Here are SDVOSB Questions Question 1.

Just want to affirm this is 1 FTE, correct? Asking since Within the PWS at 6.1 in the first paragraph it states The Government anticipates that approximately one (1) FTEs will be required to perform the work outlined in the PWS. This FTE will be senior-level SME/Analyst and are considered key personnel and subject to the requirements outlined below; then at

6.1 in the third paragraph it states: During performance the contractor shall supervise its own employees. Additionally, the contractor shall provide one (1) principal point of contact in which all Government direction is provided through. All Government-contractor correspondence shall be directed through the principal contractor point of contact. The principal point of contact may be one of the FTEs described above.

Requirement is for 1 FTE only, so the POC will be this 1 FTE. As contractors are not VA employees, they must have a supervisor within their company, but that doesn’t mean that supervisor will need to perform any tasks on this contract.

Question 2 The solicitation refers to one employee (ref para 6.1). Later, in para 6.2.2 (b), it mentions a roster of employees and sub-contract employees. Pls clarify. What is the requirement? The requirement is what would be needed to complete the tasks listed in the PWS. Prior efforts were satisfied by 1 FTEE working approximately 30 hours per week.

Question 3.

Contractor site: Is the employee going to be collocated with you or is a separate facility required? The contractor will be collocated when in person but telework will be authorized when not required to complete tasks and deliverables.

Question 4.

Ref Addendum a, the solicitation states the requirement for equipment (LAN, encryption equip, etc.). Where will this equipment be located? GFE laptop provided to use on site and remotely/telework.

Question 5.

Can you please provide the NAICS code this PWS is against? 541611 Question 6.

I have a question coming out of the PWS: On page 8 of 39 the following sentence is confusing. Can we get a response on this sentence to clarify?

" Provide assistive translation & disability support of the CHTO executive with voice and real-time logistics support which can include interceding directly when needed [TC1] The primary SES has medical conditions that makes verbal communication challenging at times. The contractor will learn the nuances of the primary SES speech and activities and when called upon will assist in his communication. He can always respond to text and email but there are occasions such as when he is on travel and a lift van is not where expected that the contractor would be expected to find out vehicle status by contacting the rental company via phone as they don’t often have the ability to provide real time information via text/email. This is just one example of the support expected for assistive translation & disability support, but it is the most common situation.

Question 7.

Is there an incumbent for this work? If so, could you provide a contract number and period of performance? Yes through GSA , the period of performance ends 9/29/20 If there is an incumbent and they have an employee performing this work is the Government happy with performance of both the employee and the contractor management team? Yes what I the dollar value of the contract?

Question 8.

Would a resume of someone who has a Bachelors’ degree and specific experience in program management for persons with disabilities and/or business requirements analysis? Must have expert knowledge and abilities in the areas of Administrative Assistant (specifically within the healthcare domain), Analytics, and Data Management. Must have extensive experience in the industry-standard tools and processes used to support a large-scale healthcare system. Experience within a healthcare environment is required for the depth of understanding of our specific requirements.

"The contractor shall provide key personnel that have extensive experience in the industry standard tools and processes used to support a large-scale healthcare system. Experience within a healthcare environment is required for the depth of understanding of our specific requirements."

The requirement has been slightly revised and the bachelors’ degree has been replaced with 5-years or more experience in program management with persons with disabilities.

Question 9.

Your email references proposals and capability statements. Are you just expecting pricing plus an overview of our capabilities providing this type of support?

I would expect a response on how a vendor/contractor can meet the requirements via their capability statement.

Question 10.

Is this a solicitation or an RFI? If it is a solicitation do you want pricing on just an hourly rate for the FTE or based on 1880, 1920 or 2080 hours? Is the Service Contract Act applicable? How will proposals be evaluated?

This is an RFI.

Question 11.

What are the evaluation criteria? Do you want a resume for the Key Personnel or is only the company’s capability statement and proposal being evaluated?

Is this a best value or lowest price technically acceptable acquisition strategy?

This is not the solicitation, so the evaluation criteria will be provided then. We would appreciate KP resumes. Strategy is LPTA.

Question 12.

The PWS identifies the place of performance as “Tasks under this PWS shall be performed at a VA Central Office (VACO), Washington, DC and remotely at the contractor site.”

Can you please clarify whether this position is something that can be done 100% virtually (contractor site) or if the expectation is for the contractor employee to operate in the office (government facility). I am wanting to ensure I recruit an individual in the right geographic location.

The position can not be accomplished 100% virtual but a significant portion of the work can be done via telework. Historically 2 days at VACO and 3 days telework.

Question 13.

Is this a solicitation or an RFI? If it is a solicitation do you want pricing on just an hourly rate for the FTE or based on 1880, 1920 or 2080 hours? Is the Service Contract Act applicable? How will proposals be evaluated?

S/A question 10 above.

Question 14.

Section 6.1 CONTRACTOR EXPERIENCE REQUIREMENTS - KEY PERSONNEL of the PWS states the following: "This FTE will be senior-level SME/Analyst and are considered key personnel and subject to the requirements outlined below." Will the Government verify that the level of the Administrative Assistant (key personnel) is senior-level SME/Analyst? That depends on the labor category and key personnel resume Must the person we provide have a security clearance already? No Question 15.

Deliverable 5.2 state “Provide assistive translation & disability support of the CHTO executive with voice and real-time logistics support". Could you expand on the type of assistive translation support required?

See response to question 6 above.
