About this file

This file is a transmittal of pre-testing certificates and data for boiler plant demonstrations and tests, submitted as part of the Hines VA Hospital New Boiler Plant federal construction contract (W912QR-16-C-0020) with the U.S. Army Corps of Engineers Chicago Project Office. The transmittal was submitted on July 8, 2019, by Walsh Federal JV (mechanical contractor Mechanical, Inc.) to document pre-commissioning testing of four boiler units at the facility.

The documentation includes comprehensive boiler/burner performance data sheets dated November 2018 for four SP-NB-200D-55 boiler units equipped with NATCOM P-42-LOG-17-0812 burners, tested under natural gas and fuel oil conditions across multiple firing rates (0%, 50%, and 100%). Data captured includes steam flow rates, pressure readings, combustion efficiency metrics (oxygen levels, carbon monoxide, NOx emissions), flue gas outlet temperatures, economizer outlet temperatures, flame characteristics, and air flow measurements. Supporting documentation includes checklists for deaerator tank safety systems (high water alarm, low water alarm, overflow drain system, and safety valve testing), all verified during October-November 2018 commissioning with setpoints adjusted to comply with Safety Device Test Manual Version 3 specifications. The contractor noted in their response to initial comments that actual boiler outlet temperatures exceeded predicted theoretical temperatures at 100% fire rate due to accurate temperature sensing, and that economizer thermal exchange performance was proportionate to inlet temperature and exceeded minimum requirements.

Additional Notes:

In response to the Revision 0 Comments, actual boiler outlet temperatures exceed predicted (theoretical) temperatures at 100% fire rate. Temperature sensors are accurate and this is a true measured value. Regarding the economizer performance, the thermal exchange temperature delta is proportionate to inlet temperature and is actually performing better than required.

Drain sight glass (Drain 0079, 0080, 0081, 0083, 0083) without draining alarm column and quickly close drain valve. Water level should quickly rise in sight glass indicating good communication with tank.

Use bypass valve (RO-011) to add water to the deaerator at a rate not to exceed 1 inch per minute. Use water level sight glass to observe point that alarm sounds.

DO NOT ALLOW WATER LEVEL TO LEAVE SIGHT GLASS.

Result Y/N Water Level

Did the alarm work correctly?

What was the water level in sight glass at alarm point?

Can the switch be isolated with manual valves

Deaerator Tank was pretested during October/November 2018 Commissioning.

HWADT, LWADT & DAODS were adjusted to conform with Safety Device Test Manual Version 3 regarding 1/3-2/3 setpoints. Setpoints verified by Commissioning Agent on

11/13/18 and with BEI on 1/24/19. Updated SDTM V3 Test Results shown below:
