ASBESTOS AND LEAD BASED PAINT SURVEYS & SAMPLING
ASBESTOS FIELD SURVEYS
(Based on size of inspection area)The Contractor shall furnish all labor, supervision, materials, supplies, consumables, documentation, equipment, and transportation necessary to collect samples, conduct field surveys, and perform laboratory testing. The Contractor shall conduct thorough asbestos surveys and reinspections in compliance with the requirements of OSHA, P-502 Asbestos Program Management Guide - NAVFAC, all other federal, state and local regulations. Sample materialss may include, but are not limited to, roofing, insulation, flooring, ceilings, walls, mastics, paints, dusts, and other solid materials. Samples shall be collected and a written report submitted within the timeframe specified on the Work Request. At a minimum the reports shall include: report summary; narrative discussing survey/report type and sampling scheme; summary findings, Homogeneous Area forms for each suspect material; survey area diagrams showing sample locations; survey area diagrams showing all asbestos material locations (if applicable); photographs of homogonous materials; building inspector certification and signature; laboratory reports; and sample chain of custody. The Contractor shall create or update asbestos danger signs and post them at the building main entry areas, mechanical areas, and official bulletin board after the report is completed. Refer to Section C and Attachment J for more information. For pricing purposes, assume that 99% of the work will be performed at NSA Crane, and that 1% of the work will be performed at Lake Glendora Test Facility (LGTF) .Tiered Fee (per inspection area size & completion time)

LEAD FIELD SURVEYS
(Based on size of inspection area)The Contractor shall furnish all labor, supervision, materials, supplies, consumables, documentation, equipment, and transportation necessary to collect samples or perform field testing, conduct field surveys, and perform laboratory testing. Lead sampling (bulk sampling), field testing by X-ray fluorescence (XRF) methodology, and lead paint surveys shall be conducted in compliance with the requirements of OSHA, NAVFAC ESC Technical Report TR-2254-ENV- Facilities Management Guide for Asbestos and Lead, all other federal, state and local regulations. Sample materials may include, but are not limited to, paints and paint chips, soils, dust, and other solid materials. The price for use of the field XRF equipment is included as ELIN A035. At a minimum the reports shall include: a report summary; narrative discussing survey/report type and sampling scheme; sample result summary table indicating all surface locations; survey area diagrams showing sample locations; photographs of sampled surfaces/materials; inspector signature; laboratory reports; and sample chain of custody. Refer to Section C and Attachment J for more information. (Based on size of inspection area)The Contractor shall furnish all labor, supervision, materials, supplies, consumables, documentation, equipment, and transportation necessary to collect samples, conduct field surveys, and perform laboratory testing. The Contractor shall conduct thorough PCB surveys in compliance with the requirements of the all federal, state and local regulations. Sample matrices may include, but are not limited to, roofing, flooring, ceilings, walls, mastics, caulking, paints, oils, and other suspect solid materials. Samples shall be collected and a written report submitted within the timeframe specified on the Work Request. Reports shall include at a minimum: report summary; narrative discussing survey/report type and sampling scheme; sample result summary table; survey area diagrams showing sample locations; photographs of sampled surfaces/materials; inspector signature; laboratory reports; chains of custody. ENVIRONMENTAL CONDITION OF PROPERTY (ECP) FIELD SURVEYS & REPORTS
ECP FIELD SURVEYS & REPORTSThe Contractor shall furnish all labor, supervision, materials, supplies, consumables, documentation, equipment, and transportation necessary to collect samples, conduct field surveys, and laboratory testing, prepare and deliver reports. Sampling and reporting associated with these requirements are included under ELIN A000 through A072.
A065ECP Survey & ReportThe Contractor shall conduct and prepare Environmental Condition of Property (ECP) reviews and documentation for ECP Reports. A068Courier Service (Sample Pick-up)The Contractor shall furnish all labor, supervision, materials, supplies, consumables, documentation, equipment, and transportation necessary to pickup customer-collected samples for laboratory testing, to package and transport samples to the laboratory, deliver analytical results electronically, and to record samples and associated sample information in the appropriate Inventory Database. Courier Service under this ELIN includes the point of sample pickup (normally the government facility), delivery to the field office for further processing, and shipment to laboratory. A071Library File ManagementOn an annual basis the Contractor shall maintain and update electronic library files with correspondence and reports and file the documents for each environmental program (Asbestos, Lead, PCBs, Soil & Water, and ECP). Additionally, hardcopies shall be maintained in appropriat binder series in the Building 3245 Library for the PCBs, Soil & Water, and ECP programs to comply with Environmental Management Systems (EMS) requirements.

The contractor shall maintain an entry log for all reports and files added or removed. The Contractor shall maintain accurate data files and return the documents for Government disposition.

On an annual basis the Contractor shall provide an electronic copy of the updated library files on CD, organized by building number or other organizational method designated by the Program Manager. A072Modification/Development of Planning Documents for Navy WorkThe Contractor shall provide technical and management non-personal support services for the modification, development of planning documents such as report forms, Operation & Maintenance Plan (O&M Plan), Standard Operating Procedures (SOPs), and Sampling and Anaysis Plans (SAPs) for Navy Asbestos, Lead, PCB, Soil & Water, ECP, and Storage Tank work. The contractor shall furnish all labor, supervision, materials, supplies, consumables, documentatiion, equipment, and transportation necessary to generate or modify Planning Documents according to the requirements of the most current version of P-502 and other applicable regulatory and statutory requirements and standards. It is expected that only one of these may be required to be generated/updated per year. In addition, the Contractor may be asked to provide a log of changes, analysis, interpretation, and recommendations based upon data collected in support of planning documents. The contractor may be asked to modify an existing Planning Document or prepare a new one. A073Costs for Large Specialized Sampling EquipmentThis ELIN “Non Pre-Priced” and is to be negotiated on a Firm Fixed Price (FFP) basis per each individual task order in accordance with Basic Contract Section G2 Procedures for Issuing Task Orders, (2) Non- Pre-Priced IDIQ. The contractor shall furnish (i.e., rent, lease, purchase, etc.), at the request of the government and at government expense, the specialized sampling equipment and associated supplies, required to perform the "non-routine sampling". Non-routine sampling, conducted much less frequently than routine sampling, will be performed for the following work, but not limited to: (a) subsurface soils/water of varying consistency at specified depth intervals up to 12 feet deep. Specialized sampling equipment includes, but is not limited to dilling and direct push equipment for soils and shallow bedrock. A074Costs for Medium Specialized Sampling EquipmentThis ELIN “Non Pre-Priced” and is to be negotiated on a Firm Fixed Price (FFP) basis per each individual task order in accordance with Basic Contract Section G2 Procedures for Issuing Task Orders, (2) Non- Pre-Priced IDIQ. The contractor shall furnish (i.e., rent, lease, purchase, etc.), at the request of the government and at government expense, the specialized sampling equipment and associated supplies, required to perform the "non-routine sampling". Non-routine sampling, conducted much less frequently than routine sampling, will be performed for the following work, but not limited to: (a) subsurface soils/water of varying consistency at specified depth intervals up to 4 feet deep and (b) specialized aerial work platforms not available at NSA Crane. Specialized sampling equipment includes, but is not limited to, water auto samplers, concrete core drilling and direct push equipment for soils. A082Labor for Special SituationsThis ELIN shall be for labor cost that is not covered by other ELINs within this contract. Labor shall be for a person that is an Indiana Licensed Asbestos Supervisor, Indiana Licensed Asbestos Building Inspector and has successfully completed the National Institute of Occupational Safety and Health (NIOSH) 582 course "Sampling and Evaluating Airborne Asbestos Dust". This labor shall be identified by the contractor in the estimate that is provided to the Contracting Officer, which identifies the work to be completed, the material and equipment required and the amount of labor necessary to perform the work. The Labor Unit Price shall include all direct and indirect costs to perform an hour of labor except material. Cost such as profit, field and office overhead, job estimating, job preparation, licenses, permits insurance, furnishing submittals and all other direct and indirect costs associated with performance are all included as part of labor hour unit prices. The contractor shall arrive on site no later than two (2) hours after issuance of oral order by Contracting Officer to review project scope. 1. Laboratory Accreditation and Certification:

The laboratory shall hold US EPA approval or current NELAP accreditation for the performance of PCB, VOCs, and Explosives testing by this method.

2. Laboratory Services and Reporting Requirements:

The Contractor shall provide laboratory services to ensure the installation complies with sampling plans where applicable. The Contractor shall provide acceptable sample containers for collection of samples.

The Contractor shall provide Laboratory Analysis Reports in accordance with the applicable permits and approved method. Chain-of-custodies and all raw data, including QC data, shall be included in the data package submitted with the report for data validation and review. The laboratory performing the work shall be indicated in the final report and all non-NELAP accredited work shall be clearly identified. Data shall be qualified in accordance with EPA Data Quality Objectives (DQO). Samples are analyzed and results are reported within the time specified. All raw data and QC data shall be included in the data package. If either the reference analyte tests do not meet all test acceptability criteria as specified in the test methods manual, results shall be immediately reported to the person placing the order (POC on the Chain-of-custody) via phone, or e-mail. This "verbal notification" is in addition to the final written report data package. As requested, provide all “notes” written during the microscopic evaluation of the test procedure.

Sample materialss may include, but are not limited to, roofing, insulation, flooring, ceilings, walls, mastics, paints, dusts, and other solid materials. Samples shall be collected and a written report submitted within the timeframe specified on the Work Request. At a minimum the reports shall include: report summary; narrative discussing survey/report type and sampling scheme; summary findings, Homogeneous Area forms for each suspect material; survey area diagrams showing sample locations; survey area diagrams showing all asbestos material locations (if applicable); photographs of homogonous materials; building inspector certification and signature; laboratory reports; and sample chain of custody. The Contractor shall create or update asbestos danger signs and post them at the building main entry areas, mechanical areas, and official bulletin board after the report is completed.
