About this file

This is a Master Construction Specifications document for a federal construction project titled "Upgrade North Campus Medium Voltage Feeder" at the Department of Veterans Affairs Milwaukee VAMC (Clement J. Zablocki VAMC). The project, identified as VA Contract No. 36C25224D0005 TO #4 and VA Project No. 695-22-123, involves upgrading the medical center's medium voltage electrical distribution system to a loop configuration, with work managed by Encorus Group as the Architect-Engineer.

The specifications establish comprehensive requirements across multiple construction divisions, with particular emphasis on electrical work (Division 26), including medium-voltage cables, transformers, switchgear, circuit breakers, and grounding systems. The project is structured in six major phases: Phase 1 mobilization and site setup; Phase 2 duct bank construction; Phase 3 establishing the medium voltage loop; Phase 4 upgrading the remaining loop in five sub-phases; Phase 5 addressing north end and governor's mansion spurs in three sub-phases; and Phase 6 commissioning, training, and demobilization. Critical requirements include maintaining 24/7 medical center operations during construction, scheduling utility outages with minimum three-week advance notice for major interruptions and four-week notice for written requests, implementing interim life safety measures, and obtaining fingerprinting and VA security badges for all contractor personnel. The contractor must provide a full-time on-site superintendent dedicated exclusively to this contract, develop detailed workplans for all phases, submit as-built drawings in phases and final electronic versions within specified timeframes, and coordinate with VA Facilities Management on security protocols, parking, noise restrictions, emergency procedures, and compliance with OSHA standards and VA-specific policies including mandatory flu vaccination for healthcare personnel.

H. Utilities Services: Where necessary to cut existing pipes, electrical wires, conduits, cables, etc., of utility services, or of fire protection systems or communications systems (except telephone), they shall be cut and capped at suitable places where shown; or, in absence

01 00 00 -5 of such indication, where directed by COR. All such actions shall be coordinated with the COR or Utility Company involved:

1. Whenever it is required that a connection fee be paid to a public utility provider for new permanent service to the construction project, for such items as water, sewer, electricity, gas or steam, payment of such fee shall be the responsibility of the Government and not the Contractor.

I. Phasing:

1. The Medical Center must maintain its operation 24 hours a day 7 days a week. Therefore, any interruption in service must be scheduled and coordinated with the COR to ensure that no lapses in operation occur. It is the CONTRACTOR'S responsibility to develop a work plan and schedule detailing, at a minimum, the procedures to be employed, the equipment and materials to be used, the interim life safety measure to be used during the work, and a schedule defining the duration of the work with milestone subtasks.

2. To ensure such executions, Contractor shall furnish the COR with a schedule of approximate dates on which the Contractor intends to accomplish work in each specific area of site, building or portion thereof. In addition, Contractor shall notify the COR two weeks in advance of the proposed date of starting work in each specific area of site, building or portion thereof. Work that requires utility outages shall be planned further in advance, refer paragraph M

‘Utility Services’ below. Arrange such dates to ensure accomplishment of this work in successive phases mutually agreeable to the COR and Contractor, as the phasing is laid out in the provided construction plans.

3. There are several sections of this project which are located in different areas of the campus and can be treated almost as separate projects. This will depend on the awarded contractor and their subs regarding availability of personnel and equipment which can be deployed in parallel.

Construction should begin with installation and energization of the new MV loop section which will upgrade the North campus system into

01 00 00 -6 a loop configuration. Once this loop is completed, downtime for further work will be reduced because the new loop will allow for the various buildings to be fed from either direction, which allows for shutdowns to be shorter or even unnecessary for certain other work.

4. Phase 1 – Mobilization:

The contractor will be required to establish a laydown area for the storage of construction equipment and materials, as well as placement of temporary office facilities for contractor personnel.

Current site layout places the contractor laydown to the south of

Building 39. Alternative laydown areas may be required based upon coordination with site personnel and with other concurrent projects on the campus.

There may be long lead times for some transformers and switches, so these should be ordered during Phase 1.

A construction fence will be required to isolate the work area from the remainder of the campus.

5. Phase 2 - Duct Bank Construction:

Phase 2 will commence with notice to proceed for the contractor. It is anticipated that preliminary project setup and product submittal approval will take approximately two months.

The first work to take place is to upgrade the topology to the loop configuration. Install new HVS-12 near CLC area, install new northeast loop section conduit.

6. Phase 3 – Establish Medium Voltage Loop:

The set of work to be completed is the installation of the cable connection from B115 switchgear to new HVS-12, and from HVS-12 to existing HVP-36 near B20 (Warehouse). Pull back and feeder between

HVP-8 and HVS-146, cut to length and re-terminate at HVS-12.

De-energize HVS-23A before connecting new northeast loop feeder to

HVP-36. Connect breaker SE-4B in B115 to new northeast loop feeder.

01 00 00 -7

Outages must be scheduled with the COR at least 3 weeks in advance of work to be performed.

If equipment lead times are greater than 6 months, install temporary

HVP enclosure of same size and dimensions as purchased MV Switch, and connect feeders. Do Not Energize northeast loop feeder from SE-

4B Breaker if HVP is installed in place of HVS-12 due to equipment lead times. Re-energize HVS-23A.

7. Phase 4 – Upgrade Remaining Loop:

For the rest of the North Campus area, all MV cable will be removed.

The redundant Source B cables will not be replaced. The Source A cables will be retained to maintaining the new loop configuration and keeping loads energized as much as possible while new distribution equipment is acquired. The redundant B-Feeders will first be removed and used to confirm the run lengths between termination points during each phase of construction.

Once all New Loop distribution equipment has been delivered to the site the removal of the existing Feeders and equipment, along with the installation of the new equipment may begin in sequence. Below are descriptions of the work at various areas of the campus. These tasks can be performed sequentially starting at HVP-36, and working counter clockwise around the loop. If the schedule dictates that some areas of work are performed simultaneously it may be necessary to de-energize larger portions of the campus. Outages must be scheduled with the COR at least 3 weeks in advance of work to be performed.

a. Phase 4A – Northeast Campus Area Shutdown:

Phase 4A will begin by opening HVS-31 and HVS-12 which will isolate the north eastern section of the new loop. The following equipment will then be replaced along with all associated medium voltage feeders; HVP-34, XF-1, XF-20, XF-36, XF97, XF-108, PNL-1, and PNL-2V. At this time HVS-36 will also be removed and a cover plate installed once new cables have been installed. HVS-36 will then become HVS-36A. Finally, HVS-31 and HVS-12 can be reclosed restoring power to the north east portion of the loop.

01 00 00 -8

b. Phase 4B – Northwest Campus Area Shutdown:

To start Phase 4B HVS-23A, HVS-23B, and HVS-31 will be opened to isolate north west area. All medium voltage equipment feeders will be removed. HVP-29 and 30 will be replaced with new enclosures. 16, and HVS-18. These will be replaced with new HVP enclosures and the former switches will be renamed HVP-16A and HVP-18A respectively. XF-49 will be replaced in kind and all equipment feeders for the section of the loop will be replaced.

e. Phase 4E – B1301 and K Area Shutdown:

Circuit Breaker NW-4A in building 115 will be opened along with

HVS-3 to isolate the remaining loop section. HVP-2 HVS-A, and

HVP-K become pass through pull points and will be capped. HVS and

HVS-SL1 are replaced along with their associated feeders. XF-

1301, XF-SL1, PNL-K, and PNL-SL1 will be replaced in kind along

01 00 00 -9 with all associated medium voltage feeders. Finally, Breaker NW-

4A will be closed along with HVS-3 completing the Loop upgrade.

f. Phase 4F – Balance the Loop:

This phase is meant to place the loop in its normal operational configuration with all interlocks in place. To start, HVS-27 is opened between HVS-27 and HVS-31. Then all other HVS are closed, followed by both breaker SE-4B in building 115.

8. Phase 5 – North End and Governor’s Mansion Spurs:

Below are descriptions of the work on the two loop Spurs. These tasks can be performed sequentially or if the schedule dictates that some areas of work are performed simultaneously it may be necessary to de-energize larger portions of the campus. Outages must be scheduled with the COR at least 3 weeks in advance of work to be performed. The areas of work include the following:

Governor’s Mansion Area - In B39 (Gov Mansion) area, replace HVS-11, HVP-11, XF-39 and PNL-39. Use new switch HVS-3 to isolate this section for work. This will also isolate XF-43, XF-41, HVP-4, HVS-4 and HVP-8 for work.

Northwest Area - The area in the vicinity of Buildings 14, 16, 17, 18, 19, 62 is a spur feeder from the campus loops. These buildings have been removed from the VA campus power loop and are fed independently from WE Energies power services. In this area the work will consist of removing unused feeders and equipment.

a. Phase 5A – Northwest Area Shutdown:

The Northern Loop will be isolated from the main loop by opening

HVS-24’s branch feeder switch. Once that is complete work to remove; HVP-44, XF-12, XF-14, XF-16, XF-19, XF-62, PNL-14, PNL-

16, PNL-19 and PNL-62, can begin. At the same time XF-41, XF-MP-

FDS, and PNL-17 can be replaced in kind. New low voltage duct banks from PNL-41 to building 73 and Light Pole 3625 will also be installed along with new low voltage feeders. This will refeed the loads from PNL-14 and 16.

01 00 00 -10

Next the new pad for XF-19 and PNL-19 will be installed followed be the installation of associated equipment and feeders. This equipment will refeed loads from PNL-62. Finally, all new medium voltage feeders may be installed and tested before reclosing HVS-

24.

b. Phase 5B – B43 and B39 Area Shutdown:

The New Govener’s Mansion Spur is isolated at HVS-3. Following the spurs isolation, HVS-4, HVs-11, HVP-11, XF-43, and PNL-39 can be removed and replaced. HVP-8 and XF-41 will be removed and capped at the pad as building 41 has been transferred to WE

Energies. All associated feeders can then be removed and replaced.

c. Phase 5C – CLC Panel Replacement:

Utilizing breaker CB-100-CLC, lighting control panel PNL-CLC can be isolated, removed and replaced in kind. This is simply to replace the weather proof enclosure due to the cabinet having a large opening cut into it. This Phase can be removed at the

Campus and COR’s discretion.

9. Phase 6 – Commissioning and Training and Demobilization:

Once the new electrical equipment and feeders are installed, the system must be turned over to the VA. This should include training of VA electrical staff on the functional methodology for the loop topology. This especially includes development of procedures for use of the interlock key system.

Following completion of VA training the Laydown/ Mobilization area will need to be restored to its original condition prior to the start of the project. The project can then be closed out.

J. The buildings of the North Campus of the Medical Center will remain occupied and in service during the performance of work. Contractor shall take all measures and provide all material necessary for protecting existing equipment and property in affected areas of construction against dust and debris, so that equipment and affected areas to be used in the Medical Centers operations will not be
