Dear Ms. Cary:
At your request, and in accordance with the authorized proposal P23010400, ARM Group LLC (ARM) has completed an asbestos-containing materials (ACMs) and lead-based paint (LBP) survey of select telecommunication rooms throughout the Wilkes-Barre VA Medical Center, located at 1111 East End Boulevard in Wilkes-Barre, Luzerne County, Pennsylvania (the Site).
The purpose of this survey was to determine the location and quantity of suspect ACMs and LBP associated with the telecommunication rooms which are proposed for renovation. The activities performed by ARM for this work included the following:
• A visual and tactile survey of each telecommunication room for ACMs, which included the collection of samples from suspect materials; and
• Screening of painted surfaces within each telecommunication room for LBP using a portable X-ray fluorescent analyzer (XRF) to determine the presence or absence of lead, and if present, its concentration.
A detailed discussion of each of these tasks and the associated findings is presented below.
BACKGROUND
The survey included telecommunication rooms within project buildings 1, 2, 3, 5, 6, 11, 35, and 42 at the Site. ARM understands that select telecommunication rooms at the Site are proposed for renovation. ARM was provided access to telecommunication rooms proposed for renovation by Mr. John Krynick, Engineer for the Department of Veterans Affairs. ARM’s survey and understanding of proposed renovation activities and corresponding survey area was directed by correspondence with Mr. Krynick during the survey activities. As provided access by Mr.
Krynick, a total of 30 telecommunication rooms were surveyed for ACM and LBP by ARM.

ACM SURVEY
The asbestos survey consisted of a walk-through of each telecommunication room to visually inspect for the presence of materials suspected of containing asbestos. The survey was conducted by Mr. Travis Erb, a Pennsylvania-Licensed Asbestos Inspector (PADOLI # 056798) between March 21 and 23, 2023. As suspect materials were visually identified, bulk samples were collected utilizing sampling tools (e.g., screwdriver, utility knife, etc.), placed into individual containers, and labeled with unique sample identification numbers. A total of 202 samples were collected and submitted to EMSL Analytical, Inc. (EMSL) of Cinnaminson, New Jersey for laboratory analysis for percent asbestos content. EMSL participates in the United States Environmental Protection Agency (USEPA) quality assurance program and is accredited under the National Voluntary Laboratory Accreditation Program (NVLAP) for asbestos bulk fiber analysis by Polarized Light Microscopy (PLM) and Transmission Electron Microscopy (TEM) (NVLAP Certification Number 101048-0). Of the 202 samples collected, 356 materials were analyzed by the laboratory for asbestos content (some samples contained multiple layers of suspect material, such as floor tile with mastic). The laboratory analytical results and chain-of-custody documentation for the ACM samples are presented in Appendix A. Descriptions and estimates of quantities of suspect ACMs identified during the survey, as well as the telecommunication rooms surveyed, are provided in Table 1.
The USEPA defines an “asbestos containing material” as any building material that contains greater than one percent of any type of asbestos (40 CFR Part 763.83). Friability of sampled suspect material was assessed in accordance with 40 CFR Part 763 by the Asbestos Inspector at the time of the survey. When dry, friable materials are those that can be crumbled, pulverized, or reduced to powder by hand pressure. When dry, non-friable materials are those that cannot be crumbled, pulverized, or reduced to powder by hand pressure. Non-friable materials are further categorized by the USEPA revised asbestos National Emissions Standards for Hazardous Air Pollutants (NESHAP) regulations (40 CFR Part 61 subpart M) as either Category I or Category II non-friable ACMs. Category I ACMs are defined as asbestos-containing resilient flooring and mastic, asphalt roofing products, and packings and gaskets. Category II ACMs are defined as all remaining types of non-friable ACMs not included in Category I. An example of Category II would be asbestos cement products such as transite. Regulated ACMs (RACMs) are defined as:
1. Friable ACM containing greater than 1 percent asbestos using PLM;
2. Category I non-friable ACM that has become friable;
3. Category I non-friable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading; and
4. Category II non-friable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of renovation or demolition.
As indicated in Table 1, nine materials (some with multiple asbestos-containing layers) were determined to be ACMs by PLM or presumed to be asbestos (PACM) based on the inspector’s experience with similar materials. The nine sampled locations of ACM are depicted on Figure 1 through Figure 5 and include the following:

1. Room C11-29: 2’x4’ White ceiling tiles with slits – Friable ACM;
2. Room C8-54B: 9”x9” Floor tiles – Category I non-friable ACM;
3. Room C8-54B: Joint compound and black mastic (on walls) – Category II non-friable ACM;
4. Room C8-59: 12”x12” Floor tiles – Category I non-friable ACM;
5. Room C7-55: 12”x12” Floor tiles – Category I non-friable ACM;
6. Room C1-22B: 12”x12” Floor tiles and mastic (Below raised floor) – Category I non-friable
ACM;
7. Room C1-22B: 12”x12” Multiple layers of floor tiles with mastic (Closet Area) – Category I non-friable ACM;
8. Room CG-29: Wrap for 6” Pipe – Friable ACM; and
9. Room CG-29: Wrap for 2” Pipe – Friable ACM.
LBP SURVEY
The purpose of the LBP survey was to determine if LBP is present on or within any of surfaces of the telecommunication rooms surveyed. Painted surfaces can sometimes require specialized handling and disposal if disturbed as part of building renovation activities. A portable XRF analyzer (SciAps X-550 Pb Handheld XRF) was used during the survey and provided real-time measurements for and quantitation of lead concentrations on tested surfaces. The survey was conducted by Mr. Thomas Palank between March 21 and 23, 2023. The analyzer was calibrated per manufacturer guidelines in the field at the start and end of each day of the LBP Survey.
Regulated LBP, as defined by the USEPA and department of Housing and Urban Development (HUD), is any paint or other surface coatings that contain lead equal to or exceeding 1.0 milligram per square centimeter (mg/cm2). Painted surfaces with lead concentrations below this value may be considered unregulated lead containing paint. Table 2 provides a summary of the sample location and testing results. As indicated on Table 2, none of the 135 tested locations (doors, door frames, window trims, walls, ceilings, windowsills, etc.) contained lead concentrations above the regulated value.
CONCLUSIONS AND RECOMMENDATIONS
As noted in Table 1, the asbestos building survey identified ACMs in six rooms. Friable ACM, as well as Category I and Category II non-friable ACMs, were identified. The friable ACM is a regulated ACM and is required to be removed prior to renovation. Category I and II non-friable ACMs do not pose a significant risk of exposure unless cut (sawed), drilled, sanded, or structurally altered in a way which could make them become friable. Prior to any renovation/demolition, which would likely impact these materials, a certified asbestos abatement contractor utilizing proper removal techniques should remove and dispose of the identified ACMs. ARM recommends using wet removal methods with documentary air monitoring to verify compliance with the NESHAP regulations. It should be noted that there are no regulations that require the removal of ACMs, with the exception of when they may be impacted by renovation and/or demolition activities, at which time the NESHAP regulations and the applicable Occupational Safety and Health Administration (OSHA) regulations would apply. Non-Friable Category I and II ACMs are required to be removed prior to demolition if the material has a high probability of being crumbled, pulverized, or reduced to powder during

The asbestos abatement and/or removal activities are to be completed in accordance with applicable USEPA, NESHAP, PADEP, OSHA, and Pennsylvania Department of Labor and Industry (PADOLI) regulations. This includes notification to the PADEP through their Online Asbestos Notification System on the PADEP's GreenPort website, prior to asbestos abatement or renovation.
Should suspect ACMs be discovered beyond those presented herein, samples of the materials should be collected by a Pennsylvania-Licensed Asbestos Inspector and submitted to an accredited laboratory for analysis of asbestos content prior to additional demolition. All ACMs should be handled, managed, transported, and disposed of in accordance with applicable regulations, and the proper notifications and forms should be completed and provided to the appropriate regulatory agencies prior to the start of the work.
Results of the LBP survey indicated none of the 135 tested surfaces were found to contain lead concentrations above the regulated value (exceeding 1.0 milligram per square centimeter). Painted surfaces with lead concentrations below this are considered unregulated lead-containing paint. It should also be noted that based on the age of the building, it is possible that additional lead-containing or lead-based paint may be located under layers of paint or on other materials.
Abatement of the unregulated lead-containing paint is not required prior to demolition of the site structures/buildings; however, adherence to all applicable OSHA regulations regarding lead exposure associated with worker safety during the renovation or demolition of these materials are required. The presence of lead-containing paint on surfaces may limit options for reuse, recycling, or disposal of such materials, or require additional sampling (e.g., TCLP testing for RCRA metals prior to disposal). The USEPA has stated that solid architectural components coated with LBP are less likely to be hazardous because of the small ratio of LBP to the total mass waste if the building is demolished as a whole; therefore, the lead-containing paint covered surfaces can remain intact during renovation activities and that the renovation proceed with appropriate best management practices (BMPs) (i.e. the debris could be wetted to minimize dust). The demolition debris may then be handled as a single waste stream and disposed of or recycled altogether; however, the accepting facility may require additional sampling.
LIMITATIONS
The scope of this report is limited to the matters expressly covered herein. The ACM and LBP survey conducted by ARM was performed to identify visible and readily accessible suspect materials. ARM’s selection of sample locations and frequency was based on discussions with Mr.
John Krynick of the Department of Veterans Affairs regarding the scope of the renovation, as well as our observations and the assumption that like materials in the same area were homogeneous.
The scope of work did not include classifying containerized materials for disposal (e.g., as residual or hazardous waste). All findings, conclusions, and recommendations stated in this report are based upon facts and circumstances as they existed at the time that this report was prepared. A change in any fact or circumstance upon which this report is based, or the discovery or availability of new or different information, may adversely affect the findings, conclusions, and recommendations expressed in this report.
