STATEMENT OF WORK
Upgrade Electrical Equipment on Campus, Hot Springs, SD
PROJECT #: 568A4-24-202
1. Background:
1.1. The Hot Springs VA Health Care System requires the replacement of existing electrical equipment on campus.
2. General
2.1. Title of Project: Update Electrical Equipment on Campus – Hot Springs
2.2. Scope of Work:
Medium Voltage Switchgear – Building 64 The new medium voltage switchgear will be relocated to a new location to the east of building 64 between existing garages. The switchgear will be housed in a new prefabricated steel building with a new foundation including a pull vault located beneath the switchgear for cable access. The building will include any necessary Heating, Ventilating and Air Conditioning (HVAC) equipment to heat and cool the building along with standard lighting and outlets. The new building will be smaller than building 64 as rear access to the switchgear will be through the exterior wall when required.
There are 2 main primary 12.47 kV feeds, source A and source B, into the main campus medium voltage switchgear from the overhead line to the south of building 64. This overhead line is fed from the Hot Springs Substation directly to the south. These feeds come into the building underground and up into the switchgear into separate 600A circuit breakers. Either source A or B is connected as the primary source and the other is the alternate source if the other goes down. Relaying is used for this primary source control.
There are 2 main feeders, feeder A and feeder B, fed from 600A circuit breakers that feed the campus underground loop. The peak load on the switchgear according to data from Black Hills Energy occurred in July 2023 which was 1148 kW or 60 amps.
The new primary switchgear will be similar in size to the existing at 600A, 12.47kV 3 phase. It will have two 600A source breakers and two 600A feeder breakers. A new source from Westhill Substation will be brought to the site from an underground vault located to the west. The alternate source will still come from the Hot Springs Substation.
There will be a primary metering section for Black Hills Energy containing Current
Transformers (CTs) and Potential Transformers (PTs) as necessary. New electronic type relays will be used to switch automatically between the primary sources. The A and B primary sources will be re-fed underground to the new switchgear. New A and B feeders will be re-fed to the existing pad mount junction box located to the north of building 64.
Since there are redundant sources and feeders for the switchgear the outage time for the cutover should be minimal as one source can be deenergized while the new source is connected to the new switchgear. The same will be true for the feeders for the campus loop.
Electrical Scope - Building 12
Due to space and cutover restrictions, the existing normal power switchboard will remain. Breakers will be replaced in the existing normal power switchboard for building
12. This will include the two 2000A main breakers and the 2000A tie breaker. All breakers are draw out type with electronic trip units. Various 1600A and 800A feeder breakers will also be replaced with new style Eaton DSL draw out type with Digitrip RMS
510 trip units.
The 1600A emergency power switchboard will be replaced with a new switchboard including draw out style breakers. This will include a main 1600A breaker and various
800A feeder breakers. These will be the same style Eaton DSL draw out type with
Digitrip RMS 510 trip units. The emergency life safety distribution 400A panel board 12-
LSDP will also be replaced with a new 400A panel. Breakers will be thermal magnetic type with electronic trip units for coordination.
A new 1600A manual maintenance transfer switch will be provided for a portable generator connection during the permanent generator testing for maintenance. This is a requirement of NEC 700.3F for a temporary source of power for Maintenance or repair of the alternate source of power. The switch will include quick connects for the portable generator along with a connection for load bank connections for the testing of the permanent generator.
Electrical Scope - Building 10
Due to space and cutover restrictions, the existing normal power switchboard will remain. Breakers will be replaced in the existing normal power switchboard for building
10. This will include the two 1600A main breakers and the 1600A tie breaker. All breakers are draw out type with electronic trip units. Various 800A feeder breakers will also be replaced with new style Eaton DSL draw out type with Digitrip RMS 510 trip units.
The 1600A emergency power switchboard will be upgraded as well with draw out style breakers. This will include a main 800A breaker and various 800A feeder breakers.
These will be the same style Eaton DSL draw out type with Digitrip RMS 510 trip units.
