About this file
This file is a monthly averages reference document supporting a competitive sealed bid solicitation issued by the County of Orange, Sheriff-Coroner for packaging of food and personal care items designated for inmate commissary re-sale (IFB #060-3002205-MB). The procurement encompasses packaging and bundling services for twenty line items, including shrink wrapping, stapling, banding, barcode labeling, and assembly of specialized kits such as Welfare Kits, Medical Kits, Restricted Kits, and Detention and Intake Kits. Electronic bids must be submitted through the County's online procurement portal by February 27, 2026, at 4:00 p.m. PST. The contractor will be responsible for pickup and delivery of bulk stock Monday through Friday between 7:00 a.m. and 3:00 p.m. PST, with all packaging completed and returned within ten working days of receipt. The awarded contract will be a firm fixed-fee arrangement with an initial term of three calendar years effective May 21, 2026, with two optional two-year renewal periods subject to mutual written agreement and County Board of Supervisors approval.
Bidders must provide firm, fixed pricing for each line item separately, with contract award based on the lowest responsive, responsible bid. The County offers a five percent price preference for Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) certified bidders, with an eight percent preference for businesses certified as both, up to a maximum deduction of $100,000. No price increases are permitted during the first contract year; subsequent increases require documented proof of cost increases with 30 days' advance written notice, while all price decreases automatically extend to the County. The contractor must guarantee pricing equal to or less than prices offered to other local, state, or federal government entities and cannot require minimum order quantities or costs. Qualified bidders must possess a valid California State Contractor's License, DUNS number, and Unique Entity Identifier (UEI) number prior to contract award, along with three client references, proof of insurance with additional insured endorsements, and debarment certifications. Payment will be made in arrears within 30 days of invoice receipt and verification by the County, with an additional 2 percent administrative rebate on total sales from subordinate contracts payable quarterly through a third-party administrator.
