d. Fire Alarm Systems
Project No. 693-22-700
EHRM Infrastructure Upgrades
i. Impact: Any other devices and equipment not of the existing manufacturer will not provide correct interface and operability with the existing fire protection system. The fire protection system is critical for safeguarding patients, visitors, staff, and the facility. All buildings on campus are on the Johnson Controls Notifier IFC-3030 Intelligent Addressable Fire Alarm System. Any new system used for the data center and any new data/ telecom closet would require a new panels to be installed, training and dual monitoring by VA personnel, notifications to local fire departments and tie in to the fire suppression system. The cost of adding a new system would prohibitive compared to the fraction of a percent of extending the current system. As a result there would be two separate fire alarm systems on station indefinitely as the cost to a completely new system is cost prohibitive. An additional service agreement would also need to be entered into for this system.
Modifications of the existing without the correct OEM components and service will compromise the integrity of the entire system. Factory trained and authorized service must be located and supported by OEM within a limited travel time to provide emergency service support. The vendor's service personnel would also need to have access to the VA system and would need to meet security and privacy controls.
e. HVAC Controls
i. Impact: Any other devices and equipment not of the existing manufacturer will not provide correct interface and operability with the existing BAS system. All campus buildings HVAC systems are controlled by the BAS. There are seven
(7) HVAC technicians trained and certified in the operation of this system.
Introducing another system for the one building (new data center) and project data/ telecom rooms, would require new controls, and completely new software. The software needed for a new system would have to go through the VA TRM process and be approved. This is a lengthy process and would result in additional time and costs to the project. The HVAC technicians would need to have training in this system. A separate service agreement for this one system would need to be put in place. The cost of this compared to the cost of adding on to the existing system (0.9% of construction cost) would be a waste of taxpayer money to duplicate a new system. These control systems are required for a 100% fully compatible HVAC control system.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:
In accordance with the Competition in Contracting Act (CICA), the components listed above are identified as brand name; however, the overall procurement will be competed as a Service-Disabled Veteran-Owned Small-Business (SDVOSB) set-aside. This Justification for Other Than Full and Open Competition will be posted to Contract Opportunities with the solicitation.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable:
