The purpose of this amendment is as follows:
1. Provide responses to RFIs received.
2. Provide site visit sign-in sheet from 5/14/2026.
1. Are the windows operable for neg air exhaust throughout the building? If not, please let inform us of what windows do work. Are there other options. The VA can suggest?
VA Response: (NOTE: Updated attachment to previous RFI response.)
Attachment A shows all windows that are unavailable for use (crossed out in red). Windows for exhaust must be coordinated with COR.
2. Please confirm if the Superintendent can be the SSHO and QC Manager or if each roll needs to have a separate individual?
VA Response: Superintendent may perform the additional duty of the QC Manager, but the SSHO must be a separate qualified individual. See 01 00 00 1.4 for additional requirements.
3. The SOW mentions various items attached to walls (wall protection, handrails, corner guards, outlet covers). Is it this contractor's responsibility to remove, store and replace other items such as office ID signs, direction signs, decorative and informative displays, doorbells, hand sanitizer?
VA Response: Yes. See GENERAL NOTES: DEMO & HAZMAT; DEMOLTION NOTES 4 & 5 on HA101 and HA102.
4. Additionally, there are components attached to the walls such as fire alarms/pull stations, older pin pad panels, AED devices, card readers and locks (surface mounted conduit), automatic door openers.
How should we deal with these items if the walls are to have the wallpaper removed and surface prepped and painted?
VA Response: Per GENERAL NOTES: DEMO & HAZMAT; DEMOLTION NOTES 4 & 5 on HA101 and HA102 all items are to be removed, walls patched and painted and items replaced.
However, if removing an item will affect medical center operations the COR may on a case-by-case basis approve the item remaining in place to be protected and worked around or determine alternate solution with the contractor. These items/areas must be coordinated with COR prior to the start of work in that area.
5. The integral terrazzo cove base is to be removed flush with the existing wall, correct?
VA Response: Yes.
6. We noticed temp plastic covers on walls that may be covering a former water fountain. Should we remove that cover, repair and paint the wall in these circumstances?
VA Response: Yes.
7. Will the on-site personnel be working under temporary badges?
VA Response: Yes, temporary badges are acceptable.
8. Please confirm if taxes should be carried in proposals?
VA Response: Upon Offerors are hereby notified that under the General Laws of the Commonwealth of Massachusetts G.L. c. 64H, § 6(f), sales of building materials and supplies to be used in the construction, reconstruction, alteration, remodeling or repair of any building structure, public highway, bridge or other public works owned by or held in trust for the Federal government and its agencies and used exclusively for public purposes are exempt from sales tax. Therefore, the contractor’s purchase of such building and construction materials within the Commonwealth of Massachusetts to be used in the construction, reconstruction, alteration, remodeling or repair of any building structure belonging to the U.S. Department of Veterans Affairs (VA) is subject to the exemption from tax on retail sales of certain tangible personal property. To take advantage of the tax exemption, the VA will furnish to the contractor at award Massachusetts Form ST-5C Contractor’s Sales Tax-Exempt Purchase Certificate identifying the contract number for the project involved, and the contractor may present this form when purchasing materials for incorporation into such project.
9. Please confirm if any state, local, and/or Federal permits will be required on this project?
VA Response: Yes, see contract documents for anticipated permits. See 52.236-7 Permits and Responsibilities. The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State, and municipal laws, codes, and regulations applicable to the performance of the work.
10. Please confirm if there are any known hazardous materials?
VA Response: Yes-see contract documents for estimated quantities.
11. Drawing AD-HA102 shows note 6 in corridor C100. Note 6 states door to be removed. There is no dotted line at this doorway like the others. Please confirm if this door is being removed or not?
VA Response: Two of the existing doors are labeled with Note #5 – Remove assembly and replace with wall/door. One existing door assembly is labeled with Note #6 – Remove and Reinstall.
12. Can the Superintendent serve as the SSHO and QC Manager or does each of the three rolls need its own person?
VA Response: See answer to #2.
13. Can the Government provide a door schedule?
VA Response: VA is unable to provide at this time.
14. Will any other photo documentation be required other than the superintendent taking daily photos?
VA Response: Yes, see contract documents for additional photography requirements.
15. Will a project and safety sign be required?
VA Response: Yes. A smaller project sign may be proposed to be approved by CO.
16. Will any phasing of the work be required?
VA Response: Yes, all work will be required to be completed in stages in accordance with contact documents. Areas that cannot be restored prior to hours of operation must be protected and ADA/ABA compliant (i.e. floor sloping, cleaning etc.)
17. Are there necessary protections for incomplete work areas?
VA Response: Yes, areas must be clean, free of all dust and debris, and work protected from normal operations. Incomplete flooring must be sloped to be ABA/ADA complaint and protected.
18. No expansion joints are shown on the drawing. Should installation of expansion joints be expected?
VA Response: Yes, per the manufacturer instructions “EXPANSION AND CONTROL JOINTS- Existing joints in substrate must be carried through the tile work and must conform to architectural details. Expansion joints must be installed where tile abuts restraining surfaces, such as perimeter walls, curbs, columns, corners, etc. Expansion joints must be installed at all "changes of plane" in the tile work. Refer to Tile Council of North America (TCNA) Detail EJ-171 (Current Year) for industry recommendations." Include proposed expansion joints in shop drawings.
