3.1.1 The Contractor shall provide initial assessment, routine preventive maintenance (PM), and emergency repair services for 10 HVAC units at NCTAMS LANT SATCOMM Building 352 compound (Site A) & 6 HAVAC units at NCTAMS LANT STACOMM Building 451 compound (Site B). The Contractor must conduct a comprehensive 30-day inspection to establish an operational baseline, submitting a status report to NCTAMS LANT Facilities that categorizes each unit as operational, requiring repair, or recommended for replacement. All work must be documented in quarterly status reports, and the vendor’s quotation package must include all associated transportation expenses and establish a basic price list for corrective and preventive maintenance services.

3.1.2 The Contractor shall provide all labor, parts, materials, tools, equipment, and consumables required to fulfill the scope of this annual, fixed-price preventive maintenance contract. All repair components utilized must be new and unused. Aside from the replacement of motors or compressors deemed beyond repair, NCTAMS LANT shall incur no additional expenses beyond the agreed contract price. Furthermore, NCTAMS LANT maintains the right to conduct independent evaluations of any component via a qualified third party before the Contractor declares a motor or compressor beyond repair.

3.1.3 The Contractor shall maintain a sufficient inventory of replacement parts to ensure the continuous operation of all air conditioning units throughout the contract term. NCTAMS LANT will not store or take custody of these parts; maintaining and securing this inventory remains the Contractor’s sole responsibility. As part of the quotation process, offerors must detail their proposed strategy for fulfilling this spare parts requirement.

3.1.4 The Contractor shall ensure the satisfactory operation of all air conditioning units and provide written operating instructions for each unit type to facilitate proper end-user use. Units must not remain inoperable or experience degraded cooling for more than two (2) days due to pending maintenance or repairs. The Contractor shall not be held liable for damage resulting from the relocation of units; however, the NCTAMS LANT Contracting Officer's Representative (COR) will provide written notification of any location changes. Additionally, the Contractor shall submit a quarterly certification report detailing an itemized inventory by site, the current operational status of each unit, and a summary of all repairs completed over the preceding 90 days.

Measures to be taken to identify drug offenses on military installations, and to prevent introduction of illegal drugs and paraphernalia include routine, random inspections of vehicles and personal possessions on entry or exit, with drug detection dog teams, when available. Where there is probable cause to believe that a civilian or contract employee on board a Naval or Marine Corps installation has been engaged in use, possession, or trafficking of drugs, that employee can be removed from the installation or can be turned over to local law enforcement authorities having jurisdiction, as appropriate. When illegal drugs are discovered during an inspection or search of a vehicle operated by a civilian or contract employee, the employee and the vehicle may be detained for a reasonable period of time necessary to turn the employee and the vehicle over to appropriate civil law enforcement officials: action may be taken to suspend, revoke, or deny installation driving privileges. Implicit with the acceptance of this contract is the Contractor’s agreement to comply with Federal statues, laws, and regulations, including those regulations issued by the commander of the military installation.
