1 Section L, 11. Volume Two

Management Information On page 72 of the solicitation, Section L, 11. Volume Two – Technical / Management Information, Font, it states to submit proposals in Garamond font. Will Times New Roman be acceptable?

The solicitation identifies Garamond as the required font. In principle the Government doesn't object to the use of any other commonly used font, but if a substantially smaller font is used in an attempt to get around established page limitations, the Government reserves the right to only evaluate the information that would have been within the page limits if the Garamond font was used.

2 Section L, 13. Factor 2 Contractor Past Performance

On Page 74, Section L, 13. Factor 2: Constructor Past Performance, the solicitation requires the Offeror to submit at least 3 past performance questionnaires. Is it acceptable to submit previous past performance questionnaires from clients? Or must we request new ones on the form provided as part of the solicitation?

Yes, in order to relieve some of the burden on past customers, this is allowable. Proposals need to include past performance questionnaires as part of this specific solicitation process.

3 Section L, Sub factor 4 Business Authorizations On page 75, Section L, Sub factor 4: Business Authorization it states “the offeror shall provide a current copy of license/certificate/accreditation which demonstrates that the offeror is licensed/certified/accredited or otherwise authorized by the government of Afghanistan or its agent to provide construction services within Afghanistan”. Will the offeror be required to be licensed in Haiti prior to proposal submission and/or award?

The reference to Afghanistan was an oversite. Offeror shall provide current copy of license/certificate/accreditation which demonstrates that the offeror is licensed/certified/accredited or otherwise authorized by the government of Haiti or its agent to provide construction services within Haiti.

4 Section C: CLIN 001 SOW: Specifics per projects: Canadian Embassy

Please confirm length of fence removal. Have to be removed utilities lines between containers that will be removed and containers will be operating. Confirm after removal of modular housing units if foundations piles must be demolished / removed.

Pictures shows in technical document J-2-05B a heavy crane, is it available to used for dismount of GFM? Please confirm landscaping drawing after removal of GFM will be as shown on technical file J-2-09.

The approximate length of the fence can be determined by comparing drawings J-2-04 and J-2-

09. Piles under the removed modular units are to be demolished/removed to approximately 1.5 feet below the surface. The contractor shall be responsible to provide the crane to dismount the

GFM.

5 Section C: CLI 001-

SOW: Specifics per projects: Canadian Embassy

Renovation and upgrades of physical conditions and deficiencies.? Please be more detail of this scope

This reference is to the existing electrical system i.e. panel boxes, wiring, light fixture, AC units, outlets, water system, and plumbing system.

6 Section C: CLIN 002 SOW: Specifics per projects: Les Cayes Coast Guard Station

CLIN002: Please confirm if for all locations apply construction of helical piles foundations with a maximum length of 16 foot or any different foundation system.

CLIN002: Please provided specific requirements for the modular ablution unit, interior layout?. CLIN002: There are nine (9) units assigned, however the total of units described under this site sums up to eleven (11) units. Please clarify where are these two (2) additional units coming from. J-2-02,para 2.6. Most sites require the connection of all the equipment on the BLTS sites to the new generator. How are we able to determine the power requirements for the BLTS since we will not be visiting those sites during the pre-proposal site visit?

This is a Design & Build Contract. Section E.6 specifically addresses Design documentation Review. E.6.2.1 INL Integrated Design Review. It is the contractors responsibility to determine the size of the generators. New construction does not require helical piles. Contractor in the design process shall determine the footing design. Contractor is not responsible for any interior layout of the US or Canadian supplied modular units. The conceptual layout for CLIN 02 (Les Cayes) shows the types of units US verses Canadian. There are 9 Canadian units (GFE), 1 US unit (GFE), 1 shipping container (GFE - container that the US Modular was shipping in from PAP). For power evaluation each Canadian Unit and US Unit has one split AC, two dual element florescent lights, and four electrical wall outlets. If there is a water system power is required for the water pump.

7 Section C: CLIN 003 SOW: Specifics per projects: Sea Port - Port- Au-Prince

Provide details on assembled of units and double wide foundations and configurations. CLIN 003 / PAP - Sea Port: please clarify what is the required SOW under the request of "Renovations and upgrades of existing conditions / utilities and deficiencies"

US modular units require assembly. Contractor shall be provided the necessary parts to fabricate the units. Units are a typical 10' X 20' modular design with a frame and insulated panels. There is no current requirement for "Renovations and upgrades of existing conditions / utilities and deficiencies" in CLIN 003.

8 Section C: CLIN 004 Malpasse Border Post CLIN 004 / Malpasse Border: please provide the required area to be fenced and clarify if the SOW includes removing of existing soil and replaced it with selected and compacted fill. CLIN 004 / Malpasse Border: please clarify what is the requires SOW under the request of existing building renovation, and renovation of septic system and potable water system

Fence shall be no less than six (6) feet for the side of the double wide modular building.

Compacted soil is required in the footing design. There is no requirement for a septic system or potable water system at Malpasse under CLIN 004.

9 Section C: CLIN 005 SOW: Specifics per projects: Terrier Rouge Custom

Please provide incinerator details. CLIN 005 / Terrier Rouge: Please clarify if the SOW includes a new water well. Sect C, J-2-02, para 5.6.1(a), page 13. This para say to “install” the generator. Unlike the others sites that say to “purchase and install”. Is this generator already on-site or does the contractor have to “purchase” it as well?

Sect C, J-2-02, para 6.2.2, page 15. Please provide the size of the existing deep cell batteries so that we can price the correct size and make of batteries. CLIN005 Please provide incinerator details

Incinerator is a GFE item. There is no water well requirement for CLIN 005. Generator shall be purchased and installed by the contractor. The SOW will be amended to reflect the purchase and installation of the generator. Batteries shall be 3,000 amp hour deep cycle 12 Volt. Typical model is a XS Power D4800 Power cell or equal.

10 Section C: CLIN 006 SOW: Specifics per projects: DCPJ Minusta PAP Airport Compound

Please confirm distances between GFE locations to inverter battery enclosure. CLIN 006 / PAP airport compound - Please clarify the following request: contractor to provide additional battery rack with 12 deep cell batteries for electric inverter system.

Batteries to be equal to existing batteries. CLIN006: Please confirm distances between GFE locations to inverter battery enclosure

CLIN 006 - Canadian units are self contained units that require no new AC or smoke detectors.

Units are Office with no bathrooms, sinks, or showers. Therefore there is not a requirement for a water distribution system or septic system. Currently, there is no requirement for a generator at this site. The approximate distance from GFE location battery enclosure is 150 feet.

11 Section C: CLIN 008 Cap Haitian Cost Guard CLIN 008 / Cap Haitian - Please provide more details regarding the request for the renovation /replace and installation of all the electrical system and fixtures, AC units, fans, water distribution system, water pumps, plumbing fixtures, septic system and tanks, smoke detectors, etc. The volume of this scope of work is not clear. CLIN 008 / Cap Haitian: Please clarify if the SOW includes a new water well. CLIN 008 / Cap Haitian: is the SOW calling to connect all the buildings and new facilities to the existing generator? Please clarify. para 8.1.1, page 16. We can price the task to perform an evaluation so that we can “complete overhaul of the electrical and plumbing” but how are we to determine which components in the electrical and plumbing system to “remove and replace” until the evaluation is completed? Will the replacement of items found defective during the evaluation be executed with a change order?

CLIN 008 - Contractor shall price the task of performing the evaluation and projected itemized costs of the existing Coast Guard Building. SOW does not include a new water well. The new modular building shall be connected to the existing electrical system (generator and EDH connection. .CLIN 008 There is no requirement for a water well. There is an existing building (CG Base Building). Contractor shall price the task of performing the evaluation and projected cost.

12 Section C: CLI010 SOW: Specifics per projects: BLTS PAP IAP K9

Please provide more details of these two items mentioned on j-2-0202. 10.2.2 Install containment area for existing Above Ground Fuel Storage Tank. And 10.2.3 Connect all of the equipment on the BLTS site to the Generator. CLIN010: Please provide additional details and information of these two items mentioned on J-2-0202: 10.2.2 Install containment area for existing Above Ground Fuel Storage Tank. and 10.2.3 Connect all of the equipment on the BLTS site to the Generator. CLIN 010 - PAP IAP: is the SOW calling to connect all the buildings and new facilities to the existing generator? Please clarify. CLIN 010 - PAP IAP: Please confirm a metal frame and metal roofing over existing and new concrete pad is required. para 10.2, page 20. The contractor shall “perform a technical evaluation of the electrical generator requirement.” What if item c) the load is more than the rated capacity or d) the disconnect switch and the receptacles are not within site of the unit? Will a change order be issued to bring the generator into compliance?

Document J-2-02 Paragraph 10.1 Add paragraph 10.1.3 - Contractor shall provide and install metal frame corrugated metal roof over the existing and new concrete pad. Total area is approximately 120' by 12' (reference J-2-04 page 10).

13 CLIN011 SOW: Specifics per projects: BLTS Jacmel Sea Port

Please confirm installation of 2 us double wide + 1 single us. Check file j-2-04 tittle mentioned 2 us but conceptual drawing show different information. CLIN011: There seems to be a conflict between the CLIN narrative and the site schematic since the narrative calls for two (2) containers in a doublewide setup, however the drawing calls for a double wide setup in additional to a single unit. Please clarify. CLIN 011 - Jacmel: is the SOW calling to connect all the buildings and new facilities to the existing generator? Please clarify. para 11.6, page 22. Para 11.6.1 says to size the generator to “support for modular buildings only” which para 11.6.3 says to connect the generator to “all of the equipment on the BLTS site to the generator”, which is correct as how to size the Generator?

CLIN 11 - Requirement is to install a double wide and a single unit. Contractor to provide and install new generator/electrical distribution and new fuel tank with enclosure. Generator is to proved power to the double wide and single unit. The requirement is to size and the connect the contractor supplied generator to the double wide and the single unit. There is no requirement to connect to other buildings and there is no existing generator.

14 Section C SOW General Will the contractors have access to visit the additional sites included in the solicitation?

The Government will not conduct formal pre-proposal site visits at each location covered by this contract. Offerors should do their own due diligence to determine each site's unique characteristics and present a plan to show a course of action concerning each location's requirements. Pre-construction site visits will be approved by the designated COR.

Assessments/designs will be evaluated and approved by the CO/COR for further actions and pre-construction assessment will be performed by the contractor in all locations.

15 Section C SOW General Specifications

We request that the USG consider postponing the due date. Please provide more details regarding the site visit. Will the contractors have access to visit the additional sites included in the solicitation? As USG is not expecting from contractors to conduct a geo study for the bid phase the USG is requested to confirm that a foundation system will be assumed for pricing purpose.

The submission of proposals has been extended until Feb 29, 2016. Refer to Question #6 regarding foundation systems.

The requirements of D.4 are further detailed in FAR Clauses 52.247-63 and 52.247-64.

17 Section C SOW: Specifics per projects/CLINs

As the USG is not expecting from contractors to conduct a geo study for the proposal phase, the USG is requested to confirm that a foundation system will be assumed for pricing purpose.

It is expected that contractors will have to make a reasonable assumption of foundation systems to be used on this contract based on due diligence of the contractor when considering typical geotech found in the various areas. The actual foundation designs are required as part of the design process

18 J-2-07 Bidding Charts As this is a firm fixed price solicitation, please confirm the only sheet that needs to be submitted from this file is the Breakdown Price by division sheet.

At minimum, the total fixed price for each CLIN needs to be identified.

19 J-2-07 Bidding Charts Please clarify which sections listed in the "Price by division" sheet are relevant and/or must be filled

Since this acquisition is set aside for small business, reporting on this contract is voluntary.

23 J-2-02 SOW: Specifics per projects

US GFE to be assembled - please clarify what the assembling includes Contractor shall be supplied one forty foot shipping container for each double wide that contains all the parts necessary to construct (erect) a double wide. The 40' containers are currently located at the US Embassy storage yard near the US Embassy are will be available when the contract is awarded.

24 Section C: J-2-02 SOW: Specifics per projects/CLINs

The 9 units to be relocated from Canadian embassy to Les Cayes are defined pre-assembling units. Please clarify

The Canadian units are completely assembled. CLIN 001 includes but not limited to the dismantlement of the units from the Canadian Embassy and shipment to the designated sites.

25 Section C: J-2-02 SOW: Specifics per projects/CLINs

How many split HVAC unit are required at each site? The units to be supplied by whom?

Each US double wide has two split ac units (GFE). The Canadian units have one split AC unit (GFE). The units are GFE and are included in the Canadian and US Units.

26 Section C: J-2-02 SOW: Specifics per projects/CLINs

Please confirm foundations system. Piling? The SOW is calling for: Each container/pre-engineered building structure shall be elevated no less than two (2) feet from the ground level with structurally designed footers. These footers shall be re-locatable and re-usable (should he Compound need to be moved in the future). Please clarify "re-locatable and re-usable"

Piling is not a requirement for the installation of the Canadian or US modular units. Re-locatable and re-usable is a reference to the supports that sit on a spread footing and can be easily removed if the modular unit is be relocated. Actual footing design shall be part of the contractor's 100% design in the design build process.

27 Section C SOW: General Specifications

Please confirm that French is NOT a mandatory language for all communications and documents submitted to the USG. Please confirm English as the only language to be implemented. Having ALL documents translated to French will imply additional costs and time.

French will only be required for the two O&M Manuals, training and training manuals for BLTS K9 Maintenance Staff. All other documents and communication will be in English only. (See deliverables)

28 Section C SOW General Specifications

Please confirm that daily reports are not required and only weekly and monthly reports are to be submitted according to Table C.14.1.b. Deliverables of Performance

The requirement is for weekly and monthly reports to the USG. However, COR will conduct site visits where daily and projected activities shall be discussed.

29 Section C: J-2-02 SOW: Specifics per projects/CLINs

Please provide additional details and information of the nine (9) units located at the US Embassy including but not limited to assembly and manufacturer, drawings and specifications, actual conditions report and photos and any other relevant information that can be useful for estimation

There are seven 40 foot shipping containers at the US Embassy site. Each shipping container has all the parts necessary for the erecting of a double wide container. The assembly is a typical modular housing unit with bottom frame, top frame, corner posts, and insulated panels. All electrical wiring, doors windows, split acs are also included.

30 Section C: J-2-02 SOW: Specifics per projects/CLINs

Due the amount of different locations, different logistic requirements, different conditions on each one of the sites required to be included in the proposal and the amount of requirements for the technical proposal, please consider to extend the due date for proposal submission.

Is a geotechnical report and on staff engineer required? Geotechnical report is not required. Staff Engineer is required. One engineer can cover all the projects.

Laws and Regulations Please confirm that regarding labor laws and regulations local laws (Haiti) will prevail over US Labor law requirements.

Inspection and Acceptance

Design documentation review

Please clarify and confirm the requirement to submit a "Cost Estimate" as part of the 90% and 100% Design Submittals. This is an unusual deliverable on the design packages that are not clearly described in the RFP. Please reconsider the time for submission of the 35% design package. 15 days after NTP is an impossible time to meet since is required to include the geotechnical and other preliminary studies. At least 60 days must be allowed for this first design deliverable.

Geotechnical study is not required. The number of days required are as follows: 30 days from NTP for 35% design submittal, 7 days for USG review, 15 days for 90% design submittal. 7 days for USG review, 7 days for 100% design submittal.

Canadian Embassy Please confirm length of fence to be removed. Length of fence can be approximated by comparison of documents J-2-04 and J-2-09.

36 Section C SOW General Specifications

Please clarify the requirement of a "relocatable and reusable footers for the modular units". Is there any technical description or schematic that can be used as a reference for the USG requirement?

Re-locatable and re-usable is a reference to the supports that sit on a spread footing and can be easily removed if the modular unit is be relocated. Actual footing design shall be part of the contractor's 100% design in the design build process.

37 Section C SOW General CLIN001: Please confirm if there is any requirement or work/improvement to be performed on the existing utilities that will remain to serve the units that will also remain on-site. Please confirm if foundation of the existing units must be removed entirely. Please confirm if landscaping and site improvements described in drawing J- 2-09 must fully designed and built.

There is no requirement or work improvement to the existing utilities and serve the units that remain on site. Note: To gain access to the site a laundry unit will need to be disconnected, temporarily relocated, and re-installed after units are disconnect and removed. Foundations of units to be removed are to be removed to a depth of 1.5 feet. Contractor shall use drawing J-2-09 for the site improvements.

38 Performance Bonds According to the RFP, a 20% Performance Bond and a 20% Payment Bond are required for this contract. Will the client consider a withholding or retention plan in lieu of these bonds?

Bonds or ILC is meant to protect the Governments interests and cover reprocurement costs is necessary due to a contractor's failure to perform. Withholdings or retention are not suitable substitutes for the Government's purposes.

39 Section C Performance Delivery It appears that the construction schedule is to be determined by the contractor as long as work is completed with 300 days. What is the schedule of container shipment to Haiti? (Example all at one time, 10 at one time)

All containers are already in Haiti, but movement needs to be coordinated with COR. It is the contractor's responsibility to ship the US and Canadian units that are located at the US Embassy and Canadian Embassy respectively.

40 Section C SOW General Are there already existing access roads to all sites which can accommodate the transport of containers and all material and heavy equipment?

There are existing roads to all sites that can accommodate the transport of containers, material, and heavy equipment.

41 Section C SOW General Are any drawing going to be provided to better specify what each site requires and to lead contractor in a general direction toward final drawings?

No additional drawings will be provided. Contractor shall be required to conduct a pre-construction assessment to produce final drawings.

43 Part IV, Sect L, para 12, page 73

It says that Subcontracting is limited to no more than 50% of the contract value (CV).

However para c.11 of the Scope of Work, page 18, says must perform minimum of 25% with own work force. Which is correct?

Neither, as a small business set aside at least 15% of the labor must be performed by a U.S. small business. C.11 of the SOW and L.12 of the solicitation will be updated to reflect this change. See amendment 003. This project is subject to subcontracting limits of no more than 15% of the total value of the contract, as identified in 13 CFR 125.6(a). From a technical perspective, the project examples must demonstrate the Offeror’s ability to self-perform at least 15-25% of the value of each project example in order to demonstrate the technical capability to self-perform the required value of work. If the offeror acted as a general contractor on the project examples or did not self-perform at least 15% of the work the offeror must demonstrate the capacity and resources, or the ability to obtain them, to self-perform 15-25% of the total value of projects

General Activities: Site and permit considerations

Shows that the contractor is responsible for feeding the work crews. Is that correct and if so is it for all three meals at all locations?

The SOW requires the contractor to identify locations where workers can eat their meals, not providing food for the workers.

45 Sect C ,J-2-01,para C.9.2, page 16

Key Personnel: Contract Specifics

Lists the Safety Manager as a key personnel that must be on-site whenever any construction activity is on-going. With activities possibly going on at several sites simultaneously, over a distance of several hundred miles apart, can a single safety manager satisfy that requirement?

One overall safety manager will satisfy the requirement. However, contractor shall have a qualified individual at each site responsible for safety. This answer conflicts with Safety Manager section of SOW.

46 Sect C, J-2-02 SOW: Specifics per projects/CLINs

Most of the sites require the contractor to provide a Generator. Do the Generators have to be tested with an independent Load Bank?

Generators shall undergo a commissioning process whether they are connected to the existing electrical system or load bank.

47 Sect C, J-2-02 SOW: Specifics per projects/CLINs

Most sites require the installation of secondary containment for the existing AG Fuel Storage Tank. Can we be provided with the size and capacity of those tanks since the sites will not be visited during the pre-proposal site visit?

Fuel tanks shall be sized to provide power to run the contractor supplied generator for a minimum of 14 days.

48 Sect C, J-2-02 SOW: Specifics per projects/CLINs

Most sites require the connection of all the equipment on the BLTS sites to the new generator. How are we able to determine the power requirements for the BLTS since we will not be visiting those sites during the pre-proposal site visit?

Generator size can be estimated by the conceptual design and the number of modular units at each site with a standard electrical system safety factor. Each modular unit has a split AC and two over head lights.

As part of the bidding process the contractor shall estimate the size requirement for each generator requirement ( CLINs 2,3,4,5,and 11). Requirements to upgrade generators should not be included in the pricing proposed but for the purposes of change orders would be considered within the original scope of this requirement.

If it is the contractor, how will the delay and associated cost be handled?

Water purification System to use dual RFC Radial Flow Carbon filters or equal and water tank 500 gallon "Tuff Tank" or equal (CLINs 2 & 5).

Before starting construction on the site, the Contractor shall obtain from the responsible local officials and furnish to the COR written assurances certifying that the monuments or markers which delineate the site boundaries are placed in the correct position and that the proposed new construction and site development work, as staked-out by the Contractor, are wholly within the limits of Government ownership or leasehold.

Design requirements are limited , however the SOW as presented requires items not anticipated . Will this SOW be amended to reflect site anticipated requirements?

Modular unit design and installation have limited requirements for civil, architectural, structural, mechanical, and electrical design. However, limited as they are, each site does involve an aspect of each. The footing design, electrical system design, water system design, sewer system design, concrete design in the various CLINs have requirements for civil, architectural, structural, mechanical, and electrical design.

Some of these site where the Modular units are planned to be relocated, shallow groundwater is anticipated. Septic systems are required at these locations, with shallow groundwater within few feet of the excavations, what is DOS expectations of groundwater management?

No underground ground water is anticipated. However, as part of the pre-construction assessment/design the civil site plan shall include a surface water drainage plan with proposed grades.

The general area for surveying is represented on each conceptual drawing. The modular buildings are GFE and therefore no specifications are required. However, site design, footing design, plumbing design, electrical system design, water system design where required shall have associated drawings and specifications in the divisions that are applicable.

The roofing in the US Modular Buildings is included in the parts for assembly of the unit. The parts are contained in a 40 foot container that the contractor shall load, at the Port au Prince yard, transport to the CLIN construction site, and off load.

J-2-02,para 5.4. 2, page 13. There is a requirement for the contractor to install a Potable Water System to include water storage tank, pump and filtration system designed support the one modular building with toilet/sink/shower. This requirement cannot be sized until the site visit has been conducted. For the proposal pricing, how are we to price a requirement that has not been sized?

Contractor shall use a 500 Gallon "Tuff Tank" or equal. Water filtration system shall use dual "RFC Carbon filters" or equal.
