About this file

This is a Contract Administration Plan (CAP) for Fixed Price Contracts that delineates the administrative roles and responsibilities of various government and contractor personnel throughout contract performance.

The document outlines the responsibilities of the Procuring Contract Office (PCO), Contract Administration Office (CAO), paying office, Contracting Officer's Representative (COR), and Technical Assistant (TA), if appointed. The PCO handles all pre-award duties including solicitation, negotiation, award, information requests, and post-award conference activities. The CAO manages matters specified in FAR 42.302 and DFARS 42.302 not otherwise designated. The COR serves as the primary interface with the contractor and is responsible for technical interface, contract surveillance, invoice review and acceptance, contract modifications, administrative duties, government-furnished property management, security compliance, and standards of conduct. The COR monitors contractor performance and progress, ensures efficient work methods, alerts the PCO to performance issues, completes Contractor Performance Assessment Reports (CPAR) when applicable (within 180 days of contract performance start, with subsequent reports at 1-year intervals), reviews invoices and certificates of performance, obtains final invoices within 60 days of contract completion, maintains contract files with correspondence and reports, and prepares annual written evaluations of contractor performance submitted 30 days before any contract option exercise and 60 days after contract completion. The TA, if appointed, provides routine administration and monitoring assistance to support the COR, including identifying contractor deficiencies, reviewing deliverables, assisting with final performance reports, identifying noncompliance with reporting requirements, reviewing status reports, reviewing invoices, providing technical clarifications, and documenting all interactions with the contractor.
