INFORMATION MEMORANDUM
SENSITIVE BUT UNCLASSIFIED
TO: BLiSS Bidders
FROM: James E. Vanderpool, Deputy Management Counselor
SUBJECT: BLiSS Contract Critical Services
1. USG provided contractor housing will be limited to the performance of critical services within the International Zone (IZ) and Consulate General (CG) Basrah as determined by the
USG. Contractor housing will not be limited at the Baghdad Diplomatic Support Center
(BDSC) as the USG will provide housing for all US & TCN personnel required to perform services there.
2. A critical service is defined as a basic life support service that must continue on a daily basis despite restricted site access for up to a week in duration.
3. The following BLiSS services have been deemed to be critical services:
a. Food services
b. Fire Protection Services
c. Airfield services
d. Supplemental Staffing & Maintenance services to RSO
4. USG provided housing will be limited for BLiSS critical services within the IZ, CG Basrah, and at EDSC according to the allocation shown below:
Location Total # Beds USG Critical Service Allocation IZ 51 22 Food service operation workers
17 Fire protection & Airfield service workers
10 Supplemental staffing for RSO workers
2 Contractor Program Managers/Liaisons
CG Basrah 42 12 Food service operation workers
15 Fire protection services (2 fire stations)
3Airfield services
10 Supplemental staffing for RSO workers
2 Contractor Program Managers/Liaisons
5. During critical periods, the food service performance requirements of the main cafeteria will be downgraded to a snack bar operation and all snack bars will continue to be operated.
6. USG provided housing for BLiSS food services will therefore only accommodate the personnel required to perform at the reduced requirement.
Embassy of the United States of America
Baghdad, Iraq
7. The USG provided housing does not dictate to the winning BLiSS contractor the number of personnel required to perform a given service. Under the performance based contract such as
BLiSS, the staffing required to perform services in accordance with the contract remains with the contractor. However, the USG feels that sufficient housing will be provided to the BLiSS contractor to provide the same level of contracted critical services during periods of limited access.
8. Only BLiSS contractors who live on site are entitled to certain services such as USG provided meals, MWR privileges, medical services, and full exchange privileges.
9. No USG housing will be provided for all other services which are deemed non-critical.
