1. Mechanical Rooms 2E-11, 3E-63, GG-09E, and 2B-65 will receive new equipment within the existing space. New piping will traverse Mechanical Room 1B-40. New wall and floor penetrations will be sealed.

1. Mechanical Rooms 2E-11, 3E-63, and 2B-65 will receive new concrete equipment pads.

1. E-Area and Area G roofs will receive new elevated steel platforms to support the new chillers. New piping will cross the roof areas to riser locations in the mechanical rooms below.

1. Electrical feeders for the new chillers will originate in Electrical Rooms GH-01 and GH-05 and routed through the Ground Floor interstitial space and existing shafts to the E-Area and G-Area roof areas.

1. Architectural work generally consists of cutting and patching to restore the integrity of spaces after mechanical and electrical systems have been modified, including joint sealants, firestopping, and steel fireproofing.

1. Other finishes are existing to remain. All mechanical room floors in the scope will be gray, and all new equipment pads will be painted yellow.

1. Existing roofing systems will be cut and patched as required to accommodate new chillers, steel posts at elevated platforms, and new pipe and conduit penetrations. The existing roofing systems will be maintained.

1. Temporary protections will be defined in accordance with the VA’s standards for Infection Control Risk Assessment (ICRA), Interim Life Safety Measures (ILSM), and dust control

1. Infection control construction barriers are required be finished to level 4 finish.

1. ICRA construction hard barriers shall be Class 4 which requires a hard barrier anteroom and negative air machines

MECHANICAL:

Replacement of the existing and abandoned 190-ton rooftop air-cooled chilled water system, with a nominal 290-ton air-cooled scroll chiller system, integrated pump and accessories package, and modification of existing O.R. AHU-16 to achieve the proper temperature and humidity requirements identified for the operating suite spaces. O.R. Chiller system shall consist of (2)154-ton scroll machines per compressor type preference by VA.

Installing a new dedicated 140-ton nominal rooftop air-cooled chilled water system to serve the existing SPD AHU-02, with modifications to AHU-02 cold deck to achieve the proper temperature and humidity requirements identified for the SPD department.

AHU modification designs are based upon replacing the existing cooling coil in AHU-16 with new copper fin coils (2), replacing the existing cooling coil in AHU-02 (aluminum fins), providing an OA to EA heat pipe recovery coil system between the SPD AHU-02 EF-41. For freeze protection considerations, propylene glycol chilled water shall be preferred over heat-tracing and monitoring, as well as reduced need to drain the new chiller systems serving the OR and SPD. Per site extreme winter conditions, 40% propylene glycol allows protection to -5°F ambient and shall be used for. Additional mechanical floor space for heat exchangers, glycol fill, pumps, and water treatment will be needed directly below rooftop in area E and G to accommodate glycol components. New equipment pads and mechanical room layouts will be revised to allow fit and weight of components. Each chiller shall include a mfr. provided “hydrokit,” including expansion tank, strainer, flow switch, piping extension, and dual-pump package that will remain outdoors beneath the chiller unit and end mounted platform dunnage. Components will be protected by glycol from freezing.

All CHW piping without glycol must reside indoors and have independent loop to serve AHU coils directly or to tie in central plant CHW for emergency backup. New HVAC equipment will be designed with controls to operate as part of the existing Building Automation System (BAS). Implementation of the integration of those controls into the BAS, including software upgrades, hardware upgrades, programming, etc., will be specified as carried out by the installing controls contractor for the facility, ITC Technologies. Design modifications to existing site/campus BAS controls system will be carried for new integration requirements of the new Chiller systems. The replacement of all AHU equipment controllers, sensors, points, switches, and relays shall be upgraded for the associated AHU-02. The SPD AHU-02 AHU shall include a replacement of the existing 2x2 plenum fan array to accommodate airflow pressure drops and existing static issues causing current fan operation to surge. The two (2) primary chillers shall be capable of providing more than sufficient capacity as the primary source for the normal operation, for emergency operation, and extra capacity for future loads.

The new primary chillers shall be capable of variable chilled water flow and submit engineering calculations to propose the outside air operating temperature to maximize the energy conservations by switching between primary chilled water system and backup central plant chilled water system. Each AHU piping system shall be provided with motorized automatic change over valves to switch between the backup chilled water system and the main chilled water system with manual operation or override capability. Steam to HW heat exchanger will be installed in the Area G ground floor mechanical room. 1st floor area G mechanical room 1B-40 containing AHU-8 will utilize the required additional room for glycol heat exchanger, glycol fill station, dual inline pump, water treatment, etc. near adjacent plan west wall. The new concrete equipment pad (approx. 14x7) will house the new equipment.

New glycol chilled water will be routed from the roof, thru 2nd floor, to the 1st floor glycol to water heat exchanger, and new 5” dia chilled water coil loop piping will be routed from the heat exchanger down thru the first floor near the existing OA shaft. SPD chilled water coil piping will be routed down from 2nd floor to the Ground floor room and tie in with new 3-way automatic bypass valving to the existing Plant chiller water in Ground floor GG-09E Mech room. Existing AHU-02 CHW coil and piping to be removed back to the CHW plant riser location in the corner of the room for new connections. Additionally, new glycol fill station, dual inline pump, and chemical treatment will be mounted on a new equipment pad where current air filter storage boxes reside in a 6x8 corner – plan NW. Replacement of existing OR CHW piping down to 2nd floor will be upsized to 6” dia using the same existing riser pathway. OR chilled water coil piping will be routed down from 3rd floor to the 2nd floor and tie in with new 3-way automatic bypass valving to the plant chiller water at the 2nd floor in 2E-11 Mech room. Existing CHW piping and AHU-016 CHW coil to removed back to the riser location in the corner of the room for new connections. Demolished Chiller will also have its expansion tank and air separator removed from the mech room and allow space for the bypass valving.

Testing Adjusting and Balancing is the whole responsibility of the contractor to coordinate and provide.
