About this file

This document is a Past Performance Questionnaire for a federal contract opportunity related to emergency repairs at Lake Nona Parking Garages. The solicitation is 100% set-aside for Service-Disabled Veterans-Owned Small Businesses (SDVOSBs) and seeks design-build services for repairing existing east and west parking garages at the Orlando Veterans Affairs Healthcare System. The project requires comprehensive design and construction services to address critical structural and life safety concerns, with a period of performance of 448 calendar days from the Notice to Proceed.

The project's estimated construction magnitude ranges between $5-6 million, with specific requirements to use hospital-grade materials as designated in the Department of Veterans Affairs Technical Information Library. The questionnaire is designed to assess contractor performance across multiple evaluation criteria including management effectiveness, quality control, regulatory compliance, problem resolution, scheduling, and warranty response. Potential references are requested to complete and submit the questionnaire by January 28, 2026, directly to the Contracting Officer Elizabeth Romero, with the goal of evaluating the contractor's technical capability and service delivery performance.
