Registration and Licenses
Please kindly advise if we need to hold registration and license of Tajikistan, or Dubai registration would be enough?
Statement of Work, Section C.11.1 defines licensing requirements, but also indicates these requirements may be waived on a case by case basis by the Contracting Officer. If licenses are held in another country, clearly identify when submitting proposal.
3 N/A Item 13 Solicitation Requirements
Proposal Delivery Please note that the delivery of documents from Dushanbe to Arlington carried out by DHL within 5-7 days. This reduces the time for preparation of proposals.
We ask you allow submit our offers on your email.
Yes, electronic delivery of proposals will be accepted. The solicitation will be revised in Amendment 003 to reflect this change.
4 Both SOW and Drawings Measurements The word SOW document mentions the following dimensions for the building (p.3 point A): 9 m x 18 m whereas the layout attached (pdf in Russian) refers to different dimensions such as 11 m x 18 m. Therefore, are one of these measurement a « must have » or is this point a bit flexible so we can redesign the closest dimensions of the building with standard products (cost optimization) ?
Statement of Work, Section C.3 has been amended to match dimensions of drawings 11 m X 18 m.
5 N/A SF-1442, Block 13 Due Date of Proposals
I didn’t see any deadline to make our offer (I saw a deadline for the execution as at end of August), is there any ?
The due date of proposals is 10:00 AM EST, April 28, 2015
6 Both SOW and Drawings Measurements The drawings provided in the RFP show building dimensions of 11 X 18 meters; the SOW paragraph C.3.0 CLIN 0001, Item A calls for a 9 X 18 meter building. Which is correct?
Statement of Work, Section C.3 has been changed to match dimensions of drawings 11 m X 18 m.
7 N/A SOW, Section 9.1.1 Site Visits Paragraph 9.1.1 indicates a limit of 5 site visits. Is there a duration limit for these visits?
Travel to the site from Dushanbe via land can take a long as four days to get to the site and another four days to return to Dushanbe. Since the scope of the project is relatively small, the USG estimates that 2 days on site after arrival should be acceptable to verify the field requirements.
8 Both SOW C.11.3 Reviews Paragraph C.11.3 calls for a review of the 50%, 95%, and 100% design drawings by INL. How much time does INL normally use to review designs? This will effect scheduling.
The USG reserves the right of 14 calendar days to review the documents.
9 Both N/A Approvals Are Tajik Committee Expertise approvals required for this project? Will the building be commissioned?
Refer to section C.9.1.1 Site Visits - An additional site visit will be allowed for the initial assembly of the modular unit. A fourth site visit is indicated when the contractor is prepared to perform the final inspection and commissioning of the mechanical systems
10 N/A SF 1442, Block 11; F- 006; RFL-F7; and 52.211-10
Notice to Proceed When is the NTP for construction expected to be given? The NTP is estimated to be issued within thirty
(30) calendar days after receipt of the proposals.
11 Floor Foundation The foundation is described as slab on grade with piers. Can you provide further information?
The piers are 54″ tall so you can have the base at 48″ (depth of frost protection) and still have 6″ above finished grade. The contractor can adjust the elevation based on the frost line in Kizil Art.
12 Both N/A Construction Type Since this is a D/B we would like to recommend using built-out shipping containers for modular construction and pier foundations. This is required to meet the CCD and will meet the specs.
This is an acceptable option, however, the offeror would have to address this as an option to the RFP. Failure to provide a cost proposal based on the requirements noted in the Sow may result in the proposal being disqualified.
13 Both SOW, Section C.11.3 Reviews Is the design review by a local person or ProjNet? Local Person 14 N/A SF 1442 - Block 12a;

Clause has been removed. There will be no preference given for U.S. firms.
18 Both N/A Construction Type Are containerized units instead of modular prefabricated buildings acceptable, provided that all space, insulation and other requirements are met?

Ensure that the excavation is at or below the frost line.
22 Both SOW, Section C.3.A Measurements “The structure shall be a steel framed modular design comprising two floors measuring 9 meters by 18 meters" In the provided drawings the building is 11m x18m but in the SOW it is 9mx18m. Please clarify which is correct.
Statement of Work, Section C.3 has been amended to match dimensions of drawings 11 m X 18 m.
23 Both SOW, C.3.C Foundation “The building will be set on a concrete foundation measuring 56 x 48 x 6 thick (17068.8mm x 14630.4mm)” “56 x 48 x 6” have no unit of measure. Please confirm unit of measure.
The piers are 54″ tall so you can have the base at 48″ (depth of frost protection) and still have 6″ above finished grade. The contractor can adjust the elevation based on the frost line in Kizil Art.
The Contractor is also free to propose an alternate option for the piers based on the current existing conditions, and the final determination of the frost line at Kizil Art.
24 Both SOW, C.3.C Foundation “A concrete slab shall be provided and be reinforced with #4 rebar…” #4 rebar is not available, although 14mm rebar is. Please indicate the required rebar size in millimeters.
