The document addresses 19 clarification questions submitted by potential contractors regarding project specifications, drawings, and requirements. Key clarifications include: (1) a site superintendent may simultaneously perform Construction Quality Control duties without requiring a full-time dedicated CQC position; (2) material testing and inspection requirements are detailed in Specification Section 01 45 29; (3) asbestos abatement and lead-based paint removal locations and quantities are documented in the RBM Survey Final Report (Tables 1 and 2 on page 6); (4) AISC certification for structural steel fabricators and erectors is mandatory to guarantee quality; (5) all exterior exposed structural steel must be hot-dipped galvanized per ASTM A123; (6) roof areas E and G are not under warranty; (7) plumbing work is limited to new rooftop frost-proof hydrants (fixture P-801); (8) no alternate bid pricing is required; (9) the project manager may work part-time rather than full-time on-site; (10) crane and hoisting work are permitted during regular Monday-Friday hours but require contractor-provided flaggers, safety plans, rigging plans, and traffic control plan submittals; (11) existing interior spray fireproofing damaged during work must be repaired to match existing conditions; (12) painting locations are indicated on Architectural plans with finish schedules; (13) AHU refurbishment work must occur after hours and weekends; and (14) pre-blended bag mix concrete is not recommended as it does not meet specifications—truck-ready-mix is required.

RFI QUESTIONS & ANSWERS

JAMES J. PETERS VAMC BRONX, NEW YORK

1) Spec section 01 45 00 has lot of requirements for CQC personnel. Please confirm contractor does not have to hire a full time CQC for supervision, if required contractor’s site superintendent can simultaneously perform the duties of CQC.

Answer: Confirmed.

2) Spec sec 01 45 29 states this section specifies materials testing activities and inspection services required during project construction to be provided by a Testing Laboratory retained by the General Contractor. Please clarify for what work items material testing and inspection services are required?

Answer: Refer to Spec Section 01 45 29 for required testing and inspections.

3) There is a spec section no.02 82 11 for Traditional Asbestos Abatement, but no work shown on drawings. Bldg survey and specs are vague. So, if there is a work of asbestos abatement then please provide a separate and detailed drawing showing the locations and quantity.

Answer: Refer to Spec Section 02 82 11.01 RBM Survey Final Report. Table 1 on page 6 lists the ACM Survey Results in Table 1.

4) There is a spec section 02 83 33.13 for Lead-Based Paint Removal and Disposal, but no work shown on the drawings. Bldg survey and specs are vague. So, if there is a work of lead-based paint removal then identify the location and quantities on drawings. Also please confirm contractor has to follow safe lead practices only and doesn’t not have to abate the lead paint.

Answer: Refer to Spec Section 02 82 11.01 RBM Survey Final Report. Table 1 on page 6 lists the Lead Containing Paint Results in Table 2.

5) Spec section 05 12 00 Structural Steel Framing para 1.5 states requirements of AISC certified fabricator and erector. Please advise if agency can waive off these requirements as this is not a ground up construction.

Answer: It is required. (AISC certification requirement was retained as part of the contract documents as it guarantees a level of quality in fabrication and erection).

6) Please confirm if all the dunnage structural steel must be hot-dipped galvanized.

Answer: Yes, per S-001 Structural Steel Note #32 and Spec 05 12 00-2.5-C-1, all exterior exposed structural steel shall be hot-dipped galvanized per ASTM A123.

7) Are the existing roof areas E and G under warranty? If yes then please provide the contacts of the roof contractor.

Answer: Roof Areas E and G are not under warranty.

8) There is a spec division no.22 for plumbing, but there are no plumbing drawings. Spec section 22 40 00 is for Plumbing Fixtures. But there is no fixture schedule. Please clarify the scope of the plumbing work.

Answer: New rooftop frost proof hydrants are shown on mechanical drawings. Covered in specification 22 40 00 as the only project plumbing fixture (P-801).

9) Spec section 01 00 00 para 1.3B states Alternate no.1, but this Alternate is not listed on the bid pricing sheet. Please clarify.

Answer: No alternate bid is required.

10) Solicitation page 12 of 55 states Contractor shall assign a full-time site superintendent for the duration of the project in its entirety. The site superintendent and Project Manager must have a minimum of 5 years of direct experience in HVAC-related projects. --- Please confirm contractor’s project manager is for part-time/as required and not required full-time on the site.

Answer: Confirmed.

11) There is a spec section 07 81 00 for Applied Fireproofing. Please identify this work on the project drawings, specs states provide fire resistance to interior structural steel members shown. There are no interior structural members shown on drawings, all structural steel work if for dunnage on the roof. Also specify if fire rating is 1 hour or 2 hours.

Answer: Existing interior spray fireproofing damaged in work areas is to be repaired to match existing. See Drawing GI101 for required ratings.

12) Crane will be required to lift the structural steel and mechanical equipment. Please confirm that the crane and hoisting work will be allowed in regular work hours of Monday to Friday. Also confirm that there is no requirement of traffic control during this work.

Answer: Crane and hoisting work are allowed in regular work hours of Monday to Friday but the contractor is responsible for providing flaggers, safety plan, rigging plan, and traffic control plan submittals for our review and approval.

13) There is a spec section 09 91 00 for Painting. Drawings do not identify the painting work, paragraph 3.13 in spec section states identity painting schedule which looks like a general schedule. So please specify the correct scope of the painting work.

Answer: Finishes (painting) for each space are indicated on the Architectural plans (AE101, AE111, and AE121). See the Architectural Keynotes, and the Finish Symbol Legend on each sheet. See also the Finish Legend on Drawing AE501.

14) Drawing GC102 states to construct ICRA 1 hour barrier. What is the deck height?

Answer: See Building Stack Diagram on Drawing GI101 for floor heights. Contractor to verify in field.

15) Drawing S-001 Delegated Design notes states that the contractor is responsible for retaining a design professional for the design and documentation of all delegated design assemblies. — Please confirm this for the work of metal stairs and railings only and not for the new structural steel dunnage’s.

Answer: Refer to the contractor drawings and specifications for all required delegated designs, including but not limited to, metal stairs, railings, steel connections, etc.

16) New concrete pads are constructed at various levels, please confirm agency will allow to use the pre-blended concrete mix like Sakrete brand instead of the truck ready-mix concrete.

Answer: Pre-blended bag mix concrete typically does not meet or cannot be shown to meet the specifications and therefore is not recommended.

17) Drawing M-501 detail # 2 indicates concrete pads for pipe supports. Please provide a roof detail at the locations of these concrete pads.

Answer: Equipment curb material is not called out on detail. Detail hatch pattern used appears as concrete, but concrete shall not be required.

18) Drawing M-503, detail # 9 indicates equipment support details with structural steel work. Please identify the locations of these supports on the mechanical plans.

Answer: Detail 9 is extraneous and should not apply directly to the expected scope of work.

19) Is the project work to be done only after hours/weekends for refurbishing AHU?

Answer: Correct. Refer to general sheet note 2 on typical mechanical floor plans.
