About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for a construction project at the Louis Stokes Cleveland VA Medical Center. The project involves renovating approximately 1,650 square feet of second floor Patient Parking Garage space and 450 square feet of Elevator Lobby space, with an estimated material value of $21,000. The sole source justification is for the Tridium building automation system, specifically the Vykon JACE 8XXX software and programming/analytics, which the VA determined provides the best integration for various building control systems including HVAC, lighting, power monitoring, and energy metering.
The VA conducted extensive market research comparing multiple building automation systems and selected Tridium after a comprehensive investigation. The procurement will be competed and synopsized on SAM.gov with a brand name specification for the Tridium Vykon system, to be awarded as a firm fixed-price contract through competitive sealed bidding. The project is part of the VA's strategy to maintain a strictly controlled, single-point building automation system across its main campus and controlled properties, with the goal of simplifying engineering services' monitoring and maintenance responsibilities.

2. Nature and/or Description of the Action Being Processed:
This is a multi-phased project that will renovate approximately 1,650 square feet of second floor Patient Parking Garage space and approximately 450 square feet of the second floor Patient Parking Garage Elevator Lobby space. The Elevator Lobby Renovation will include all new finishes, entrance storefront replacement and new lighting. The Parking Garage Renovation portion will be a complete buildout with full MEP utilities that the scope will include but not be limited to the following:

b. A unisex toilet
c. EMS closet
d. Space for escorts and associated wheelchairs and storage
e. Waiting room/ lobby
f. Airlock
g. Protection of buildout from vehicular traffic
h. Exterior Lighting
i. Exterior signage
j. Life-Safety provisions throughout renovation areas
3. Description of Supplies/Services Required to Meet the Agency’s Needs:
Louis Stokes VAMC is heavily invested in a centralized building automation system called Tridium. Tridium was selected after extensive investigation of the facility needs and products available. This extensive investigation was performed as a separate project with the sole focus on determining the best path forward for building automation without eliminating competition for installation and maintenance. A sole source justification was submitted previously which facilitated the initial purchase of the Tridium equipment through an energy program project which. The Tridium system is currently operational and requires that on each subsequent project where there is a need for HVAC control, Automation for Lighting, Power Monitoring, Energy Metering, etc. that Tridium will be the platform required in these contracts. The software, programming/analytics, Vykon JACE 8XXX are proprietary and are the only portion of the Tridium system that needs to be sole sourced currently. All of the devices such as sensors, meters, etc. that tie into the Tridium system can be purchased with

Acquisition ID#: 36C250-25-AP-2773 full and open competition by various open source vendors. This system needs to remain a strictly controlled single point of access for building automation for the main campus and all VA controlled properties that will eventually tie into the main campus. Engineering Services was impacted and would be again if they had to procure, train, monitor and maintain on several separate access control systems. The estimated value of materials for this project is $21,000.
4. Statutory Authority Permitting Other than Full and Open Competition:
(X) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per 41 USC §3304(a)(1) as implemented by FAR 6.302-1;
( ) (2) Unusual and Compelling Urgency per 41 USC §3304(a)(2) as implemented by FAR 6.302-2;
( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert Services per 41 USC §3304(a)(3) as implemented by FAR 6.302-3;

It was found that Tridium Niagara software allows for easy integration of our existing various, electric meters, gas meters, steam meters, flow meters, lighting control, boiler plant controls, chiller plant control, HVAC controls, etc. at Wade Park. Tridium offers an overarching building automation system with one easy to use interface for engineering service, police service to monitor and control. For those reasons this system was purchased and installed in the facility and is continuing to be upgraded and expanded.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:
This procurement will be competed and synopsized on SAM.gov (sam.gov/content/home) and will indicate the requirement for brand name specification for the Tridium Vykon system. Since the construction contract is being awarded as a firm fixed price contract through competitive sealed bidding, the bidders are incentivized to locate the supplier that will provide the item at the most economical price.
