About this file

This document is a justification and approval for other than full and open competition for a federal construction contract. The Department of Veterans Affairs Network Contracting Office 10 will renovate 22,000 square feet of operating rooms at the Louis Stokes Cleveland VA Medical Center, requiring a fire alarm notification system compatible with the existing "Notifier" system. Only equipment from Notifier will integrate with the existing system to provide the required fire safety functions. The justification cites FAR 6.302-1 for restricting competition to the sole responsible source that can meet the agency's needs. Market research found no other manufacturer that would integrate, and the procurement will be competed and synopsized as an invitation for bid with a brand name requirement to obtain the most economical price through sealed bidding competition for the entire construction project.
