Question Response Is it the intent of the Government to not sample any roofs currently under warranty? If not, is it the intent for the Government to procure the roofing contractor to make repairs to roofs needed after samples are collected as it would negate the warranty of the roofing contractor who installed the roof did not make the repairs? The sampling contractor should not be held liable for damaging a roof under warranty.

Roof sampling of warrantied and non-warrantied roofs is almost always followed by patching the roof by the NAVFAC IDIQ roofing contractor. The asbestos inspector will notify the Government when roof cutting and patching is needed so that the Government can help coordinate this effort with the asbestos inspection. Only a very small number of roofs (approximately 1-2 per year) are requested to be patched by the asbestos inspector when allowed by the Government (i.e. unoccupied building where roof is leaking and already has significant water damage; sampling roof will not cause additional roof damage).

In these few occasions, typical off-the-shelf patching products used include spray foam sealant or exterior latex or silicone caulking. Roofing sampled under warranty must be cut and patched by a roofing contractor certified by the roof product manufacturer to make warranty repairs (sometimes this is the current IDIQ roofing contractor and other times this is another contractor procured by the Government). Situations where warrantied roofs are sampled typically involve a renovation where the warrantied roof will be penetrated (i.e. rooftop HVAC, roof stack or vent being replaced or installed).

The asbestos inspector is encouraged to work with the NAVFAC roof program manager and find documentation (Safety Data Sheet or manufacture spec sheet) for any warrantied roof to avoid sampling when possible. Appropriate documentation, when available, is expected to be included in the asbestos report.

For roofs not under warranty, is it the intent of the Government to procure a roofing contractor to make repairs to roofs needed after samples are collected, or is it the intent of the Government for the sampling contractor to make repairs to the roof

Will the Government be providing lock-out/tag-out of Government equipment/objects that require inspection/sampling?

The Government will provide lock-out/tag-out of Government equipment/objects that require inspection/sampling. The inspector must contact the Government when coordination is needed and the inspector must be prepared to add their own locks to the process.

Due to differing types of buildings (Admin, Production, Warehouse, etc.), presenting pricing on a square footage basis makes the pricing strategy irrelevant. Would it be acceptable to present an alternative pricing strategy in line with cost/day per the terminology used in the Instructions to Offerors 52.212-1 (b)(11)(e) on page 10 of 296 of the solicitation?

The Government outlined an ELINS based on the common understanding that a fixed cost can be anticipated based on square footage of an area inspected. This was with the understanding that the cost for a very simple area (warehouse) inspection would be averaged with the cost of a complicated (admin, or production area) inspection of the same square footage. To be responsive to the solicitation, offeror need to provide the required pricing format, however, offeror are allowed in addition to propose alternate strategy. The Government is not obligated to evaluate or accept the alternate strategy.

For ELINs A023-A040 and A050-A052, should the cost for testing of bulk samples include only the sample analysis or should it include the cost for field time for collection, surveying and sampling analysis?

A023-A040 & A050-A052 costs are intended to include sample shipping supplies, shipping to the laboratory, typical laboratory preparation for these types of samples, laboratory analysis and laboratory reporting.

For ELIN A023, please clarify if the same day analysis for bulk samples is 24-hour TAT or less (6-hr/3-hr/etc.).

A023 should be the cost associated with laboratory reporting within a 6 hour turn-around-time upon receipt of the sample(s) at the laboratory (this may be the same day in some cases).

For ELINs A054-A056, please clarify if the testing method for RCRA, TAL and TCLP is 6010D/7470A instead of 6010B/7470.

The most current method is acceptable.

Environmental Sampling N4008520R1202 Pre-Proposal Inquires Amendment 0001

Please clarify if the contractor has to physically go to Bldg. 3245 to update electronic library files with correspondence and reports or if the contractor can access these remotely (Spec Item 4.3.2 on Page 102).

The Government allows the Contractor to maintain a copy of the electronic library files at the Contractor’s office. The Government does not intent to make arrangements for the Contractor to update electronic library files at B3245.

On the ELINs spreadsheet, the description ‘Expediting of samples’ is locked and does not allow any entry of ELINs.

Does the contractor have to decide which samples can be expedited or will the information be provided to the contractor?

Government will determine and provide the Contractor with a list of ELINS to apply to this percentage markup.

For ELIN A053, can it be assumed that the cost will not include the use of a drill and/or direct push rig?

Per verbiage in yellow within the ELINS: "The Contractor shall furnish all labor, supervision, materials, supplies, consumables, documentation, equipment, and transportation necessary to perform and report laboratory testing in accordance with the objectives, related information, and standards set forth in Annex 1800000, Spec Item 3."

Please clarify the time frame definition of “rush Projects” (Spec Item 1.1 on Page 90).

Rush projects include projects that must be completed within 10 working days of the Contractor being assigned the work by the Government.

Regarding the inventory database of historical asbestos and lead samples and abatement files, is there an existing database available for the contractor to update and maintain or does the contractor needs to prepare a new database? (Spec Item 4.3.1 on Page 101)

The Government keeps an existing database available for the Contractor to update and maintain.

Can the contractor access the database remotely or do they need to be physically present on the base to access the database? (Spec Item 4.3.1 on Page 101)

The Contractor will have access to the database remotely.

The solicitation mentions that the quality manager to be on-site in one-hour during regular hours and within 2-hours during non-regular hours. These conditions puts the contractors outside the immediate vicinity at a disadvantage. Please clarify the conditions in which these have to be met (Spec Item 2.7.1.2 on Page 73).

The Government’s intention is to make sure the Contractor can be available in a timely manner if a situation arises when a Government subject matter expert or engineer technician are both not available to respond. This can be coordinated if needed.

For ELIN A067, the cells in column I are password protected. Could the Government unprotect the sheet or provide a password to open these cells?

Government will determine and provide the Contractor with a list of ELINS to apply to this percentage markup when 067 is needed. This line item is intended for non-routine working hours when no expediting of services is needed (i.e. Contractor is needed to stay late after a Government production area has ceased operations for the day).

There appear to be discrepancies in the formulas in the markup cells, as some of the cells add the number $2,000 in the total and other don’t. Specifically, the formula in Cell H125 is different from the formulas in H128, H131, and H134. Could the Government provide clarity on this?

ELIN A083 will show the Material/Equipment price and the mark-up total in the output cell. The other mark-up ELINS will only show the mark-up total.

Page 15 of the solicitation states copies of reports for asbestos inspection, Phase I ESA/ECP, and asbestos air monitoring projects must be included with the proposal.

Will these reports count towards the 75 page limit? If so, would an abbreviated report for each project be acceptable?

Example reports do not count in the 75 page count limit.
