BASIS FOR AWARD. Award will be made to the lowest priced, technically acceptable quote. To receive consideration for award, a rating of Acceptable must be achieved for the Technical Factor level.

FACTORS TO BE EVALUATED

1. Technical

2. Price EVALUATION APPROACH. All quotes shall be subject to evaluation by a team of government personnel. The Government reserves the right to award without discussions based upon the initial evaluation of quotes. The quote will be evaluated strictly in accordance with its written content. Quotes which merely restate the requirement or state that the requirement will be met, without providing supporting rationale, are not sufficient. Offerors who fail to meet the minimum requirements of the solicitation will be rated Unacceptable and thus, ineligible for award.

All Offerors are advised that, in the interest of efficiency, the Government reserves the right to conduct the evaluation in the most effective manner. Specifically, the Government may first evaluate the total proposed price of all Offerors. Thereafter, the Government will evaluate the technical quotation of the lowest priced Offeror only. If the lowest priced Offeror’s technical quotation is determined to be rated as Acceptable, the Government may make award to that Offeror without further evaluation of the remaining Offerors’ technical quotations. If the lowest priced Offeror’s technical quotation is determined to be rated as Unacceptable, then the Government may evaluate the next lowest priced quotation, and so forth and so on, until the Government reaches the lowest priced technical quotation that is determined to be rated as Acceptable. However, the Government reserves the right to evaluate all Offerors’ technical quotation should it desire to conduct discussions, or otherwise determine it to be in the Government’s best interest.

1. TECHNICAL EVALUATION APPROACH.

The evaluation process will consider the following:

i. Understanding of the Problem - The quote will be evaluated to determine the extent to which it demonstrates a clear understanding of all features involved in solving the problems and meeting and/or exceeding the requirements presented in the solicitation and the extent to which uncertainties are identified and resolutions proposed.

ii. Feasibility of Approach - The quote will be evaluated to determine the extent to which the proposed approach is workable and the end results achievable. The quote will be evaluated to determine the level of confidence provided the Government with respect to the Offeror's methods and approach in successfully meeting and/or exceeding the requirements in a timely manner.

iii. Completeness - The quote will be evaluated to determine whether the Offeror’s methods and approach have adequately and completely considered, defined, and satisfied the requirements specified in the solicitation. The quote will be evaluated to determine the extent to which each requirement has been addressed (i.e., met and/or exceeded) in accordance with the quote submission instructions of the solicitation.

iv. Offeror will provide a detailed narrative demonstrating their overall understanding of the scope related to all tasks of the Performance Work Statement (PWS) in addition to describing their approach to meeting all the tasks in the PWS to include any unique methodologies or approaches to accomplishing the work and how potential problems or risks that may occur during the performance of the tasks will be mitigated/managed.

v. A summary of the corporate expertise and knowledge of the prime contractor, all teammates (as applicable) and/or subcontractors (as applicable). At a minimum the contractor must provide a list of contracts performed as it relates to the following areas: Your technical capabilities and corporate expertise with respect to the work efforts which relate to tasks cited in the PWS requirements, any approaches to completing the work, problems that occurred during performance and how these were mitigated/managed.

2. PRICE EVALUATION APPROACH. The Government will evaluate offers by adding the total of all line item prices including options. The Total Evaluated Price will be that sum.

Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
