About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the Department of Veterans Affairs, VISN 10, Louis Stokes Cleveland Medical Center. The project involves renovating approximately 1,650 square feet of second floor Patient Parking Garage space and 450 square feet of Elevator Lobby space, including structural analysis, MEP utilities, life-safety provisions, exterior lighting, signage, and a unisex toilet.

The sole source justification is specifically for the "Notifier" fire alarm notification system and associated equipment, which is required by NFPA 72 and is the existing system in the hospital. No other manufacturer will integrate with the current system, necessitating the use of Notifier parts, software, and firmware. The estimated value of the Notifier materials is $2,500. The procurement will be competed and synopsized on SAM.gov as a firm fixed price contract through competitive sealed bidding, with the expectation that two or more bids will ensure fair and reasonable pricing.
