SECTION 01 00 00
GENERAL REQUIREMENTS
GENERAL
1.1 SAFETY REQUIREMENTS
A. Refer to sec,on 01 35 26, SAFETY REQUIREMENTS for safety and infec,on control requirements.
1.2 GENERAL INTENTION
A. Contractor shall completely prepare site for building opera,ons, including demoli,on and removal of exis,ng structures, and furnish labor and materials and perform work to upgrade and improve the Electronic Health Record Moderniza,on (EHRM) infrastructure of the Wilkes-Barre
VA Medical Center (WBVAMC) campus in Wilkes-Barre, Pennsylvania, as part of the ongoing na,onal VA EHRM ini,a,ve.
B. Visits to the site by Bidders may be made only by appointment with the Medical Center
Engineering Officer
C. Offices of Spees Design-Build, as Architect-Engineers, will render certain technical services during construc,on. Such services shall be considered as advisory to the Government and shall not be construed as expressing or implying a contractual act of the Government without affirma,ons by Contrac,ng Officer or his duly authorized representa,ve.
D. All employees of general contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be iden,fied by project and employer, and restricted from unauthorized access.
1.3 STATEMENT OF BID ITEM(S)
A. ITEM I, GENERAL CONSTRUCTION: Work includes general construc,on, altera,ons, roads, walks, grading, drainage, necessary removal of exis,ng structures and construc,on and certain other items.
1.4 SPECIFICATIONS AND DRAWINGS FOR CONTRACTOR
A. Drawings and contract documents may be obtained from the website where the solicita,on is posted. Addi,onal copies will be at Contractor's expense.
1.5 CONSTRUCTION SECURITY REQUIREMENTS
A. Security Plan:
1. The security plan defines both physical and administra,ve security procedures that will remain effec,ve for the en,re dura,on of the project.
2. The General Contractor is responsible for assuring that all sub-contractors working on the project and their employees also comply with these regula,ons.

B. Security Procedures:
1. General Contractor’s employees shall not enter the project site without appropriate badge.
They may also be subject to inspec,on of their personal effects when entering or leaving the project site.
2. Before star,ng work the General Contractor shall give one week’s no,ce to the Contrac,ng
Officer so that security arrangements can be provided for the employees. This no,ce is separate from any no,ces required for u,lity shutdown described later in this sec,on.
3. No photography of VA premises is allowed without wriJen permission of the Contrac,ng
Officer. Pa,ents and staff are not to be photographed at any ,me.
4. VA reserves the right to close down or shut down the project site and order General
Contractor’s employees off the premises in the event of a na,onal emergency. The General
Contractor may return to the site only with the wriJen approval of the Contrac,ng Officer.
C. Key Control:
1. The General Contractor shall provide duplicate keys and lock combina,ons to the
Contrac,ng officers representa,ve (COR) for the purpose of security inspec,ons of every area of project including tool boxes and parked machines and take any emergency ac,on.
2. The General Contractor shall turn over all permanent lock cylinders to the VA locksmith for permanent installa,on.
D. Document Control:
1. Before star,ng any work, the General Contractor/Sub Contractors shall submit an electronic security memorandum describing the approach to following goals and maintaining confiden,ality of “sensi,ve informa,on”.
2. The General Contractor is responsible for safekeeping of all drawings, project manual and other project informa,on. This informa,on shall be shared only with those with a specific need to accomplish the project.
3. Certain documents, sketches, videos or photographs and drawings may be marked “Law
Enforcement Sensi,ve” or “Sensi,ve Unclassified”. Secure such informa,on in separate containers and limit the access to only those who will need it for the project. Return the informa,on to the Contrac,ng Officer upon request.
4. These security documents shall not be removed or transmiJed from the project site without the wriJen approval of Contrac,ng Officer.
5. All paper waste or electronic media such as CD’s and diskeJes shall be shredded and destroyed in a manner acceptable to the VA.

6. No,fy Contrac,ng Officer and Site Security Officer immediately when there is a loss or compromise of “sensi,ve informa,on”.
7. All electronic informa,on shall be stored in specified loca,on following VA standards and procedures using an Engineering Document Management SoOware (EDMS).
Security, access and maintenance of all project drawings, both scanned and electronic shall be performed and tracked through the EDMS system.
“Sensi,ve informa,on” including drawings and other documents may be aJached to e-mail provided all VA encryp,on procedures are followed.
E. Motor Vehicle Restric,ons
1. Vehicle authoriza,on request shall be required for any vehicle entering the site and such request shall be submiJed 24 hours before the date and ,me of access. Access shall be restricted to picking up and dropping off materials and supplies.
2. An unlimited permits shall be issued for General Contractor and its employees for parking in designated areas only. Contractor to coordinate with VA Medical Center Facility Manager.
1.6 OPERATIONS AND STORAGE AREAS (FAR 52.236-10)
A. The Contractor shall confine all opera,ons (including storage of materials) on Government premises to areas authorized or approved by the Contrac,ng Officer. The Contractor shall hold and save the Government, its officers and agents, free and harmless from liability of any nature occasioned by the Contractor's performance.
B. Temporary buildings (e.g., storage sheds, shops, offices) and u,li,es may be erected by the
Contractor only with the approval of the Contrac,ng Officer and shall be built with labor and materials furnished by the Contractor without expense to the Government. The temporary buildings and u,li,es shall remain the property of the Contractor and shall be removed by the
Contractor at its expense upon comple,on of the work. With the wriJen consent of the
Contrac,ng Officer, the buildings and u,li,es may be abandoned and need not be removed.
C. The Contractor shall, under regula,ons prescribed by the Contrac,ng Officer, use only established roadways, or use temporary roadways constructed by the Contractor when and as authorized by the Contrac,ng Officer. When materials are transported in prosecu,ng the work, vehicles shall not be loaded beyond the loading capacity recommended by the manufacturer of the vehicle or prescribed by any Federal, State, or local law or regula,on. When it is necessary to cross curbs or sidewalks, the Contractor shall protect them from damage. The Contractor shall repair or pay for the repair of any damaged curbs, sidewalks, or roads.
D. Working space and space available for storing materials shall be as determined by the COR .
E. Workers are subject to rules of Medical Center applicable to their conduct.

F. Execute work in such a manner as to interfere as liJle as possible with work being done by others. Keep roads clear of construc,on materials, debris, standing construc,on equipment and vehicles at all ,mes.
G. Execute work so as to interfere as liJle as possible with normal func,oning of Medical Center as a whole, including opera,ons of u,lity services, fire protec,on systems and any exis,ng equipment, and with work being done by others. Work shiOs during opera,onal hours should take place from 5pm to 1:30am M-F, except na,onal holidays. Any work requiring a shutoff is to be completed aOer hours (weekends or early mornings/nights).Use of equipment and tools that transmit vibra,ons and noises through the building structure, are not permiJed in buildings that are occupied, during construc,on, jointly by pa,ents or medical personnel, and Contractor's personnel, except as permiJed by COR where required by limited working space. Any use of equipment and tools that transmit vibra,ons and noises through the building structure is to be completed aOer hours or during an approved period by the COR.
1. Do not store materials and equipment in other than assigned areas.
2. Schedule delivery of materials and equipment to immediate construc,on working areas within buildings in use by Department of Veterans Affairs in quan,,es sufficient for not more than two work days. Materials are to be brought in and out aOer working hours.
3. Where access by Medical Center personnel to vacated por,ons of buildings is not required, storage of Contractor's materials and equipment will be permiJed subject to fire and safety requirements.
H. U,li,es Services: Where necessary to cut exis,ng pipes, electrical wires, conduits, cables, etc., of u,lity services, or of fire protec,on systems or communica,ons systems (except telephone), they shall be cut and capped at suitable places where shown; or, in absence of such indica,on, where directed by COR . All such ac,ons shall be coordinated with the COR or U,lity Company involved:
1. Whenever it is required that a connec,on fee be paid to a public u,lity provider for new permanent service to the construc,on project, for such items as water, sewer, electricity, gas or steam, payment of such fee shall be the responsibility of the Government and not the
Contractor.
I. Phasing:
1. The Medical Center must maintain its opera,on 24 hours a day 7 days a week. Therefore, any interrup,on in service must be scheduled and coordinated with the COR to ensure that no lapses in opera,on occur. It is the CONTRACTOR'S responsibility to develop a work plan and schedule detailing, at a minimum, the procedures to be employed, the equipment and materials to be used, the interim life safety measure to be used during the work, and a schedule defining the dura,on of the work with milestone subtasks. The work to be outlined shall include, but not be limited to:

2. To ensure such execu,ons, Contractor shall furnish the COR with a schedule of approximate phasing dates on which the Contractor intends to accomplish work in each specific area of site, building or por,on thereof. In addi,on, Contractor shall no,fy the COR two weeks in advance of the proposed date of star,ng work in each specific area of site, building or por,on thereof. Arrange such phasing dates to ensure accomplishment of this work in successive phases mutually agreeable to Medical Center Director, COR and Contractor, as follows:
A/E will con,nue to work with VA COR, Epidemiologist, and related VA personnel to create a comprehensive phasing plan focused on minimizing disrup,on to staff func,oning and pa,ent care. Per the SOW, the construc,on schedule determined should ensure the least disrup,on to VAMC opera,ons, limi,ng simultaneous construc,on of IT closets and any associated down,mes. With VA direc,on, the phasing plan will determine the appropriate construc,on sequence (by building, floor, programming, etc.), including the maximum number of TRs that may be under construc,on simultaneously.

In addi,on, Contractor shall no,fy the COR 21 calendar days in advance of the proposed date of star,ng work in ICRA Class I and II work areas, and 28 calendar days in advance of
ICRA Class III and IV work areas, as well as cri,cal infrastructure buildings (i.e. Boiler
Plant, Chiller Plant, etc.). Arrange such phasing dates to ensure accomplishment of this work in successive phases mutually agreeable to the VA Medical Center Director, COR, and Contractor.
A/E will con,nue to work with VA COR, Epidemiologist, and related VA personnel to create a comprehensive phasing plan focused on minimizing disrup,on to staff func,oning and pa,ent care. 3. A/E recommended phasing plan, put together with input from the VA COR and
Infec,on Controls stakeholders, takes into considera,on the complexity of the
Medical Center opera,ons and broad scope of buildings impacted by TR/TE renova,ons and re-cabling efforts. Phasing of TR/TE renova,ons and individual room
Cat 6A re-cabling will be heavily influenced by the ICRA precau,ons required by the
VA, informed by the associated pa,ent risk levels. Cri,cal pa,ent care areas should

01 00 00 - 6 be considered dis,nct from non-pa,ent care areas (engineering, admin space, etc.)
and the contractor shall regularly consult with the VA on pa,ent care phasing plans before commencing construc,on work and upon comple,on.
4. Contractor shall provide work phase plans to the VA COR for final approval.
Contractor shall consider the following constraints in phasing:
a. Contractor shall not commence any planned phase of work without wriJen authoriza,on from the VA COR and an approved outage schedule. It is the
Contractor’s responsibility to review any appropriate VA phasing forms with the
VA COR during the Preconstruc,on Mee,ng. All subsequent planned outages will need to be documented and approved in wri,ng by the VA COR prior to regulated outages.
b. The Government may halt work in pa,ent care areas at no cost if work impedes pa,ent care.
c. The Contractor will coordinate with the VA COR for movement of furniture from new TR spaces prior to work star,ng.
d. Any TR work that causes excessive noise and/or vibra,ons shall be coordinated with the VA COR and shall occur only during nights and/or weekends as approved by the VA COR.
e. Contractor is responsible for ensuring con,nuous network connec,vity for pa,ent care spaces. Outages shall not exceed 1 work shiO. Cable pulling shall only occur during non-working, non-peak hours, and scheduled weekends as approved by the VA COR, or as noted otherwise in the above tables.
f. Contractor is responsible for providing a phase work plan to the VA for wriJen approval regarding separa,on of exis,ng cables and new, and all an,cipated demo work.
g. Contractor to ensure all work in current phase is complete and approved by the
VA COR prior to proceeding to the next phase.
h. Taking the above into considera,on, the A/E recommends the following phased sequence of construc,on ac,vi,es:

Phase 1 General Overview – Campus Infrastructure
*Same-numbered items can be performed concurrently
1a. Civil duct-banks system installed.
1b. Build new telecom rooms at new loca,ons and/or expand exis,ng TRs as required.
2a. Pull new A/B fiber backbone cables through duct-banks and buildings to exis,ng, expanded, or new
TRs. The Contractor shall pull the A- and B-side fibers in a phased manner. This phasing must be included in a work plan submiJed to the VA COR for wriJen approval.
2b. Install any ,es from old TRs to new TRs.
2c. Install Fiber ,es from old MCR to new MCR.
2d. Unbolt exis,ng racks and shiO loca,ons for installa,on of new grounded racks in exis,ng/expanded
TRs.
2e. Install new racks, cable managers and pathways in new (and expanded/exis,ng) TRs.
2f. Install new cabinets in new MCR.
2g. In Buildings, Terminate new fiber in new fiber housings in new racks.
2h. In Data Center, terminate fiber in new fiber housings in new fiber distribu,on cabinets.
(In cases where MCR isn’t available, iden�fy temp loca�on to coil/terminate Fiber BB in.)
3. Test / new fiber and get approval (Commissioning) from sta,on.
Phase 2 General Overview – Work Area Outlet (WAO) Replacement and TR Cutovers
*VA to provide ONLY (10) new switches for OIT for TRs to maintain exis,ng switches in exis,ng racks
4a. VA to ac,vate OR relocate Core B switch to new Core B cabinet in new MCR. Patch new fiber backbones to new or relocated core switch to each TR to be fed. VA to connect B-side Core
Router to A-side Core Router via 24-strand OM4 Mul,mode cable or the 48-strand OS2 Single mode umbilical cable between exis,ng MCR loca,on and new MCR loca,on.
5a. Ac,vate fiber in new TRs through B-side
• Exis,ng / Expanded TRs – Provide new fiber jumpers from new fiber panels back to exis,ng switch(es), disconnect exis,ng fiber.
• New TRs – Provide temporary fiber backfeed to exis,ng TR loca,on.
5b. Submit cutover plan for VA COR approval and schedule the installa,on of new Cat 6a cables

9a. Once re-cabling is complete, remove all old racks, patch panels, switches, fiber backbones, and data sta,on cabling (unless there are other systems or devices requiring it to stay live).
Reference #2 – New TR Construc9on
1. Architectural
a. Prepare new TR space.
i. Construct ICRA / phasing barriers.
ii. Demo floors, walls / doors / windows, ceilings, as appropriate.
b. Build new TR space.
i. Construct new walls and doors; prepare floor (an,-sta,c VCT or coa,ng).
2. Electrical
a. Install new A-side and B-side panelboards, as appropriate.
b. Install new ligh,ng and receptacles.
c. Install physical security equipment.
3. Mechanical
a. Install new cooling (DX / VRV) unit, as appropriate.
4. Telecommunica,ons
a. Install new server rack(s), cable management (tray, ladder, etc.).
i. *if drawings indicate, contractor to install a backbone cable from old TR to new TR.
ii. Install backbone cabling and terminate in racks.

Reference #3 – Remodeled Exis9ng TR Construc9on
1. Architectural

Reference #4 – Work Area Outlet (WAO) Cutover Steps
1. Pathways from hallway to room are iden,fied for re-use or installed if new are needed.
2. WAOs are installed if new, located, and accessible if exis,ng (furniture moves if needed).
3. VA clears room if needed (pa,ents moved to swing space).
4. VA OIT disconnects equipment from old WAOs.
5. Contractor removes old UTP cable from WAO (if reusing exis,ng boxes / conduit). Contractor to remove cable completely from room into corridor and stores it in ceiling space for final removal.
6. Contractor installed new Cat 6A UTP cable, terminates and tests.
7. Contractor labels UTP, patch panel, and WAO.
8. VA OIT connects patch cables from patch panel to new edge switch.
9. VA OIT validates proper connec,vity, PoE, and VLAN assignment at WAO.
10. Room is cleaned if needed.
11. VA OIT connects equipment to WAO.
12. Room is re-occupied by staff / pa,ent.
13. Devices in old TR are patched over to the new TR if on OIT network.
14. Edge switches from old TR are moved to next TR for next TR cutover by VA OIT, if empty.

15. Contractor demos old TR, UTP, wall-mounted 110 blocks, patch panels, rack (if empty), etc.
Exis9ng Systems:
Reference #5 – Access Controls
1. New and Renovated TRs
a. Install 2-door controller in each TR
b. Install Cat 6A cable from patch panel to new access control panel and terminate with RJ-
45 male end. Test and label cable.
c. Plug Cat 6A cable into access control panel and test network connec,on is ac,ve.
i. If panel is not a PoE, then provide baJery back-up.
d. Refer to drawings for equipment installa,on requirements (card reader w/ pin pad, door closer, room mo,on sensor, PIR REX).
Reference #6 – Cameras, CCTVs
1. New & exis,ng cameras (interior / exterior) to be re-cabled with new Cat 6A cabling.
a. Contractor to install new Cat 6A cable form camera (new or exis,ng loca,on) to new TR, terminate on patch panel, and place a male RJ-45 on end of Cat 6A cable at the camera loca,on. Test Cat 6A cable, coil space cable at camera end for exis,ng camera loca,ons.
New cameras can be plugged into new Cat 6A cables.
b. At cutover, Contractor to coordinate with VA OIT and campus police to relocate ac,ve electronics suppor,ng CCTV and plug in new Cat 6A cable to exis,ng cameras.
c. Label devices and pathways.
d. Test all devices and provide test results to owner and designer of record.
e. Document all work, devices, equipment loca,ons, pathways, j-boxes, and provide as-built documenta,on to owner in format of their choosing.
Reference #7 – Fire Protec9on / Alarm
1. New MCR will 9e into closest exis9ng fire alarm panel with capacity
a. Install new fire alarm panel in new MCR.
b. Connect backbone cable to nearest exis,ng alarm panel (new MCR).
c. Install devices (smoke detectors, heat risers, etc.) and connect to the new fire alarm panel.
d. Label devices and pathways.
e. Test all devices and provide test results to owner.

f. Document all work, devices, panel loca,ons, pathways, j-boxes, and provide as-built documenta,on to owner in format of their choosing.
J. All affected buildings will be occupied during performance of work.
1. Contractor shall take all measures and provide all material necessary for protec,ng exis,ng equipment and property in affected areas of construc,on against dust and debris, so that equipment and affected areas to be used in the Medical Centers opera,ons will not be hindered. Contractor shall permit access to Department of Veterans Affairs personnel and pa,ents through other construc,on areas which serve as routes of access to such affected areas and equipment. These routes whether access or egress shall be isolated from the construc,on area by temporary par,,ons and have walking surfaces, ligh,ng etc. to facilitate pa,ent and staff access. Coordinate altera,on work in areas occupied by
Department of Veterans Affairs so that Medical Center opera,ons will con,nue during the construc,on period.
2. Immediate areas of altera,ons not men,oned in preceding Subparagraph 1 will be temporarily vacated while altera,ons are performed.
K. When a building and/or construc,on site is turned over to Contractor, Contractor shall accept en,re responsibility including upkeep and maintenance therefore:
1. Contractor shall maintain a minimum temperature of 4 degrees C (40 degrees F) at all ,mes, except as otherwise specified.
2. Contractor shall maintain in opera,ng condi,on exis,ng fire protec,on and alarm equipment. In connec,on with fire alarm equipment, Contractor shall make arrangements for pre-inspec,on of site with Fire Department or Company (Department of Veterans Affairs or municipal) whichever will be required to respond to an alarm from Contractor's employee or watchman.
L. U,li,es Services: Maintain exis,ng u,lity services for Medical Center at all ,mes. Provide temporary facili,es, labor, materials, equipment, connec,ons, and u,li,es to assure uninterrupted services. Where necessary to cut exis,ng water, steam, gases, sewer or air pipes, or conduits, wires, cables, etc. of u,lity services or of fire protec,on systems and communica,ons systems (including telephone), they shall be cut and capped at suitable places where shown; or, in absence of such indica,on, where directed by COR.
1. No u,lity service such as water, gas, steam, sewers or electricity, or fire protec,on systems and communica,ons systems may be interrupted without prior approval of COR. Electrical work shall be accomplished with all affected circuits or equipment de-energized. When an electrical outage cannot be accomplished, work on any energized circuits or equipment shall not commence without a detailed work plan, the Medical Center Director’s prior knowledge and wriJen approval. ELECTRICAL INSTALLATIONS, 27 05 11 REQUIREMENTS FOR COMMUNICATIONS
INSTALLATIONS and 28 05 00, COMMON WORK RESULTS FOR ELECTRONIC SAFETY AND
SECURITY for addi,onal requirements.
2. Contractor shall submit a request to interrupt any such services to COR, in wri,ng, 7 days in advance of proposed interrup,on. Request shall state reason, date, exact ,me of, and approximate dura,on of such interrup,on.
3. Contractor will be advised (in wri,ng) of approval of request, or of which other date and/or
,me such interrup,on will cause least inconvenience to opera,ons of Medical Center.
Interrup,on ,me approved by Medical Center may occur at other than Contractor's normal working hours.
4. Major interrup,ons of any system must be requested, in wri,ng, at least 15 calendar days prior to the desired ,me and shall be performed as directed by the COR.
5. In case of a contract construc,on emergency, service will be interrupted on approval of COR.
Such approval will be confirmed in wri,ng as soon as prac,cal.
6. Whenever it is required that a connec,on fee be paid to a public u,lity provider for new permanent service to the construc,on project, for such items as water, sewer, electricity, gas or steam, payment of such fee shall be the responsibility of the Government and not the
Contractor.
M. Abandoned Lines: All service lines such as wires, cables, conduits, ducts, pipes and the like, and their hangers or supports, shall be removed back to their source. Those which are indicated to be abandoned but are not required to be en,rely removed, shall be sealed, capped or plugged at the main, branch or panel they originate from. The lines shall not be capped in finished areas, but shall be removed and sealed, capped or plugged in ceilings, within furred spaces, in unfinished areas, or within walls or par,,ons; so that they are completely behind the finished surfaces.
N. To minimize interference of construc,on ac,vi,es with flow of Medical Center traffic, comply with the following:
1. Keep roads, walks and entrances to grounds, to parking and to occupied areas of buildings clear of construc,on materials, debris and standing construc,on equipment and vehicles.
2. Method and scheduling of required cuVng, altering and removal of exis,ng roads, walks and entrances must be approved by the COR.
O. Coordinate the work for this contract with other construc,on opera,ons as directed by COR.
This includes the scheduling of traffic and the use of roadways, as specified in Ar,cle, USE OF
ROADWAYS.
P. Coordina,on of Construc,on with Cemetery Director: The burial ac,vi,es at a Na,onal
Cemetery shall take precedence over construc,on ac,vi,es. The Contractor must cooperate and
01 00 00 - 13 coordinate with the Cemetery Director, through the COR, in arranging construc,on schedule to cause the least possible interference with cemetery ac,vi,es in actual burial areas. Construc,on noise during the interment services shall not disturb the service. Trucks and workers shall not pass through the service area during this period:
1. The Contractor is required to discon,nue his work sufficiently in advance of Easter Sunday, Mother's Day, Father's Day, Memorial Day, Veteran's Day and/or Federal holidays, to permit him to clean up all areas of opera,on adjacent to exis,ng burial plots before these dates.
2. Cleaning up shall include the removal of all equipment, tools, materials and debris and leaving the areas in a clean, neat condi,on.
1.7 ALTERATIONS
A. Survey: Before any work is started, the Contractor shall make a thorough survey with the COR and a representa,ve of VA Supply Service, of buildings in which altera,ons occur and areas which are an,cipated routes of access, and furnish a report, signed by both, to the Contrac,ng
Officer. This report shall list by rooms and spaces:
1. Exis,ng condi,on and types of resilient flooring, doors, windows, walls and other surfaces not required to be altered throughout affected areas of building.
2. Existence and condi,ons of items such as plumbing fixtures and accessories, electrical fixtures, equipment, vene,an blinds, shades, etc., required by drawings to be either reused or relocated, or both.
3. Shall note any discrepancies between drawings and exis,ng condi,ons at site.
4. Shall designate areas for working space, materials storage and routes of access to areas within buildings where altera,ons occur and which have been agreed upon by Contractor and COR.
B. Any items required by drawings to be either reused or relocated or both, found during this survey to be nonexistent, or in opinion of COR, to be in such condi,on that their use is impossible or imprac,cal, shall be furnished and/or replaced by Contractor with new items in accordance with specifica,ons which will be furnished by Government. Provided the contract work is changed by reason of this subparagraph B, the contract will be modified accordingly, under provisions of clause en,tled "DIFFERING SITE CONDITIONS" (FAR 52.236-2) and
"CHANGES" (FAR 52.243-4).
C. Re-Survey: Thirty days before expected par,al or final inspec,on date, the Contractor and COR together shall make a thorough re-survey of the areas of buildings involved. They shall furnish a report on condi,ons then exis,ng, of resilient flooring, doors, windows, walls and other surfaces as compared with condi,ons of same as noted in first condi,on survey report:
1. Re-survey report shall also list any damage caused by Contractor to such flooring and other surfaces, despite protec,on measures; and, will form basis for determining extent of repair
01 00 00 - 14 work required of Contractor to restore damage caused by Contractor's workers in execu,ng work of this contract.
D. Protec,on: Provide the following protec,ve measures:
1. Wherever exis,ng roof surfaces are disturbed they shall be protected against water infiltra,on. In case of leaks, they shall be repaired immediately upon discovery.
2. Temporary protec,on against damage for por,ons of exis,ng structures and grounds where work is to be done, materials handled and equipment moved and/or relocated.
3. Protec,on of interior of exis,ng structures at all ,mes, from damage, dust and weather inclemency. Wherever work is performed, floor surfaces that are to remain in place shall be adequately protected prior to star,ng work, and this protec,on shall be maintained intact un,l all work in the area is completed.
1.8 DISPOSAL AND RETENTION
A. Materials and equipment accruing from work removed and from demoli,on of buildings or structures, or parts thereof, shall be disposed of as follows:
1. Reserved items which are to remain property of the Government are iden,fied by aJached tags as items to be stored. Items that remain property of the Government shall be removed or dislodged from present loca,ons in such a manner as to prevent damage which would be detrimental to re-installa,on and reuse. Store such items where directed by COR.
2. Items not reserved shall become property of the Contractor and be removed by Contractor from Medical Center.
3. Items of portable equipment and furnishings located in rooms and spaces in which work is to be done under this contract shall remain the property of the Government. When rooms and spaces are vacated by the Department of Veterans Affairs during the altera,on period, such items which are NOT required by drawings and specifica,ons to be either relocated or reused will be removed by the Government in advance of work to avoid interfering with
Contractor's opera,on.
1.9 PROTECTION OF EXISTING VEGETATION, STRUCTURES, EQUIPMENT, UTILITIES, AND
IMPROVEMENTS (FAR 52.236-9)
A. The Contractor shall preserve and protect all structures, equipment, on or adjacent to the work site, which are not to be removed and which do not unreasonably interfere with the work required under this contract. The Contractor shall only remove trees when specifically authorized to do so, and shall avoid damaging vegeta,on that will remain in place. If any limbs or branches of trees are broken during contract performance, or by the careless opera,on of equipment, or by workers, the Contractor shall trim those limbs or branches with a clean cut and paint the cut with a tree-pruning compound as directed by the Contrac,ng Officer.

B. The Contractor shall protect from damage all exis,ng improvements and u,li,es at or near the work site and on adjacent property of a third party, the loca,ons of which are made known to or should be known by the Contractor. The Contractor shall repair any damage to those facili,es, including those that are the property of a third party, resul,ng from failure to comply with the requirements of this contract or failure to exercise reasonable care in performing the work. If the
Contractor fails or refuses to repair the damage promptly, the Contrac,ng Officer may have the necessary work performed and charge the cost to the Contractor.
C. Refer to Sec,on 01 57 19, TEMPORARY ENVIRONMENTAL CONTROLS, for addi,onal requirements on protec,ng vegeta,on, soils and the environment. Refer to Ar,cles, "Altera,ons", "Restora,on", and "Opera,ons and Storage Areas" for addi,onal instruc,ons concerning repair of damage to structures and site improvements.
D. Refer to FAR clause 52.236-7, "Permits and Responsibili,es," which is included in General
Condi,ons. A Na,onal Pollutant Discharge Elimina,on System (NPDES) permit is required for this project. The Contractor is considered an "operator" under the permit and has extensive responsibility for compliance with permit requirements. VA will make the permit applica,on available at the (appropriate medical center) office. The apparent low bidder, contractor and affected subcontractors shall furnish all informa,on and cer,fica,ons that are required to comply with the permit process and permit requirements. Many of the permit requirements will be sa,sfied by comple,ng construc,on as shown and specified. Some requirements involve the
Contractor's method of opera,ons and opera,ons planning and the Contractor is responsible for employing best management prac,ces. The affected ac,vi,es oOen include, but are not limited to the following:
1. Designa,ng areas for equipment maintenance and repair;
2. Providing waste receptacles at convenient loca,ons and provide regular collec,on of wastes;
3. Loca,ng equipment wash down areas on site, and provide appropriate control of wash-waters;
4. Providing protected storage areas for chemicals, paints, solvents, fer,lizers, and other poten,ally toxic materials; and
5. Providing adequately maintained sanitary facili,es.
1.10 RESTORATION
A. Remove, cut, alter, replace, patch and repair exis,ng work as necessary to install new work.
Except as otherwise shown or specified, do not cut, alter or remove any structural work, and do not disturb any ducts, plumbing, steam, gas, or electric work without approval of the COR.
Exis,ng work to be altered or extended and that is found to be defec,ve in any way, shall be reported to the COR before it is disturbed. Materials and workmanship used in restoring work, shall conform in type and quality to that of original exis,ng construc,on, except as otherwise shown or specified.

B. Upon comple,on of contract, deliver work complete and undamaged. Exis,ng work (walls, ceilings, par,,ons, floors, mechanical and electrical work, lawns, paving, roads, walks, etc.)
disturbed or removed as a result of performing required new work, shall be patched, repaired, reinstalled, or replaced with new work, and refinished and leO in as good condi,on as existed before commencing work.
C. At Contractor's own expense, Contractor shall immediately restore to service and repair any damage caused by Contractor's workers to exis,ng piping and conduits, wires, cables, etc., of u,lity services or of fire protec,on systems and communica,ons systems (including telephone) which are not scheduled for discon,nuance or abandonment.
D. Expense of repairs to such u,li,es and systems not shown on drawings or loca,ons of which are unknown will be covered by adjustment to contract ,me and price in accordance with clause en,tled "CHANGES" (FAR 52.243-4) and "DIFFERING SITE CONDITIONS" (FAR 52.236-2).

1.14 AS-BUILT DRAWINGS
A. The contractor shall maintain two full size sets of as-built drawings which will be kept current during construc,on of the project, to include all contract changes, modifica,ons and clarifica,ons.
B. All varia,ons shall be shown in the same general detail as used in the contract drawings. To ensure compliance, as-built drawings shall be made available for the COR review, as oOen as requested.
C. Contractor shall deliver two approved completed sets of as-built drawings in the electronic version (scanned PDF) to the within 15 calendar days aOer each completed phase and aOer the acceptance of the project by the COR.
D. Paragraphs A, B, & C shall also apply to all shop drawings.
1.15 WARRANTY MANAGEMENT
A. Warranty Management Plan: Develop a warranty management plan which contains informa,on relevant to FAR 52.246-21 Warranty of Construc,on in at least 30 days before the planned pre-warranty conference, submit one set of the warranty management plan. Include within the warranty management plan all required ac,ons and documents to assure that the Government receives all warran,es to which it is en,tled. The plan must be in narra,ve form and contain sufficient detail to render it suitable for use by future maintenance and repair personnel, whether tradesman, or of engineering background, not necessarily familiar with this contract.
The term “status” as indicated below must include due date and whether item has been
01 00 00 - 17 submiJed or was approved. Warranty informa,on made available during the construc,on phase must be submiJed to the Contrac,ng Officer for approval prior to each monthly invoice for payment. Assemble approved informa,on in a binder and turn over to the Government upon acceptance of the work. The construc,on warranty period will begin on the date of the project acceptance and con,nue for the product warranty period. A joint 4 month and 9 month warranty inspec,on will be conducted, measured from ,me of acceptance, by the Contactor and the Contrac,ng Officer. Include in the warranty management plan, but not limited to, the following:
1. Roles and responsibili,es of all personnel associated with the warranty process, including points of contact and telephone numbers within the company of the Contractor, subcontractors, manufacturers or suppliers involved.
2. Furnish with each warranty the name, address and telephone number of each of the guarantor’s representa,ves nearest project loca,on.
3. Lis,ng and status of delivery of all Cer,ficates of Warranty for extended warranty items, to include roofs, HVAC balancing, pumps, motors, transformers and for all commissioned systems such as fire protec,on and alarm systems, sprinkler systems and lightning protec,on systems, etc.
4. A list for each warranted equipment item, feature of construc,on or system indica,ng:
a. Name of item.
b. Model and serial numbers.
c. Loca,on where installed.
d. Name and phone numbers of manufacturers and suppliers.
e. Name and phone numbers of manufacturers or suppliers.
f. Names, addresses and phone numbers of sources of spare parts.
g. Warran,es and terms of warranty. Include one-year overall warranty of construc,on, including the star,ng date of warranty of construc,on. Items which have extended warran,es must be indicated with separate warranty expira,on dates.
h. Star,ng point and dura,on of warranty period.
i. Summary of maintenance procedures required to con,nue the warranty in force.
j. Cross-reference to specific per,nent Opera,on and Maintenance manuals.
k. Organiza,ons, names and phone numbers of persons to call for warranty service.
l. Typical response ,me and repair ,me expected for various warranted equipment.

5. The plans for aJendance at the 4 and 9-month post construc,on warranty inspec,ons conducted by the government.
6. Procedure and status of tagging of all equipment covered by extended warran,es.
7. Copies of instruc,ons to be posted near selected pieces of equipment where opera,on is cri,cal for warranty and/or safety reasons.
B. Performance & Payment Bonds: The Performance & Payment Bonds must remain effec,ve throughout the construc,on period
1. In the event the Contractor fails to commence and diligently pursue any construc,on warranty work required, the Contrac,ng Officer will have the work performed by others, and aOer comple,on of the work, will charge the remaining construc,on warranty funds of expenses incurred by the Government while performing the work, including, but not limited to administra,ve expenses.
2. In the event sufficient funds are not available to cover the construc,on warranty work performed by the Government at the contractor’s expenses, the Contrac,ng Officer will have the right to recoup expenses from the bonding company.
3. Following oral or wriJen no,fica,on of required construc,on warranty repair work, the
Contractor shall respond in a ,mely manner. WriJen verifica,on will follow oral instruc,ons.
Failure to respond will be cause for the Contrac,ng Officer to proceed against the
Contractor.
C. Pre-Warranty Conference: Prior to contract comple,on, and at a ,me designated by the
Contrac,ng Officer, the Contractor shall meet with the Contrac,ng Officer to develop a mutual understanding with respect to the requirements of this sec,on. Communica,on procedures for
Contractor no,fica,on of construc,on warranty defects, priori,es with respect to the type of defect, reasonable ,me required for Contractor response, and other details deemed necessary by the Contrac,ng Officer for the execu,on of the construc,on warranty will be established/ reviewed at this mee,ng. In connec,on with these requirements and at the ,me of the
Contractor’s quality control comple,on inspec,on, furnish the name, telephone number and address of a licensed and bonded company which is authorized to ini,ate and pursue construc,on warranty work ac,on on behalf of the Contractor. This point of contract will be located within the local service area of the warranted construc,on, be con,nuously available and be responsive to Government inquiry on warranty work ac,on and status. This requirement does not relieve the Contractor of any of its responsibili,es in conjunc,on with other por,ons of this provision.
D. Contractor’s Response to Construc,on Warranty Service Requirements:
E. Following oral or wriJen no,fica,on by the Contrac,ng Officer, the Contractor shall respond to construc,on warranty service requirements in accordance with the “Construc,on Warranty
Service Priority List” and the three categories of priori,es listed below. Submit a report on any

Include within the report the cause of the problem, date reported, correc,ve ac,on taken, and when the repair was completed. If the Contractor does not perform the construc,on warranty within the ,meframe specified, the Government will perform the work and back charge the construc,on warranty payment item established.
1. First Priority Code 1. Perform onsite inspec,on to evaluate situa,on, and determine course of ac,on within 4 hours, ini,ate work within 6 hours and work con,nuously to comple,on or relief.
2. Second Priority Code 2. Perform onsite inspec,on to evaluate situa,on, and determine course of ac,on within 8 hours, ini,ate work within 24 hours and work con,nuously to comple,on or relief.
3. Third Priority Code 3. All other work to be ini,ated within 3 work days and work con,nuously to comple,on or relief.

F. Warranty Tags: At the ,me of installa,on, tag each warranted item with a durable, oil and water-resistant tag approved by the Contrac,ng Officer. 1.16 USE OF ROADWAYS
A. For hauling, use only established public roads and roads on Medical Center property and, when authorized by the COR, such temporary roads which are necessary in the performance of contract work. Temporary roads shall be constructed and restora,on performed by the
Contractor at Contractor's expense. When necessary to cross curbing, sidewalks, or similar construc,on, they must be protected by well-constructed bridges.

1.17 RESIDENT ENGINEER'S FIELD OFFICE (NOT USED)
1.18 TEMPORARY USE OF MECHANICAL AND ELECTRICAL EQUIPMENT
A. Use of new installed mechanical and electrical equipment to provide heat, ven,la,on, plumbing, light and power will be permiJed subject to wriJen approval and compliance with the following provisions:
1. Permission to use each unit or system must be given by COR in wri,ng. If the equipment is not installed and maintained in accordance with the wriJen agreement and following provisions, the COR will withdraw permission for use of the equipment.
2. Electrical installa,ons used by the equipment shall be completed in accordance with the drawings and specifica,ons to prevent damage to the equipment and the electrical systems, i.e. transformers, relays, circuit breakers, fuses, conductors, motor controllers and their overload elements shall be properly sized, coordinated and adjusted. Installa,on of temporary electrical equipment or devices shall be in accordance with NFPA 70, Na,onal
Electrical Code, (2014 Edi,on), Ar,cle 590, Temporary Installa�ons. Voltage supplied to each item of equipment shall be verified to be correct and it shall be determined that motors are not overloaded. The electrical equipment shall be thoroughly cleaned before using it and again immediately before final inspec,on including vacuum cleaning and wiping clean interior and exterior surfaces.
3. Units shall be properly lubricated, balanced, and aligned. Vibra,ons must be eliminated.
4. Automa,c temperature control systems for preheat coils shall func,on properly and all safety controls shall func,on to prevent coil freeze-up damage.
5. The air filtering system u,lized shall be that which is designed for the system when complete, and all filter elements shall be replaced at comple,on of construc,on and prior to tes,ng and balancing of system.
6. All components of heat produc,on and distribu,on system, metering equipment, condensate returns, and other auxiliary facili,es used in temporary service shall be cleaned prior to use; maintained to prevent corrosion internally and externally during use; and cleaned, maintained and inspected prior to acceptance by the Government. Boilers, pumps, feedwater heaters and auxiliary equipment must be operated as a complete system and be fully maintained by opera,ng personnel. Boiler water must be given complete and con,nuous chemical treatment.
B. Prior to final inspec,on, the equipment or parts used which show wear and tear beyond normal, shall be replaced with iden,cal replacements, at no addi,onal cost to…
