRO Technical Matrix provided.
Navigate to the "Technical Matrix" tab in the HTRO Self-Scoring Matrix (Attachment 0008) (DRAFT) MS Excel file.
Enter the Offeror Name in cell C3.
For each Category in the HTRO Technical Matrix listed in Column C, the Offeror shall enter a numeric value in the "Offeror's Response" (Column E) based on the supporting documents provided. The "Offeror's Raw Score" (Column H) and the "Offeror’s Self- Score Total" (cell H49) will be calculated automatically.
Evaluation Categories where the Offeror cannot demonstrate experience shall be left blank, and the Offeror will receive zero (0) points for that item.
To be considered technically acceptable, an Offeror’s score must meet or exceed the MTTR. The “Offeror’s Self-Score Total” (cell H49) will automatically turn green for Acceptable and red for an Unacceptable score.
WARNING: Unless stated otherwise, Offerors shall not change, adjust, unprotect, or manipulate any formulas or cells within the HTRO Self-Scoring Matrix (Attachment 0008) (DRAFT) MS Excel file. Any unauthorized modification may result in the proposal being rendered non-compliant and rejected.
Instructions and Examples on How to Score.
Category 1
Category 1.a.1 (cell C7) "Provide historical Letters of Commitment (LoC) or formal quotations, and delivery verification for energetics-based end items or components. This applies to both domestic and foreign manufacturers supporting USG direct contracts or U.S. Prime Contractor programs. Identify the Federal Supply Class (FSC) code each delivery represents."
Quantity Limit (Column D): The numbers the Offeror can submit for this category. In this instance up to 10 indicate numbers 0-10 are acceptable
Offeror’s Response (Column E): Offeror will enter number from 0 to 10. The number entered will be the total number the Offeror can demonstrate experience for within that Evaluation Category line.
Point Value Each (Column F): The point value for each number submitted in column E.
In this instance it is 300.
Maximum Possible Points (Column G): The maximum score in this category. In this instance it is 3000.
Offeror’s Raw Score (Column H): Once the Offeror enters a number in Offeror’s Response (Column E), automatic multiplication of Column E by Column F occurs and updates in Column H accordingly.
For instance, if the Offeror enters the total number of “8” for supporting evidence in Offeror’s Response (Column E) based on valid Letters of Commitment or formal quotations, the calculation is: 8 documents * 300 points/document = 2400 for this Evaluation Category Offeror’s Raw Score (Column H). Also, the HTRO Technical Matrix will automatically update the Offeror’s Self-Score Total (cell H49).
