SAQMMA10R0206 Responses to Questions Set Two
1. The contract requires FAA approved data for equipment installations and aircraft modifications or alterations, therefore the following questions apply:
1. Is the completed rotorcraft to be approved under FAA Type Certificate Data Sheet?
1. If the rotorcraft is not approved under FAA TCDS what is the acceptable format for showing compliance with FAA requirements?
1. How are issues to be addressed when FAA requirements conflict with the developed data to show rotorcraft performance outlined in the contract?
Answer: A. No
B. Analysis, substantiation, test, and demonstration, as appropriate.
C. Requirements issues shall be resolved through technical and program review processes.
1. Are technical publications required to be stand alone documents or supplements to existing manuals?
Answer: This will depend upon the contractor’s technical solution.
1. Many Airframe (C001 A) and Avionics (C001 C) requirements are vague, is there a more complete description of these requirements?
Answer: The contractor’s technical solution should meet or exceed the mission performance criteria
1. REF CLIN 0001, A.2 and C.3: What is the level of NVIS compliance (NVIS A, NVIS B, etc….)?
Answer: NVIS A compatible lighting
1. There does not seem to be a T&M CLIN anymore for any replacement/repair material. The only line that currently remains is for “Vendor Repair of Government Furnished Property”. Where does the DoS want this cost to appear?
Answer: All items to be replaced, repaired, or overhauled as part of the basic refurbishment should be part of the CLIN 001 price. Any other items found to be out of specification or in need of repair outside of the basic refurbishment will be charged to CLIN 003 Repair of Government Furnished Property.
1. Does the requirement to rewire the aircraft still exist or merely have the effort be “Wiring meet as a minimum SAE Aerospace Standard 50881”. The RFI stated complete rewire but the final RFP did not .
Answer: The requirement to rewire still exists and the wiring must meet or exceed SAE Aerospace Standard 50881.
1. CLIN 0001/ A. Airframe.10 states all components will have 50% remaining life prior to major inspection or replacement. Is the customers intent to only overhaul dynamic components with less than 50% life or does this statement refer to the finite life items within the unit.
Answer: The stated requirement is correct, “all components will have a 50% remaining life prior to major inspection or replacement”.
1. Can it be assumed that Dept of State has already “approved” avionics and equipment installations which were previously delivered to DoS on legacy Huey refurb program(s)?
Answer: Yes, however this should not limit the Contractor’s proposed technical solution for avionics and equipment installations.
1. If the engine in the UH-1 upgrade is the T53-L-703, will DOS provide cores?
If so, will the cores be P/N 1-000-060-23, -22 or -10?
Answer: DOS will provide core Honeywell T-53 series engines if that is the proposed technical solution.
1. Due to the TBO requirements the engine will have to incorporate Service Bulletin 169 (extension to 5000 hour TBO).
Will DOS accept the use of Government Sourced Parts?
SB 0169 says: “It is the responsibility of the owner / operator of the engine to determine if the use of US Government sourced parts is in compliance with the operator’s operating specification and any applicable airworthiness regulations.”
Answer: All US Government sourced parts will be identified during overhaul and a determination will be made at that time which parts will be accepted.
1. The solicitation says “All applicable Service Bulletins and Airworthiness Directives will be required to be complied with” Does it include all applicable bulletins, including optional and recommended?
Answer: The solicitation statement is correct, “All applicable Service Bulletins and Airworthiness Directives will be required to be complied with”
1. Under SB 0169 (required for 5000 hour TBO) bulletins 0158 and 0161 are recommended. Should they be included?
Answer: DOS desires 5000 TBO if a Honeywell engine is the technical solution
1. You cite AR 95-20 as the regulation guiding flight and ground operations for this solicitation, however we cannot determine if you were signatory to the DoD regulation or if DoS has a modified version of AR 95-20?
Answer: DOS uses AR 95-20 as the regulation guiding flight and ground operations for this solicitation.
1. Will the GFR/Government Acceptor be DoS?
Answer: Yes
1. H-001 indicates Ground and Flight Risk, however does not cite the clause, Ground and Flight Risk Clause (GFRC), DFARS 252.228-7001, but then specify the regulation/instruction (AR 95-20). Please clarify does DFARS 252.228-7001 apply or not?
Answer: See previous two questions
1. Schedule B x002AD. states "provisions" is this to mean only to incorporate the support items (wiring, etc) and not the actual Hoist it self , however page 21/67 it states "incorporate the following capabilities"? Does the government want the contractor to provide the complete system including hoist itself?
Answer: Technical solution will provide provisions for install and include the complete system
1. Just wanted to confirm my understanding of the use of the manufacturing NAICS code 336411, which is that this is a supply code and not a service code. Would you concur with that?
Answer: Concur Supply Code
