Attachment A-2 Equipment Requiring Operator and Maintenance Training Hand-held Trace Detector/Analyzer: Lightweight, rugged instrument for rapid identification of unknown solids and liquids, including narcotics, Toxic Industrial Chemicals, Toxic Industrial Materials, and explosives; equipped with dual sample mode (point-and-shoot or vial mode) for flexible sampling and enhanced ease of use, built-in computer and extended libraries of materials, one additional rechargeable Lithium Ion battery, a battery charger, an AC power supply, and a shipping case (such as the FirstDefender manufactured by Thermo Scientific).
Hand-held Gamma and Neutron Radiation Detection Analyzer: A lightweight, rugged digital gamma spectrometer, dose rate meter, and nuclide identifier for portable radiation detection and identification applications with performance that meets or exceeds ANSI N42.42 for radiation detection; with a minimum range of 33 ft (10m); equipped with three button interface, easy to operate with gloved hands; transflective color display for ease of viewing in bright sunlight, Bluetooth, reachback and GPS capabilities, a web interface, and Windows CE Operating System; with 1GB event data storage; operational in temperatures at least within -20 °C – +55 °C (-4 °F – 131 °F), capable of detecting neutron and gamma radiation in the energy range of 20 keV – 3 MeV; weighing 44 oz, including batteries and scintillation detector. Every unit must include a belt holster, wrist strap, cables, battery pack for rechargeable and non- rechargeable batteries, charging unit, download and analysis software and a carrying case (such as identiFINDER™ 2 - NGH).
Submersible Camera: remotely-controllable underwater camera and an accompanying imaging sonar capable of reaching depths of at least 500 feet, weighing less than 10pounds, carrying two 20-watt halogen lights and offering a 180-degree viewing angle. To include one tether, fully-ruggedized laptop and controller package, and one maintenance kit (such as the Pro 3 XEGTO from Videoray, LLC, and Teledyne BlueView P900).
Mobile container scanning system: gamma ray imaging for space-limited environments mounted on a rugged truck chassis; able to scan 60 or more trucks with containers per hour (such as MobileVACIS® Truck Mobile NII Cargo Inspection System). The delivery must include onsite installation and initial training at a location to be designated by ISN/ECC. Offerers shall propose optional preventative maintenance packages for up to two years.
Baggage X-ray System with 1m x 1m tunnel opening, typical penetration: 31mm of steel, Resolution: 36 AWG, conveyor height approx 333mm, max conveyor load 200kg, 17” monitor, HiTRAX electronics, HI MAT Plus for material distinction (such as Smiths Detection 100100T X-ray system). The delivery must include onsite installation and initial training at a location to be designated by ISN/ECC.
All-Terrain Vehicle with 4-stroke, twin cylinder engine, 850cc, automatic transmission, selective drive system, electronic fuel injection, liquid cooling, aluminum wheels, seating for 2, minimum19.9 liter fuel capacity plus winch, front and real roll bar, tow hitch plastic rear trunk, plus helmet and protective glasses, and gloves for driver (such as Polaris Sportsman Touring 850 H.O.)
Side x Side All-Terrain Vehicle (ATV) – Trail capable side x side ATV that can transport at least two riders; 2012 model year or newer with automatic transmission and All Wheel Drive/2 Wheel Drive; poly roof, spare tire, spare tire mount, front bumper; include at least the following lighting – dual headlights, taillights, and dual brake lights; front and rear brush guards; instrument/control panel including – speedometer, calibrator in kph, odometer, digital gauge, gear indicator, fuel gauge, hi-temp/low-batt lights, dc outlet, and hour meter; engine should be 4-strok twin cylinder gas engine capable of operating in a dusty, desert environment with temperatures ranging from -25F to 100F; total fuel capacity no less than 7 gallons (27 liters); 4-wheel hydraulic disc brakes; equipped with a 12 volt electrical/charging system with maintenance free battery; electrical system shall be dust and moisture resistant; vehicle shall be equipped with tubeless, on and off road, all terrain tires (such as Maxxis Bighorn); vehicle shall be capable of operating at altitudes of up to 12,000 feet; vehicle shall tow at least 1,400 lbs; vehicle should weigh less than 1,200 lbs and width shall be no more than 65 inches; the exterior of the vehicle shall be Desert Tan; all controls, instruction diagrams and warning labels should be in Georgian or in universal symbols; fuel filler cap should be labeled with type of fuel compatible (such as Polaris RZR SW Military Version).
High Purity Germanium (HPGe) handheld nuclide identifier that includes: gamma spectroscopy with confirmatory neutron detection; classification of medical, industrial, naturally occurring radioactive materials, and special nuclear materials, shielded and unshielded; gamma-ray and neutron search modes; and built-in GPS (such as the ORTec Detective EX 100T Radio-Isotope Identifier).
Gamma survey meter to conduct gamma exposure surveys that includes: monitoring of Alpha, Beta, Gamma and Neutron radiation; natural background rejection detector; extending teleprobe; and a handheld radioactive isotope identifier (such as the FH40 K-O kit).
Baggage X-ray system - 1,000 mm (39.4 inches) wide by 1,000 mm (39.4 inches) high tunnel, with dual view capability – providing both horizontal and vertical views (such as Rapiscan 627DV). The delivery must include onsite calibration at a location to be designated by ISN/ECC and include a two-year service agreement that includes preventative maintenance visits.
Portable Unit For Neutron Dosimetry - Two compact 3He isotropic neutron detectors. Two different diameter polyethylene moderating spheres: 2.5 and 4.2 in. The geometric center of the measurement is indicated by a whitecross and the limits between white and green areas. ENERGY RANGE – 0.025 eV to 15 MeV; excellent fitting to the ICRP 21 curve. DOSE RATE DISPLAY RANGE – Dose equivalent rate: 0.01 to 9999 mrem/h or 0.01 to 99.99 mSv/h. DOSE RATE MEASUREMENT RANGE – 0.25 mrem/h to 9999 mrem/h or 0.03 mSv/h to 99.99 mSv/h. DOSE DISPLAY/MEASUREMENT RANGE – Integrated dose equivalent: 0.0001 to 9999 mrem or 0.0001 to 99 mSv. UNIT SELECTION – mSv/h, mGy/h, mrem/h, mrad/h; mSv, mGy, mrem, mrad; mn. DISPLAY – LCD screen with automatic lighting adjustment depending on luminosity. One line of 16 alphanumeric characters: measured value, measurement unit, statistical accuracy, alarms. Magnifying glass for easier reading of the LCD (such as CANBERRA’s Portable Unit for Neutron Dosimetry DINEUTRON)
Digital Hand-Held Multichannel Analyzer - Iprol-1 & neutron probes; Equipped with a 1.5" x 1.5" LaBr stabilized intelligent probe (IPROL-1); Equipped with the IN1K neutron probe; Provided with cables, charger, soft case, Genie 2000 S504C and S501C software, utility software and set of manuals (such as CANBERRA’s InSpector 1000 Digital Hand-held Multichannel Analyzer, model IN1KL-1N).
Trace detector, hand-held, capable of detecting explosives, narcotics, and chemical weapons (such as Sabre 4000 manufactured by Smiths Detection)
Radioisotope identifier (such as ICS-4000 Radionuclide Identifier manufactured by XRF)
Stationary cargo imaging machine with gamma/neutron radiation detection capability (such as Rapiscan Model 524), including on-site installation, calibration, and end-user training
Survey meter, gamma/neutron detection, with PC adapter and PC calibration programmer (such as FH40GL manufactured by ESM)
Mobile cargo imaging machine with radiation gamma/neutron radiation detection capability and tow cart (such as Rapiscan Model 532H), including on-site installation, calibration, and end-user training
