SECTION L.23.4 HAS BEEN CHANGED:
L.23.4 VOLUME II, TAB D, FACTOR 3: Past Performance
The Offeror must submit a total of three (3) past performances with at least two (2) of the three (3) required references from the Prime Offeror with proof of performing work on contracts of at least 120 FTE contractor personnel per year as the Prime Contractor. The remaining past performance reference
(1) should come from a subcontractor with proof of performing work on contracts of at least 120 FTE contractor personnel per year either as the prime or subcontractor. Each Past Performance should not exceed five (5) pages a total of NTE fifteen (15) pages.
The Government will evaluate the Offeror’s, and (if applicable) its principal subcontractors and JV team members’ demonstrated past performance to assess the ability to deliver quality products and services similar to the solicitation requirements in each of the following areas: 1) managing the contracted effort,
2) meeting technical and security requirements, 3) demonstrated systematic improvements, 4) controlling contract cost, and 5) the relevancy and recency of the information, source of the information, context of the data, and general trends in contractor’s performance will be considered.
Only performance on relevant contracts will be considered in the evaluation.
Relevant contracts are contracts that include managing professional support services of similar scope and size to this contract minimum of 120 contract personnel FTE per year. Performance that took place greater than 3 5 years from the proposal due date will not be evaluated under this factor. The relevancy of the finding, as well as its associated consequence will be used in determining the Performance Confidence Level Rating. Problems not addressed by the Offeror will be considered to still exist.
However, consideration for discounting problems may be given when those problems are addressed through demonstrated systemic improvement. The degree to which the Offeror can demonstrate that it has successfully applied continuous systemic improvement to resolve past performance problems will be evaluated.
