2. Work shall be phased.

3. The contractor may utilize weekends and nights for areas that require full closure (i.e. ramps). Otherwise, it is assumed construction shall be phased to allow for employee and patient use of the parking garages.

4. Upon completion of the work, tasks shall be inspected by the COR (Contracting Officer Representative) and

VA maintenance personnel.

5. Work will not be considered complete until all items under Section II, Section III, and Section V are completed.

B. Length of Project:

1. The project’s design phase SHALL be completed in no more than 94 calendar days from the Government issuance of the Notice to Proceed (NTP).

2. Since these garages have already had a structural assessment performed, the design phase shall be accelerated.

From notice to proceed, the Design-Build Team A/E shall submit 75% Construction Documents and applicable specifications within 50 calendar days after notice to process (NTP) and allow 14 calendar days for VA review. During the 75% Construction Document Phase, the engineer of record (EOR) shall perform a site visit to review and confirm repairs that will need to be completed for both garages based on the provided structural condition assessment. It shall be the EOR’s responsibility to confirm all repairs that are to be made.

3. Design-Build Team A/E shall submit 100% Construction Documents (Signed & Sealed) and applicable specifications which incorporate the VA’s comments on the 75% submission within 30 calendar days from the 75% design review. This allows for a total design period of 94 days. Please refer to Program Guide PG- 18-15, Volume C for document requirements.

a. If the final construction documents submission package is not complete a post submittal may be required, the cost of which will be borne by the Design-Build Team A/E.
