About this file
This is a construction contract agreement between Napa County and a contractor for the Planning, Building, and Environmental Services (PBES) Remodel Project located in Napa County, California. The project involves modifications to the second floor of the Administration Building, including reconfiguration of the reception/administration area, copy room, permit center, west side cubicle layout, and private offices, along with the addition of two new conference rooms, four new private offices, and an upgrade to the building's fire alarm control panel. The work is designed to consolidate PBES department staff and improve operational efficiency. The contractor must coordinate activities with the PBES Department and Project Manager to minimize disruption to ongoing operations, as staff areas outside the project scope will remain occupied and the department will remain open to the public during construction. Work shall not commence prior to the notice to proceed date specified in the Special Provisions. The contract incorporates the project Plans and Specifications, the contractor's Bid Proposal, Special Provisions, and the 2023 Standard Specifications of the California Department of Transportation by reference.
The contract specifies that the contractor shall provide all materials and labor necessary to complete the work in a good, workmanlike, and substantial manner to the satisfaction of the Napa County Board of Supervisors. The contractor's compensation covers all work, materials, risks, and expenses arising from the project, including losses from weather, unforeseen difficulties, work suspension, and completion in accordance with all specifications and engineer requirements. Compensation is structured as a lump-sum or unit-price arrangement with a total base bid amount to be completed by the contractor during contract execution. The contract requires two corporate officer signatures for execution and must be approved by the Napa County Board of Supervisors and Office of County Counsel before becoming effective.
