About this file

This is a self-scoring matrix template for the Humanitarian Relocation and Resettlement Operation (HTRO) evaluation process for a federal contract opportunity related to Special Ammunition and Weapon Systems (SAWS) and Non-NATO Commercial Ammunition acquisition. The matrix is designed for offerors to self-assess their qualifications and capabilities across multiple technical and experience factors.

The evaluation consists of two primary gates: a GO/NO-GO qualification gate (Factor 1) and a technical scoring matrix (Factor 2). Factor 1 requires offerors to confirm: current registration with the U.S. Department of State Directorate of Defense Trade Controls (DDTC); Federal Firearms License (FFL) Type 11 for importers of destructive devices or armor-piercing ammunition; active System for Award Management (SAM) registration with corresponding CAGE Code and UEI Number; prior performance as Prime Contractor or Subcontractor on Arms, Ammunition & Explosive (AA&E) contracts since January 1, 2019; and certification of compliance regarding prohibited sources. Offerors must pass all five Factor 1 questions to proceed to proposal submission. Factor 2 contains seven technical scoring categories with a total of 21,875 available points and a Minimum Technical Rating Threshold (MTTR) of 17,500 points (80 percent). The categories assess offeror capability to: source and deliver munitions and energetics-based components; obtain End User Certificates (EUCs); obtain Export Licenses; transport AA&E across international borders; complete Technical Data Packages (TDPs); execute Lot Acceptance Tests (LATs); and demonstrate prior USG or U.S. Prime Contractor contract experience valued between $50 million and over $250 million. Documentation must be dated and remain valid from January 1, 2019, onward. The matrix includes automated scoring where offerors input data and the system calculates total scores, with the cell displaying red if the MTTR is not met and green if the MTTR is achieved. Only offerors meeting or exceeding the MTTR are considered for award.
