About this file
This is a sample packaging specification document supporting a competitive bid solicitation issued by the County of Orange, Sheriff-Coroner for packaging of food and personal care items designated for inmate commissary re-sale. The file provides visual examples and descriptions of the twenty line items subject to packaging services, including Welfare Kits (distinguished by color to separate regular from medical variants, with medical kits excluding razors), shampoo and conditioner packs, pepper packs, Tapatio and coffee single packs, mayo and ketchup packs, salt packs, creamer packs, and sugar packs. The solicitation (IFB #060-3002205-MB) requires qualified bidders to possess a valid California State Contractor's License, DUNS number, and Unique Entity Identifier (UEI) number prior to contract award. Electronic bids must be submitted through the County's online procurement portal at https://procurement.opengov.com/portal/ocgov by February 27, 2026, at 4:00 p.m. PST. The awarded contract will be a firm fixed-fee arrangement with an initial term of three calendar years effective May 21, 2026, with two optional two-year renewal periods subject to mutual written agreement and County Board of Supervisors approval. Contractors must complete all packaging and return within ten working days of receipt and handle pickup and delivery Monday through Friday between 7:00 a.m. and 3:00 p.m. PST.
The County will award the contract based on the lowest responsive, responsible bid, with bidders required to submit firm, fixed pricing for each line item separately; all-or-none bids are not acceptable unless determined to be in the County's best interest. A five percent price preference applies to Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) certified bidders, with an eight percent preference for businesses certified as both, up to a maximum deduction of $100,000. No price increases are permitted during the first contract year; subsequent increases require documented proof of cost increases with 30 days' advance written notice. Contractors must maintain comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation (statutory), and Employers Liability ($1,000,000 per accident). Payment will be made in arrears within 30 days of invoice receipt and verification. The contract includes cooperative usage provisions for all County of Orange departments and other eligible governmental and non-profit entities, with a 2 percent administrative rebate on total sales from subordinate contracts payable quarterly to the County. No specific award value or budget range is listed in the solicitation documents.
