Re: Solicitation Number S-AQMMA-10-R0191 Local Guard Service for U.S. Mission to Thailand
Dear Sir or Madam:
Attached is a Request for Proposals (RFP) S-AQMMA-10-R0191 for guard services to the U.S. Mission to Thailand. If you are interested in submitting a proposal, please read the entire RFP carefully before submitting your offer.
For your information, the number of hours of guard services that will be required is estimated at 629,508 hours per year, including supervisors for Local Guard Program. At the sole discretion of the US Government an optional number of hours of surveillance detection services that may be required is estimated at 33,280 hours including supervisors for the SD program. The anticipated performance is for one base period and four one-year periods at the option of the Government. Major duties and responsibilities are to perform access control to limit entry to only authorized personnel or visitors, the operation of walk-through metal detectors, hand-held detectors and special monitoring devices, as well as protect life, maintain order, deter attacks against employees, dependents and Government property.
All proposals submitted in accordance to the instruction given in Section L shall be given consideration. Section L of the solicitation provides instructions for preparing your proposal. There will be a site visit held at the U.S. Embassy Bangkok on September 2, 2009, at 10:00 AM local Thailand time. If you are interested in attending, please notify Ms Tracy Babst-Wiedenbrug by e-mail at Babst-WiedenbrugTX@state.gov to make appropriate arrangements. You will not be allowed access in the embassy without prior coordination. Please note that any required visas, hotel reservations, and transportation are your responsibility. Only one site visit will be conducted, and therefore, potential offerors are strongly encouraged to attend at the referenced date and time. Subject to the needs of the embassy, this Site Survey can be cancelled with three (3) days notice and rescheduled.
Any questions concerning this solicitation must be submitted to Ms Tracy Babst-Wiedenbrug in writing by e-mail to Babst-WiedenbrugTX@state.gov no later than October 5, 2010, in order to ensure a timely response. Questions submitted after that date may not be answered prior to the date established for receipt of proposals which is Tuesday, October 19, 2010, at 3:00pm Eastern Daylight Time.
Offers from joint ventures should be signed by all joint venture members. A sample joint venture signature page is provided for your convenience in Exhibit P. We recommend that all offerors and joint venture members register with the Central Contract Registration (CCR) and complete the on-line representations and certifications that are required before receiving a contract award from the U.S. Government. This process is composed of three phases:
1. On-line registration in CCR is accomplished at the Central Contractor Registration website: http://www.ccr.gov/Contractors.aspx
2. Contractor must complete annually the representations and certifications at the Online Representations and Certifications Application website: https://orca.bpn.gov/
3. Offerors or joint venture members will need to obtain a DUNS number in order for us to be able to access their representations and certifications on the ORCA web site. These numbers may be obtained at no charge from: http://fedgov.dnb.com/webform/displayHomePage.do;jsessionid=31EDB8E698D7C2804EF6D8E0F2407670
The Department of State appreciates your interest in this solicitation.
