SUGGESTED EDITS AND/OR RESOLUTION
1
Regarding revised Attachment A - Activity 2 Maintenance & Repair Services: Please confirm what assumption the Government desires Offerors use for Estimated Hours, since Estimated Hours will vary by type of equipment identified in Attachment A-2 and be dependent upon what exactly is wrong with each piece of equipment.
Activity 2: Provide Maintenance and Repairs Services for Designated Equipment
Attachment A
CLINs 0002, 1002, 2002, 3002, 4002
Multiple
Confirm assumptions.

Answer to 1: Regarding Activity 2 Maintenance and Repair Services, the Government expects that the approach each Offeror proposes to take in performing preventive maintenance and conducting possible repairs for the equipment in Attachment A-2 will determine the estimated hours, labor categories, etc., for accomplishing Activity 2. Thus, we defer to the Offeror to determine.

2
Regarding revised Attachment A – Activity 3 Training: Please confirm what assumption the Government desires Offerors to use for Estimated Hours (e.g., training cost for one iteration of on-site training only for each piece of equipment identified in Attachment A-3, without travel, interpretation, and other associated costs that would be dependent on location and language).
Activity 3: Provide Operator and Maintenance Training

Attachment A

CLINs 0003, 1003, 2003, 3003, 4003
Multiple
Confirm assumptions.

Answer to 2: Regarding revised Attachment A – Activity 3 Training: the Government expects the Offeror to identify solely the labor costs associated with instructors preparing for training, delivering the training, and reporting on the results of the training.

3
Regarding revised Attachment A – Activity 4 Translation of User Manuals: Translation is not typically priced by the hour, but rather by the word. It is also dependent upon the actual language into which a manual must be translated, for which price varies greatly by language. Please confirm the assumptions that you desire the Offerors to use (e.g., which target language(s)) and confirm that it can be priced using a rate per word x total words in each manual, as opposed to by labor hour.
Activity 4: Translation of User Manuals
Attachment A
CLINs 0004, 1004, 2004, 3004, 4004
Multiple
Confirm assumptions.

Answer to 3: Regarding revised Attachment A – Activity 4 Translation of User Manuals: the Government requires Offerors to price translation of manuals into Arabic. Offeror may use whatever approach it finds most appropriate to provide accurate pricing for translations and will identify that approach in its proposal.

4
The list of items requiring translation does not list the language of translation. Since translation costs vary based on the language of choice, we are requesting that a language be selected.
Attachment A-3 Equipment Requiring User Translations
Attachment A-3

Provide language of choice for translation

Answer to 4: Offerors should price translation of manuals into Arabic.

5
The Quantity Ranges for the Unit Prices are not defined. Our Vendors are not consistent with the number of Units for which they will quote a discount. Can we add a column to show a Quantity Range of units for each piece of equipment rather than having a Quantity Range of units that apply to all of the pieces of equipment?
Attachment A, Column 3 “Quantity Range & Unit Price (1-XX units);

Attachment A, Column 4 “Quantity Range & Unit Price (YY-ZZ units);

Attachment A, Column 5 “Quantity Range & Unit Price (AA-BB units);

Attachment A

Attachment A – 1 - 65
All Offerors to add a column to show a Quantity Range of units for each piece of equipment rather than having a range of units that apply to all of the pieces of equipment. Or alternatively define the Quantity Range of units for each of the 3 columns on Attachment A.

Answer to 5: All Offerors may add a column to show a Quantity Range of units for each piece of equipment, rather than having a Quantity Range of units that applies to all of the pieces of equipment. Or alternatively, the Offeror may define a uniform Quantity Range of units for each of the 3 columns on Attachment A that applies to all of the pieces of equipment.
