Solicitation No. SAQMMA16R0171 Elevator Maintenance Support

Question #
Question
Response
Date
1.
Based upon the current due date of 24 February and the recently posted site visit of 17 February, it is likely contractors will need the opportunity to formulate and submit questions after the site visit. From the perspective of Government elevator projects, this solicitation represents a very large workload with extremely demanding requirements pertaining to the RFP submission. To this end, we requests an extension of the original submission date allowing 30 days from the site visit for all qualified Contractors to prepare and submit detailed proposals meeting all the requirements set forth within the solicitation.
Proposal due date has been extended to March 18, 2016, 2pm.

2.
In addition to the above, with respect to the proposal submission requirements the process of getting reference facilities to fill out and submit "Past Performance Questionnaires" is difficult. It is not appropriate to demand that a recipient perform this task in a timely manner and best results are typically gained by allowing the reference projects adequate time to respond. Based upon the importance of the Past Performance Questionnaires within the evaluation process the above time extension would be greatly appreciate by all participants.

6.
Can the US Department of State purchase materials through this contract that will be considered site stock or materials not specifically associated with performance of required tasks?
Yes, this would be procured under the cost reimbursable CLIN.

We only purchase spare site stock for equipment under the contract and\or materials that would be used for alterations of equipment under the contract.

7.
Are there limits as to the amount of materials that can be purchased?
No limits except the total dollar amount of the contract. We only buy what we think would be to the DoS’s advantage to have in stock for the contractor to borrow to troubleshoot or get a piece of equipment running as soon as possible. Some parts have long lead times to acquire, others may be very expensive or becoming obsolete, this would lessen the burden on the contractor for the obvious reasons. Any parts borrowed that are the contractor’s responsibility under the contract would need to be replaced back into Government stock at the contractor’s expense.

10.
If conditions occur beyond the contractor's control that impact the assigned on-site technician's ability to meet the performance requirements and scheduled work tasks, what plan or process will be implemented by the Department of State to make up work tasks that have been diverted?
A mutual agreement would need to be reached by the contractor and the COR\CO on a case by case basis. Note: required onsite man hours must be provided on a daily basis or a deduction would be taken.
