About this file

This document is a Request for Information (RFI) Answers Amendment for VA Solicitation 36C24226B0027, Project 526-23-133, addressing an HVAC improvement project at James J. Peters VAMC in Bronx, New York. The RFI responses clarify scope requirements and equipment specifications for contractors bidding on the project. Key clarifications include: (1) a new air handling unit (AHU) will be fully replaced rather than refurbished, with components meeting specified performance and material requirements; (2) two exhaust fans are to be furnished and installed—EF-20 (15 HP, 480V 3PH, 23,832 CFM) for the 2E area exhaust and WF-12 (1/3 HP, 120V 1PH, 2,880 CFM) wall fan for mechanical room ventilation controlled by local thermostat; (3) resinous epoxy flooring specifications are provided and equal products may be used; and (4) ductwork and valves highlighted in yellow on the marked-up drawing M-121 are to be replaced to match standard details.

Additional scope clarifications address duct-mounted smoke detector replacement in kind (one unit in the mechanical room to be installed by JCI for wiring and controls), confirmation that AHU-16 refurbishment is eliminated due to full replacement, and contractor confirmation regarding transformer furnishing. All bids must be emailed to Contracting Officer Akkil Kurian at akkil.kurian@va.gov prior to the bid opening on Wednesday, February 18, 2026, at 10:00 AM EST via Microsoft Teams conference call. Amendment 0002 also references updated specifications for resinous flooring systems and marked-up equipment drawings to ensure consistent information among all bidders.

Solicitation 36C24226B0027 Amendment 0002 – Project no. 526-23-133 Improve OR & SPD HVAC

RFI QUESTIONS & ANSWERS

JAMES J. PETERS VAMC BRONX, NEW YORK

RFI #1 VA RESPONSE

1) The new scope of work directs the contractor to furnish and install a new AHU unit in Mechanical Room 2E-11, please provide make/model and basis of design for the new AHU along with additional components that would be needed beyond the original scope to complete the installation. An updated drawing and equipment schedule sheet is requested to ensure all bidders are receiving consistent information.

There is no basis of design for this AHU. The original design called for certain components of AHU-16 to be upgraded/replaced while other sections remained existing. The SOW deviates from the design to provide replacements for the existing components with the same performance and material specifications. Specifications for these components have been provided in a PDF. It is preferred that since all components are now new, a new AHU is built as a package unit to meet the requirements. A marked-up PDF of M121 is also provided showing the ductwork and other components to be replaced highlighted in yellow. Valves and accessories, such as isolation valves, control valves, steam traps, and other components will also be replaced to match standard details included in the specifications PDF.

2) The new scope of work directs the contractor to furnish and install two (2) new exhaust fans (EF-21 and EF-20). Please provide make/model and basis of design for the new exhaust fans. Please provide what controls need to be replaced and the testing standard. Additionally, please advise if there was a typo and the exhaust fans are EF-41* and EF-20 (EF-21 being the typo). An updating drawing and equipment schedule sheet is requested to ensure all bidders are receiving consistent information.

EF 20 is correct. This is the main exhaust fan for the 2E area. It is a 15 HP fan running at 480V 3PH at 23,832 CFM. The other fan is a typo, it should be WF-12, which is a wall fan for ventilation of the mechanical in the summer. It is a 1/3 HP fan running at 120V 1PH at 2,880 cfm. This wall fan should be wired to a local room thermostat to turn on when temperatures exceed setpoint setting.

3) There is no specification provided for resinous flooring. Please confirm equals may be used for the epoxy flooring system.

Specifications have been provided.

RFI #2 VA RESPONSE

(1) Please provide a revised drawing M-121 showing layout of room with new equipment and showing ductwork to be replaced.

A marked-up PDF has been provided.

(2) Please verify that refurbishment of AHU-16 is now eliminated, that work is still referenced in the SOW.

Refurbishment of AHU-16 is no longer required since AHU-16 will be fully replaced.

(3) Please provide all specification relating to new work, including flooring.

New spec section has been provided for resinous flooring. ***See the issued amendment 0001 highlighted in the SOW for the epoxy flooring location.***

RFI #3 VA RESPONSE

(1) In Amendment #1, the revised SOW instructs contractor to furnish and install new duct-mounted smoke detectors. Please provide an updated drawing to account for: (1) Quantity; (2) Location; (3) Line diagrams for conduit, wiring, and (4) Controls functionality.

Duct smoke detectors are to be replaced in kind. As per the as built drawings there is only one in the mechanical room. The contractor must hire JCI for wiring, installation, and controls as they are responsible for servicing our equipment.

RFI #4 VA RESPONSE

(1) The electrical scope of work states that all transformers are to contain copper wiring. Please advise if there are any transformers to be furnished on this project.

There does not appear to be transformers to be furnished on this project but contractor to confirm the drawings.
