B.3 STATEMENT OF WORK

Solar Street/Parking Lot Light Repair/Retrofit Project

Temple VA Project

A. GENERAL INFORMATION

1. Title of Project: Solar Street/Parking Lot Light Repair/Retrofit Project

2. Background: The objective of this project is to repair and retrofit the solar street and parking lot lighting system by installing new batteries, regulators and repairing where needed to upgrade lighting conditions, improve night safety, reduce electric energy use, lower maintenance costs and to enable Central Texas Veterans Health Care System (CTVHCS) move towards mandated energy conservation goals. There have been a lot of complaints from the Police Service, night staff nurses, veterans and VA employees about the poor aerial night campus lighting due to several solar lights being out in the winter months. This project is to repair the solar street and parking lot light issues we have located at 1901 South 1st Street, Temple TX 76504.

3. Period of Performance: 90 days After Receipt of Order (ARO)

4. SCOPE OF WORK:

a. Retrofit 147 SOLAR STREET/PARKING LOT LIGHTING SYSTEM: The contractor shall retrofit each one of the 147 solar light poles’ battery box/housing on the pole by transposing the battery box from its present location underneath the south facing solar panel to facing north. Note, only the battery boxes shall be transposed from their present orientation, not the solar panels. The work may include drilling new holes on the poles to mount the existing battery box or mounting a new bracket to mount the battery box. Other hardware like nuts and bolts may be need for this job. This is to make it easier to replace the batteries during maintenance without having to go underneath the solar panel. It is more difficult to swap out the battery from underneath the solar panel than when the battery box is on the opposite of the solar panel. The list of the solar light poles is included in the attached excel document.

b. REPAIR 147 EXISTING SOLAR LIGHTS TO FUNCTION PROPERLY FROM DUSK TO DAWN:

Install new batteries, on all 147 solar lighting poles and make the solar lights stay functioning (properly lit) from dusk to dawn. One hundred (100) out of the 147 solar pole lights are in good functioning condition, however their batteries shall all be replaced with new batteries. All 147 solar pole lights shall have new batteries; however, the good lamps and controllers would not need to be replaced. Note: All solar panels are still under warranty and working properly, generating appropriate DC voltage to charge the batteries.

Replaced batteries shall remain the property of the VA unless otherwise stated to the contractor. Battery type and controller type to be furnished by contractor for this project are shown in the attached catalog with this project. Contractor is advised to use items from the parts catalogs to avoid nullification of the solar panels’ warranty. The list of solar lighting poles to be repaired is included in the attached excel document.

c. 47 SOLAR POLE LIGHT IDENTIFIED AS FAILED LIGHTS OUT OF THE 147 LIGHTS SHALL BE REPAIRED: 47 identified solar lights shall be repaired by relacing the batteries, controllers and lamps and made to function properly by staying on from dusk to dawn. The project involves the repair 47 solar street/lot lights with 130 new deep cycle solar batteries, regulators and LED lamps to existing solar lights at various parking lots and roadways identified in the attached excel spreadsheet.

d. RELOCATE EIGHT (8) SOLAR STREET/PARKING LOT LIGHT POLES WITH COMPONENTS: Eight

(8) identified solar light poles with their components shall be transplanted to different identified locations on campus. Contractor shall coordinate with the COR to ascertain the solar light poles to be removed and their new relocations for reinstallation. The contractor shall ensue that there are no underground utilities like electric, natural gas and steam lines, including sewer and drainage lines in the new locations before digging the ground to reinstall the solar light poles. The poles were directly buried about 3ft into the ground and shall be carefully uprooted without damage to the pole. The reinstallation of the solar poles shall be directly burial to the original depth with only regular soil to buttress the poles without casting concrete around the poles. The poles shall be erected upright/perpendicular to the ground. The project will also relocate 8 solar light poles and their associated components, like the batteries, solar panels, mounting brackets etc. to new locations – to be coordinated with the COR.

e. CONTRACTOR UNDER THIS CONTRACT SHALL PROVIDE MINIMUM TWO (2) BATTERY CHARGING STATIONS: A 12 volts ulti-battery DC charger or (2) 12volts DC charge stations, shall be provided to the electric shop for charging the solar batteries.

f. PARKING LOT DECAL RELOCATION: In the event there is a “Decal” on a solar light pole to be relocated, remove and reinstall parking lot location identifier “decals” to other existing poles closest to the pole to be relocated.

g. WARRANTY: A minimum of a year’s warranty on parts and labor shall be given for all solar light repaired except for the panels.

C.4 SUPPLEMENTAL INSURANCE REQUIREMENTS

In accordance with FAR 28.307-2 and FAR 52.228-5, the following minimum coverage shall apply to this contract:

(a) Workers' compensation and employers liability: Contractors are required to comply with applicable Federal and State workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a Contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 is required, except in States with exclusive or monopolistic funds that do not permit workers' compensation to be written by private carriers.

(b) General Liability: $500,000.00 per occurrences.

(c) Automobile liability: $200,000.00 per person; $500,000.00 per occurrence and $20,000.00 property damage.

(d) The successful bidder must present to the Contracting Officer, prior to award, evidence of general liability insurance without any exclusionary clauses for asbestos that would void the general liability coverage.
