About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for a renovation project at the Louis Stokes Cleveland Medical Center. The project involves renovating approximately 1,650 square feet of second floor Patient Parking Garage space and 450 square feet of the Elevator Lobby, which will include new finishes, storefront replacement, lighting, and various functional spaces such as a unisex toilet, EMS closet, waiting room, and life-safety provisions. The specific procurement focuses on acquiring removable core locking cylinders from Corbin-Russwin, valued at $1,400, to maintain the medical center's existing key lock system.
The solicitation is a 100% set-aside for a Service-Disabled Veteran Owned Small Business (SDVOSB) with a project magnitude between $500,000 and $1,000,000 under NAICS code 236220. The VA is justifying the sole-source procurement based on the unique requirement of maintaining a single master key system across the campus, with Corbin-Russwin being the only manufacturer able to meet their specific security and access needs. The procurement will be competed and synopsized on SAM.gov, with bidders incentivized to find the most economical supplier through a firm fixed-price competitive sealed bidding process.

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the
Acquisition Requires the Use of the Authority Cited Above (applicability of authority):
To meet needs stated above the medical center currently utilizes a “Corbin-Russwin HO keyway great grand master key system”, single master key system is a requirement of VA engineering policy MP – 3. As the Cleveland VA medical center continues to move toward consolidation patient and staff safety concerns remain at the forefront of design decisions when selecting systems. To change to a different locking system would require numerous master keys potentially causing delays in accessing all area of the campus in event of emergencies. The lock set requested allows the facility to expand and renovate as required and maintain the ability to meet patient and staff safety requirements.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:
This procurement will be competed and synopsized on SAM.gov (sam.gov/content/home) and will indicate the requirement for brand name specification for the Corbin Russwin Locking Cylinders. Since the construction contract is being awarded as a firm fixed price contract through competitive sealed bidding, the bidders are incentivized to locate the supplier that will provide the item at the most economical price.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and
Reasonable:
It is anticipated that two (2) or more bids will be received through the sealed bidding process.
If two (2) or more bids are received than the cost of the entire project will be considered fair and reasonable to the government based on competition.
8. Description of the Market Research Conducted and the Results, or a Statement of the
Reasons Market Research Was Not Conducted:
Medical center has investigated the ability of other lock manufactures to operate within the requirement to have the ability to open all doors with one single grand master key and have not found this to be a possibility. Corbin-Russwin locks are a national known manufacturer with numerous distributors available.
