About this file

This is a Single Source Justification for Simplified Acquisition Procedures (SAP) under the Simplified Acquisition Threshold (SAT) submitted by the Department of Veterans Affairs.

The justification supports procurement for the 631-26-010 Abate and Upgrade Common Areas Building 1 project at the VA Edward P Boland Medical Center in Leeds, Massachusetts. The estimated procurement value does not exceed the simplified acquisition threshold of $350,000. The contracting activity is VISN 01, Station 631, Facilities Management Service. The procurement involves interior finish materials for main corridors, including Nurazzo epoxy-based terrazzo, MAIPEI Kerapoxy CQ epoxy grout, INPRO IPC Rigid Vinyl Sheet and related accessories (Top Cap 407 and EnviroGT G2-150D End Wall Protector), INPRO Handrails 3500 SRV, INPRO Corner Guards, and Tarkett Johnsonsite Wall Base. The single source justification is based on standardization requirements, as these specific branded products were previously installed during the 631-451 Upgrade Primary Care Privacy Building 1 Project. Using identical materials ensures cohesive aesthetics, wayfinding consistency for veterans, and alignment with VA design standards. Market research was conducted on various suppliers, and a detailed independent government cost estimate was prepared. The procurement plan utilizes the VISN 1 Construction MATOC, which includes multiple general contractors. Contracting Officer Brian Kelly approved the purchase in accordance with FAR 6.103-1(b), certifying the justification as accurate and confirming the procurement will be competed among general contractors on the MATOC.

Simplified Acquisition Procedures: Soliciting from a Single Source Single Source Justification for SAP under the SAT

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW 6.103-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($350K)

Acquisition Plan Action ID: 36C2141-26-AP-2503

1. Contracting Activity: Department of Veterans Affairs, VISN 01, Station 631, Facilities

Management Service, Central Western Massachusetts VA Edward P Boland Medical Center, 421 North Main St Leeds, MA 01053. The proposed procurement, 631-26-010 Abate and Upgrade Common Areas Building 1.

2. Brief Description of Supplies/Services required and the intended use/Estimated Amount: The justification is to support the 631-26-010 Abate and Upgrade Common Areas Building 1 project at the VA Medical Center Leeds, MA. This justification is for other than full and open competition for the procurement of certain construction materials. The use of a particular brand for the items listed below is a small portion of the construction materials requested to accommodate standardization of these items throughout the facility.

The estimated value of these products listed below is not anticipated to exceed the simplified acquisition threshold.

Interior Finish Areas for Main Corridors

Nurazzo: A high-performance, true epoxy-based terrazzo.

MAIPEI Kerapoxy CQ: A two-component, epoxy grout and mortar that is nonsagging/nonslumping in joints up to 3/8" (10 mm) in width.

INPRO IPC Rigid Vinyl Sheet: A durable and cleanable rigid vinyl sheet.

INPRO IPC Rigid Vinyl Sheet Top Cap (407): Cap system accessory for IPC rigid vinyl sheet.

EnviroGT G2-150D End Wall Protector:A PVC end wall protector for IPC rigid vinyl sheet.

INPRO Handrails 3500 SRV: A silhouette handrail system with integrated vinyl wall guard and a stainless steel handrail.

INPRO Corner Guards: High impact corner guards for durable, design-conscious protection in high-traffic corners.

Tarkett Johnsonsite Wall Base: A resilient wall base manufactured from a proprietary thermoplastic rubber formulation designed specifically to meet the performance and dimensional requirements of ASTM F-1861 Standard Specification for Resilient Wall Base, Type TP, and Group 1.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: During the 631-451 Upgrade Primary Care Privacy Building 1 Project, the new wing and main entrance and corridor of Building 1 on the Edward B Boland Medical Center Campus were refinished with the products listed above.

Simplified Acquisition Procedures: Soliciting from a Single Source Single Source Justification for SAP under the SAT

These products have a distinct finish in both color and texture that is offered by these specific manufacturers. Using the same products to finish the remainder of the main corridors in Building 1 would establish a cohesive look and assist with wayfinding for Veterans. Using all of these products would ensure the use of products previously approved by the VA using the standards set in VA design guides.

4. Description of market research conducted and results or statement why it was not conducted: As this is a portion of the overall solicitation, there was not a specific effort to ensure offers are solicited from multiple sources. However, market research was conducted on various suppliers for the products requested. The procurement package does contain a detailed independent government cost estimate which the Contracting Officer will use to make a fair and reasonable determination. The procurement plan is to utilize the VISN 1 Construction MATOC, which has multiple general contractors.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR 6.103-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. The items for which brand name approval is being requested are subsequent components to the overall construction project. This procurement will be competed and based on competition.
