Questions and Answers from the Pre-bid Conference
Question 1(Q). On page 3, the Outreach and Admissions male arrival goals do not agree with the Input Schedule provided on page 25. Please clarify the correct male goals, residential versus non-residential.
Answer (A). The correct male and female arrival goals have been adjusted. The corrected page 3 is attached.
Q2. Reference page 14, CTT offerings, the two Smart Grid Trades have been noted as being implemented by support of ARRA, considering ARRA funds are one-time funds to the center, will the trades continue throughout the life of the contract supported through normal center funding after ARRA funds are exhausted?
A. The two Smart Grid trades are not current offerings at the center at this time. The corrected page 14 is attached.
Q3. Reference page 45, clause H.24, Deliverable – Releasable Copies – Freedom of Information Act, we understand this clause became effective to contracts in relation only to ARRA contract awards. Please clarify for this procurement if this clause is only applicable to ARRA contract awards, instead of the general center contract award and normal modifications.
A. This clause applies to all contracts.
Q4. Reference page 116, Submission of Proposals, is a PDF file acceptable for the electronic copy of the entire submission?
A. You may submit the electronic copy of the Proposal in PDF file.
Q5. Reference page 126, Cost Justification, is a Word file acceptable for the electronic copy of the entire Section G, while submitting the Form 2110s and Staffing Chart in Excel?
A. Correct, Section G should be in word format with tables reflecting proposed data; in addition to the excel 2110s and (excel) staffing chart.
Q6. Attachment J-9, Page 80 shows Cement as a center operator taught trade and Carpentry as an NTC taught trade. This information does not agree with the listing of CTT trades provided on Page 14 of the RFP which shows Cement as an NTC taught trade and Carpentry as a center operator taught trade. Which is correct?
A. Cement is an NTC taught vocation and Carpentry is a center taught training program. Corrected pages 14 and 80 are attached.
Q7. Page 120, Section L.7.b.1 (e): Career Transition Period. Because the Administration & Management Support Services section is labeled as (e), should the Career Transition Period be labeled (f.)?
A. The corrected page 16 is attached.
Q8. Page 139, Section M.1.C: Weights. The columns titled “Tailored to Local Needs” and “Effective to meet performance outcomes and quality indicators” do not add up to 18 and 15, respectively. Should they instead be 17 and 16?
A. The corrected page 139 was provided with Amendment# 1.
Q9. Are all CTT programs outlined in the RFP currently offered at the Gary JCC? If not, which ones are not in place? Will any CTT programs that are not currently in place be operational before the new contract start date?
A. With the corrected page 14, all CTT offerings outlined in the RFP are currently being offered. The Smart Grid Overhead Lines and the Smart Grid Smart Meters may or may not be in place at the contract start date. The corrected page 14 is provided with this amendment.
Q10. Are there any current CTT program change request in process for the Gary Center? Are any program changes anticipated per Region’s Career Pathways initiative? If so please provide this information
A. There are no CTT program change request in progress, however CTT program changes are typical over the course of a contract.
Q11. In the table that lists CTT offerings on Page 14 of the RFP, TCU Advanced Training Program is included in the Construction Sector. Please Clarify.
A. Because of the Sectors established and the TCU Rail line and with it being more closely in line with the Construction Sector it was placed there.
Q12. The RFP list 30 OCT slots. Please identify the trades included in these slots.
A. This is up to the offeror to provide what specific programs will be covered under this area and to ensure the continuity of services for the currently enrolled students.
Q13. Can you provide the actual annual start and end date for the Special Energy Saving Retrofit Project? To which monthly utility category is this project charged?
A. The actual start date was January 1, 2000 and the end will occur December 31, 2015. The electric utility is charged for this project.
Q14. Will a copy of the executed delivery order between DOL and ESCO be made available?
A. The delivery order between DOL and Sempra is provided.
Q15. Will a copy of the most recent ESCO energy audit be made available?
A. The most recent Energy and Costs Savings report is for 2008 and is provided.
Q16. Why is Welding career technical trade receiving only 50% of the $750 per slot allotment for CTST projects?
A. This is being funded in compliance with the current PRH. The PRH requires that CTST project funding result in an end product. All welding projects do not result in an end product.
Q17. Question # 1 under the Admission section states, “What specific techniques will you use to attract and recruit eligible applicants by Career Technical Training Offerings, specific to the assigned Geographic Assignment Plan Center?” Is Gary responsible for recruiting for any other centers?
A. The OA portion of this contract only provides students to the Gary Center. A corrected page 3 is attached.
Q18. What is the future plan for staff housing at the Center? Should we exclude consideration of housing for Staff?
A. Staff housing is expected to continue for the life of this contract.
Q19. Since 2006, the Gary OBS has been reduced from 1,900 to 1,660. Has this reduction resulted in the closure of Center Facilities? If so please identify.
A. The reduction of the OBS three years ago has nothing to do with this RFP, and is irrelevant. The Facility survey provides the current status of each building on campus.
Q20. If offerors are proposing a significant small business subcontractor, can we provide the Government with a subcontractor’s Past Performance submission in addition to the Prime Contractor’s narrative?
A. If you want to provide this information it is up to you. The Prime Contractor is held directly responsible for center performance, and only the Prime Contractor’s past performance will be assessed during the evaluation period.
Q21. Dorms: which dorms are male and which dorms are female?
A. The current usage of the facility supports that the percentage of male to female enrollment of 65% male and 35% female. The successful offeror can determine specific usage of the dorms.
Q22. What is the Total number of staff units?
A. There are a total of 104 units.
Q23. Could you further explain CTS case load Changes.
A. The corrected page 3 is attached.
Q24. Subcontracted liquidated damages – are based on achieving which goals?
A. Liquidated damages are based upon achieving the goals as outlined in your offer.
Q25. How much of the maintenance for electrical supply systems still remain for the center to handle?
A. All utility providers are controlled by the City of San Marcos.
Q26. Where will the Smart Grid CTT be housed?
A. This offering has been removed from the RFP, therefore this question is irrelevant.
Q27. Do you have a deadline for submitting questions?
A. No
Q28. RFP Reference: Page 18 The RFP refers to an Energy Savings Performance Contract in place at Gary. This is a 15 year program and started in 2000. The contractor has certain requirements to cooperate with the Energy Service Company to reduce energy costs. Additionally, the contractor is required to maintain a Preventative Maintenance Schedule (PMS) for the installed energy conservation measures.
Please provide copies of the following documents:
· A copy of the ESCO Delivery Order, including all requirements for actions or performance by the center operator
· A copy of the 2007 and 2008 annual audits
· Any reports of energy savings shortfalls identified by the 2007 and 2008 audits
· Any documentation showing operator diligence in operations and outcome of the reported shortfall
· A copy of the 2009 annual audit if now available
A. The Energy Savings Performance Contract and revised Utilities Report (J-8) are provided.
No other documents are available.
Q29. RFP Reference: Page 14 The 60-slot Machining CTT program currently listed on the CTT-10 for Gary and included on the walkthrough tour is not listed on the RFP chart of current Gary CTT programs. Is Machining a current CTT program that should be addressed by offerors? Please clarify.
A. Corrected page 14 is attached.
Q30. RFP Reference: Page 14 the Smart Grid CTT programs are “currently being implemented by support of ARRA”. Please clarify offeror’s costing responsibilities outside of ARRA funding and in what year(s) these would apply.
A. The Smart Grid CTT programs were placed in the RFP and have removed as a current offering and will not be a consideration in this procurement.
Q31. Who has responsibility for maintenance of the natural gas system of pipes and valves on the Gary JCC?
A. The City of San Marcos has maintenance responsibility for all utilities, including the Natural Gas systems and pipes on the Gary Center.
Q32. Will the SMART GRID CTT Program be funded after ARRA funding expires and if so, how will it be funded?
