About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs Network Contracting Office 1 for solicitation number 36C24126Q0357 on May 6, 2026. The amendment extends the deadline for receipt of offers to June 5, 2026 at 1:00 PM EDT for contract 631-26-010, titled "Abate and Upgrade Bldg 1 Common Area" at VA Central Western Massachusetts HCS in Leeds, MA.

The amendment provides four key updates: (1) responses to seven Requests for Information (RFIs) previously submitted by prospective contractors regarding asbestos-containing material quantities, container placement, TEM clearance procedures, electrical panel capacity, negative air exhaust window availability, and off-hours scheduling; (2) a site visit sign-in sheet from April 22, 2026; (3) notice of a second mandatory site visit scheduled for May 14, 2026 at 11:00 AM EST at the north side of Building 60 (Chapel) entrance; and (4) an extension of the RFI deadline to May 21, 2026 at 1:00 PM EST. Key VA responses indicate that asbestos quantities will not be modified, container location will be approved post-award in Lot N or a laydown area, the VA will manage TEM clearances requiring 24-hour processing, electrical panels must be investigated prior to use with possible pigtail installation requirements, negative air exhaust windows are identified in attached documentation, and Friday off-hours commence at 5:30 PM. The amendment includes attachments showing unavailable windows and the April 22 site visit sign-in sheet.

** HOUR & DATE for Receipt of Offers is EXTENDED to: 06-05-2026 1:00PM EDT

The purpose of this amendment is as follows:

1. Provide responses to RFIs received.

2. Provide site visit sign-in sheet from 4/22/2026.

3. Notice of 2nd site visit on 5/14/2026, 11:00AM (EST).

Meet on North side of Building 60 (Chapel) near the entrance.

4. Notice of RFI extension to 5/21/2026, 1:00PM (EST).

631-26-010 Abate and Upgrade Bldg 1 Common Area Responses to RFIs Received

1. Upon review of the contract documents, it appears that the asbestos-containing material (ACM) quantities indicated in the drawings and/or specifications may be inconsistent with conditions observed during the site visit on April 22, 2026. Specifically, quantities for areas other than the 1st floor main corridor (east) appear to be potentially inaccurate. Can you please confirm quantities?

VA Response:

VA has reviewed the quantities and is not making any changes.

2. Can the abatement contractor leave the 40-yard closed container in parking lot M. For the duration of abatement.

VA Response:

Location of container to be approved after contract award. Lot N or laydown area closer to Building 1 will most likely have availability during the assumed contract period.

3. Will the VA be responsible for all TEM's clearances minimum (7) including the courier service with 3-hour turnarounds? For weekend abatements.

VA Response:

VA to manage VPIH for TEM clearances. TEMs require 24hrs for processing, VA is accounting for having TEMs completed on weekends.

4. Will the Electrical panels on both the floors be able to be used for a 3 phase 50-amp pig tail.

Generator must be provided. In some instances, building power may be available. If pigtails are installed, they must be removed prior to hospital operating hours and additional work may be performed to keep the panel secured during use.

5. Can those panels handle the added load?

See answer to #4. Panels must be investigated with VA prior to use.

6. Are the windows operable for neg air exhaust throughout the building? If not, please let inform us of what windows do work. Are there other options. The VA can suggest?

VA Response:

Attachment A shows all windows that are unavailable for use (crossed out in red). Windows for exhaust must be coordinated with COR.

7. When do the off hours begin on Friday afternoons?

Off hours begin at 17:30 on Fridays.
