EXBS SERVICES SUPPORT CONTRACT
Task Order Title: EXBS Conferences and Logistics Support Attachment B
Task Order Number: Sample Task Order 3

I. Background
1. ISN/ECC manages the U.S. Government’s Export Control and Related Border Security (EXBS)
Program. EXBS helps to stem the proliferation of weapons of mass destruction and their delivery systems, as well as irresponsible transfers of conventional weapons, by assisting countries with establishing effective strategic trade and border control systems meeting international standards.
ISN/ECC requires a contractor to provide logistic support for the continued effective operation of training activities and conferences in both the United States and in ISN/ECC partner nations. Due to the ongoing fluctuations in in-person events and on-site travel during the pandemic, EXBS also requires a flexible conference support task order to support larger scale logistics requirements in addition to standard logistics support services for training deliveries, consultations, meetings, and partner country support.
II. Requirements
a. The Contractor will provide total costs for logistics services based on the estimates provided below.
Contractors will provided a Firm, Fixed-Price Labor amount for the estimate below and a G&A amount for each cost below as well.
1. The Contractor will provide logistics support for six 100-person conferences to include virtual connectivity for hybrid attendance, catering, meeting room facilities, A/V equipment, printing, simultaneous interpretation and equipment, as well as other conference support logistics.
i. Estimated costs: $1,200,000
ii. All travelers will be foreign citizens
2. The Contractor will provide event registration, event management support, and hybrid attendance capabilities as needed for conferences and workshops;
i. Estimated costs: $100,000
ii. All travelers will be foreign citizens
3. The Contractor will provide round-trip international airfare to the United States and other international destinations, consistent with Federal Acquisition Regulations, Federal Travel Regulations and applicable State Department policies;
i. Estimated costs: $300,000
ii. All travelers will be foreign citizens
4. The Contractor will provide round trip international airfare from the United to overseas Event locations;
i. Estimated costs: $150,000
ii. All travelers will be United States citizens and non-government employees
5. The Contractor will provide for one (1) excess bag and excess baggage fee per traveler;
i. Estimated Costs: $28,000
1. $14,000 will be for U.S. citizen traveler
2. $14,000 will be for international traveler
6. The Contractor will provide meals and incidental expense costs for individuals attending Events at appropriate government per diem rates;
i. Estimated costs: $500,000
1. $100,000 will be M&IE for U.S. citizens
2. $400,000 will be M&IE for international travelers
7. The Contractor will provide individuals attending Events a cash stipend;
i. Esimated Costs: $45,000
8. The Contractor will provide lunch and coffee breaks for participants (to include trainers);
i. Estimated costs : $400,000
9. The Contractor will provide interpretation for Events;
i. Estimated Costs: $150,000
1. $50,000 will be English-Arabic
2. $25,000 will be English-Turkish
3. $25,000 will be Turkish-Azeri
4. $25,000 will be English-Spanish
5. $25,000 will be English-Thai
10. The Contractor will provide medical and travel insurance for participants and interpreters;
i. Estimated Costs: $50,000
1. $10,000 for U.S. citizens
2. $40,000 for international participants
11. The Contractor will provide airfare, lodging, and per diem for interpreters;
i. Estimated Cost: $45,000
ii. All particpants will be foreign citizens
12. The Contractor will print training materials, presentations, or other documents needed by Event participants;
i. Estimated Costs: $75,408.17
13. The Contractor will arrange appropriate lodging for Event participants;
i. Estimated Costs: $350,000
1. $100,000 for U.S. citizens
2. $250,000 for international participants
14. The Contractor will arrange for appropriate meeting and conference room rental and supplies (presentation equipment, non-alcoholic beverages, as well as note pads, pens, etc.), for Event participants;
i. Estimated Costs: $50,000
1. $10,000 U.S. domestic locations
2. $40,000 international locations
15. The Contractor will arrange for translation of documents and materials for Event participants;
i. Estimated Costs: $45,000
16. The Contractor will provide one (1) staff member to travel with Event participants to facilitate logistical arrangements;
i. Estimated Costs: $35,000 estimated labor costs
17. The Contractor will provide transportation from the airport to the hotel and from the hotel to the airport for Event participants;
i. Estimated Costs: $25,000
1. $10,000 domestic transportation
2. $15,000 international transportation
18. The Contractor will provide ground transportation services for Event participants for the duration of the Event.
i. Estimated Costs: $45,000
1. $20,000 domestic transportation
2. $25,000 international transportation
19. The Contractor will provide full-time, EXBS-dedicated employees stationed overseas.
i. $100,000 estimated labor over a 12 month period of performance
20. The Contractor will provide computer and other related audio/visual equipment to partner countries in preparation for distance learning deployments. These requests will vary country to country and event to event.
i. Estimated Costs: $200,000
21. TOTAL ESTIMATED LOGISTICS COSTS: $1,500,000.00
III. Place of Performance
A. Potential logistic needs are not limited to any list of countries found in the procurement requirements and may change.
