CONSTRUCTION OF ONE TOWER AND KENNELS (8)

TULUA, VALLE DEL CAUCA, COLOMBIA

AUGUST, 2016

PREFACE

This statement of work (SOW) describes the specifications to be required for the construction of one rappel tower and a modular unit with eight (8) kennels at the Colombian National Police in Tulua, Valle del Cauca. These two projects represent the base requirement (base proposal) to be executed in this contract. This contract also includes the possibility of one option. This option will required the construction of one rappel tower for the CNP in Facatativa, Cundinamarca as described in this SOW.

The option can only be executed through the issuance of a modification if it’s determined that is the USG best interest to execute such option. The option designs and drawings are similar to the one used for the tower to be built in Tulua. If executed once the modification is approved by the Contracting Officer, the contractor will be issued a NTP. The contractor shall plan construction taking into consideration any technical condition that could affect service performance. This document describes the process of activities involved in the project but it is the contractor’s responsibility to make sure that the building processes comply with the International Building Code.

Any change in the specifications, the drawings or in both will be integrated into the structure by the contractor. Such changes will not subject the contractor to liability after the fact. The contractor shall supply the construction equipment, tools, and labor necessary/required to complete the construction/installation. The method of installation, application, set up and location should be in accordance with the definitive or final specifications and drawings approved, to the recommendations of the manufacturer (when applicable) and to the requirements and necessities of the project. The contractor is responsible for the appearance, functionality, durability and proper installation of materials, equipment, and fixtures. The contractor is further responsible for the correction, at his cost, of any defects or substandard work in construction. The contractor shall present a detailed list of materials, fixtures, paint (colors), fixtures and equipment, detail specification sheets for designated COR 15 days prior to starting the final architectural drawings.

When required, any significant change in building materials (cement, sand, gravel, additives, finishes, etc.) constitutes a change in the design and must be submitted for approval, with tests and material data sheets. Materials or other elements that have been acquired by the Contractor without meeting these conditions will not be accepted. As a general procedure the Contractor shall offer manufacturer samples of any material for approval. The Contractor is fully responsible for the condition of the structure, its contents and its appearance and shall guard against any deterioration or damage until the final acceptance of the works. The contractor will keep an updated record of architectural, structural, electrical, water supply and sewage drawings and plans as well as finishes, communication and controls which will be used only to indicate the modifications done on site. At the conclusion of the job clean copies of these drawings and plans shall be made and turned over to the INL COR on site as ‘as built’ plans accurately reflecting the finished site. In this project the drawings, architectural and structural specifications shall have the same priority. If discrepancies are found, the contractor shall advise INL in writing in order to determine a solution with the designer. The contractor shall abide by the norms established by CNP Base authorities, in reference to the entrance and exits of personnel, identification, vehicle circulation, time schedules and permits in coordination with INL section of the United States Embassy.

ORDER OF PRECEDENCE

In addition to the provisions of contract paragraph I.6, clause 52.236-21, Specifications and Drawings for Construction (FEB 1997), the order of precedence is established in Section H.22 of the solicitation schedule.

Any inconsistency among the Contract Documents shall be resolved by giving precedence in the following order: In case of differences between small and large-scale drawings, the latter will govern.

Where a portion of the work is drawn in detail and the remainder of the work is indicated in outline, the parts drawn in detail shall apply also to all other like portions of the work. In case of apparent error, discrepancy, or omission in the Construction Documents furnished by the Government to the Contractor, the Contractor shall submit the question promptly to the COR for clarification. The COR shall review the question and respond in writing. If it is determined by the COR that there is an error, discrepancy, or omission, and changing it would modify the contract, the Contractor must request a written decision from the CO. The Contractor shall not proceed with any affected work before receipt of CO’s written approval.

Until that decision is received, any affected work shall be entirely at the contractor’s own risk and expense.

All the installations shall be removed by the Contractor with the approval of the US Government representative when the work is finished. The site shall be left as it was found before the start of the construction, i.e. grass, sidewalks, etc. This removal, along with the installation shall be quoted at a global price and shall be included in the total cost of the project.

Provisional services: the eventual supply of any service by the final user to the Contractor shall not be a conditioned support and its eventual suspension shall not give place to any claim by the Contractor. The Contractor shall provide alternative services for these situations.

1.02) Security of the construction site

The Contractor shall supply the services of security of the construction site and the camps. The US Government representative and the final user shall not be responsible for the payment of the security services nor for the elements left at the construction site.

1.03) Provisional fencing

The work site shall be completely isolated from surrounding area (structures trails, roads etc). Similarly, if a material storage area is constructed this area shall be fenced off in the same manner. The Contractor shall build a fence for this purpose, consisting of synthetic canvas with wooden posts every two meters, kept taut by means of wires at the top, middle and bottom. The Contractor shall fit props at either side of the access door or whenever there is a change of direction. This fence shall have one access point only, a double door through which machinery, vehicles and personnel shall enter. While the work is in progress, the contractor shall ensure that the fence is maintained and repaired, so that it is always in suitable condition.

1.04) Location and layout

The Contractor shall use precision topographical instruments and following the architectural and structural distribution. The Contractor shall draw up the ground plan for each of the elements to be constructed. The area to be constructed is that indicated in the plans, plus the extra widths and the utilities connections. This work shall be done by a qualified professional, who shall determine the levels in addition to the ground plan. Everything shall be bench-marked on securely anchored wooden stakes.

The contractor shall supply all material required to establish the plan metric and altimetry benchmarks, such as stakes and field books, etc. The US government representative shall review the location of the axes, but this does not exonerate the contractor from his responsibility for errors in locating or leveling any portion of the work. Prior to locating and laying out the work, the necessary datum or tie points, both horizontal and vertical, as well as the boundaries of the terrain to be occupied shall be defined and approved.

The temporary BM and reference axes shall be placed at sites where they do not interfere with the execution of the work and that does not need to be moved, in order to allow their subsequent control at any point during the course of the work. No marks made with paint of any type, scratches, nails, centering, etc. shall be permitted on any current building or structure. Once the layout is complete, the contractor shall submit a scheme for approval, including the location of existing structures and vegetation.

1.05) Removal of surface layer

This includes the area shown in the drawings as the area to be built upon plus an additional area of one (1) meter wide in the perimeter. The Contractor shall perform this operation by manual means taking care not to move the points of reference previously established on site. This way, the removal of the surface layer shall be made in a thickness that can vary from 0 to 0.50 m, until complete removal of the vegetation layer, the organic material and other unwanted material deposited in the soil.

The Contractor shall not limit this operation to the removal of the surface layer. It shall include the removal of roots and other objects that according to the US government representative’s judgment are not convenient for the development of the work. The Contractor shall remove square pieces of grass (sod) in good shape to allow for re-laying. These pieces of grass sod shall be maintained in proper condition throughout the construction process. All left over material shall be removed by the Contractor according to the general cleaning specifications.

2) Rappel Towers – Tulua

2.01) Foundation and Concrete Structures

2.01.01) Excavation

The Contractor shall excavate and remove the remnant material until the adequate depth for the location of the foundation elements for the tower is met in accordance with the project drawings (See Structural drawings).

The contractor shall do the excavations required to execute the work and shall be prepared to excavate in any type of material, using the appropriate methods, equipment and tools. Prior to start with the excavation, the contractor shall perform a survey of all aerial, surface or underground interference, in order not to damage pipes, boxes, wiring, posts, hoses, wells or other elements or structures existing in the work area or adjacent to it. Should the excavation interfere with sewers or pipes, the contractor shall build adequate support or protection for these installations and if required is responsible to properly relocate such lines and or pipes in full compliance with the appropriate code and coordination with the utility.

The Contractor shall take into account the excavation and removal of part of the earth mound next to where the existing kennels are actually located, in order for the complete area of the tower and its drop zone fits in the area designated by the CNP base authorities for this project. The depth of the excavations and fill shall vary according to the work to be executed and the studies done by the Contractor. The excavated material shall not be stored on top of the excavation. It will be removed immediately onto trucks and transported to an authorized dump located outside the base or at an authorized on base site coordinated with the base commander.

The contractor shall post signs (warning signals) and provisional fencing at all excavation sites. The fencing shall consist of three yellow plastic tape eight (8) centimeters wide and supported by temporary sleepers fastened securely to the ground, placed in order to avoid accidents. To prevent their obstruction or damage, the contractor shall keep clear all drains, caps and catch pits in public utility network near excavation sites.

The contractor shall be responsible of any over excavation caused by a cave-in, instability of the material existing or other reasons, who shall fill at his cost the over excavation with proper previously approved fill material. The material removed from the excavation site shall be removed as indicated in the general cleaning items section. The contractors shall be responsible for surface water drainage and the evacuation of underground water and any other type of water, as well as the supply and maintenance of drainage or pumping systems required to stabilize terra into avoid water intrusion into the excavation site.

2.01.02) Compacting of the foundation level

The Contractor shall compact the bottom level of the foundation for the construction of the foundation and structural elements of the tower. The Contractor shall compact the bottom of the excavations in all the areas of the build prior to initiating the fill activity, using mechanical and/or manual equipment. The selection of the compacting equipment shall be approved by the US government Representative and the Contractor shall adjust to the plasticity characteristics of the material to be compacted.

If during the compaction process the bearing layers show faults or bland zones, this shall be properly addressed without any award of additional time fill by the Contractor at its own cost.

2.01.03) Fill in compacted granular material

The Contractor shall supply, install and compact the base with select fill material that shall be the base for the tower foundation elements in accordance with project drawings.

The Contractor shall supply all the labor, material, equipment and the execution of all the necessary work for the installation of the compacted fill material required by the project. The thickness of the fill shall vary according with the area of the foundation, for each of the works.
