C.12.0 Deliveries or Performance Schedule

C.1.0 Introduction The US Department of State (DoS) through the Bureau of International Narcotics and Law Enforcement Affairs (INL) assists host nations with renovation, rehabilitation and construction of facilities which enable the nation to secure and take charge of porous international borders, facilitate licit trade, and collect tax revenues.

C.2.0 Background INL, in cooperation with the Government of Tajikistan, is providing technical assistance in the design and fabrication of a building to be used by Tajikistan Customs Service at the Kizil Art Tajik Border Crossing Point. Preliminary planning is underway for this project to install improved infrastructure.

Kizil Art is a border crossing point between Kyrgyzstan and Tajikistan in the Pamir Mountain Range at an elevation of 4280 meters. The remote location and high elevation allows for a very short construction period to perform any work of note. Road access to the site is possible for semi-trailer trucks. While mostly paved, the road to Kizil Art is rutted and potholed in a number of places and may be reduced at times to one lane traffic.

The Modular Fabrication firm’s role will consist of providing services to include, but not limited to the design, fabrication, transportation and erection of a two story modular office/barracks facility to include design drawings/ shop drawings, Bill of Materials, schedules, man power estimates and cost estimates for use during the fabrication and erection of a modular structure.

In addition to Tajikistan, the contractor should be aware of Customs requirements of any country through which the modular units must pass en route to their final destination.

C.3.0 Scope This Statement of Work (SOW) is being provided by the Department of State (DOS), Bureau of International Narcotics and Law Enforcement Affairs (INL) to outline the requirements for modular construction, transportation and erection of a commercial building to be located at Kizil Art Pass, Tajikistan.

C.10.0 Existing Conditions Kizil Art is located in the eastern Pamir Mountain Range and has an elevation of approximately 4280 meters. The site has snow 9 months out of the year, and the environment allows for a very short building period. Based on conversations with Border Crossing personnel on site, INL was advised water has to be transported from a spring located 8 km from the post. Existing toilet facilities are very limited and staff has access to a homemade outdoor latrine. There are no shower facilities at present and an inspection inside the existing billeting area revealed that personnel may be exposed to carbon monoxide poisoning since they used coal burning boilers for heating and cooking. Outdoor ventilation is very limited to the indoor billeting space.

Due to harsh environmental conditions, typical construction projects are not appropriate. The site also calls for sustainable construction due to limited resources of the Tajik Custom Services. There are no accessible utilities on site. The contractor will need to provide sufficient generator capacity to power necessary tools needed to complete assembly. Current plans by INL are predicated on installing a two story modular unit on the site for office and living space. The unit would include future storage space for the gel packed batteries that will be installed to support the solar powered panels (NIC) and a coal-burning boiler for heating the units.

There are several abandoned modular units on site. . According to the Unit Commander, the construction personnel used these containers during a previous construction project. There is no power currently being provided to the Containerized Housing Unit (CHU’s) and there are several piles of debris. The site is also sloped which would present some challenges for managing storm water, and snow melt during the warmer months

This building was oringally constructed for use as the Customs office. During the site visit, the building appeared to be unused. There is no indication that the building is heated, evident by broken windows that could possibly have cracked from the cold temperatures.

This cluster of buildings serve as the office are for the Unit Commander, his supervisors as well as the billeting area for the border crossing guards. Note that all of the units were placed directly on the ground with no foundation support. Most of the power seems to be provided by a few solar panels located on the top of the units witha convertor and batteries located in the Unit Manager’s office area.

Existing retaining wall – work not completed at time of site visit.

Recommended location for the erection of the two story modular building.
