About this file

This document is a set of technical drawings and specifications for a VA HVAC Controls Upgrade - Phase 2F project at the VA Medical Center in Wilmington, Delaware. The project represents a partial submittal that includes Building #17 CLC HVAC equipment controls.

The technical drawings specify the installation and control of multiple Air Handling Units (AHU-1 Main MER, AHU-1 West MER, and AHU-2 East MER) with integrated mechanical and control systems. Key components include pneumatic and electronic control devices that have been replaced with modern Johnson DDC (Direct Digital Control) controllers, including FEC2611 and IOM4711 controllers for sequencing operations. The design incorporates temperature control through sensors (T-1, T-2, T-3) that maintain setpoints via modulating control valves (V-1, V-2, V-3), freeze protection protocols triggered at 45°F with shutdown at 40°F, emergency shutdown/restart functionality via duct-mounted smoke detectors, and constant speed supply fan operation with air flow control. Additional systems include humidifier controls, VAV (Variable Air Volume) box controls for Building #17 with 37 total zones, and chiller and heat exchanger controls with pump management. The sequence of operations details specify manual unit start/stop via DCP (Direct Control Panel) or remote BMS (Building Management System) control, with damper D-1 closing when units are off. The bill of materials identifies specific sensor and equipment components including TE-G315F-1 sensors, MS-FEC2611-0 controllers, and associated expansion modules. All drawings carry a revision date of 12/10/13 to 01/28/14 and are identified as AS-BUILT documentation prepared for VA Medical Center in Wilmington, Delaware.

SEQUENCE OF OPERATIONS -

AHU MAIN MER

VA HVAC CONTROLS UPGRADE -

PHASE 2F

WILMINGTON, DELAWARE

SEQUENCE OF OPERATIONS – AHU MAIN MER

AHU-1 FOR CLC SEQUENCE OF OPERATION

1. GENERAL

UNIT IS MANUALLY STARTED AND STOPPED BY THE DCP OR REMOTELY AT THE BMS. WHEN UNIT IS OFF DAMPER D-1 IS CLOSED. WHEN UNIT IS ON DAMPER D-1 IS OPEN.

2. TEMPERATURE CONTROL

DURING HEATING MODE THE SPACE TEMPERATURE SENSED BY T-1 SHALL BE MAINTAINED AT SETPOINT BY DCP MODULATING V-1. DURING COOLING MODE THE COOLING

COIL LEAVING AIR TEMPERATURE SENSED BY T-3 SHALL BE MAINTAINED AT SETPOINT BY DCP BY MODULATING V-2, AND THE SPACE TEMPERATURE SENSED BY T-1 SHALL

BE MAINTAINED AT SETPOINT BY MODULATING V-3.

3. AIR FLOW CONTROL

THE SUPPLY FAN SHALL RUN AT CONSTANT SPEED PROVIDING CONSTANT AIR FLOW.

4. FREEZE PROTECTION

IF THE AIR TEMPERATURE AS SENSED BY T-2 FALLS BELOW 45F AN ALARM SIGNAL IS INDICATED AT THE DCP AND BMS. IF THIS TEMPERATURE FALLS BELOW 40F THE UNIT

SUPPLY FAN SHALL STOP, THE DAMPER D-1 SHALL CLOSE AND A CRITICAL ALARM SHALL BE INDICATED AT THE DCP AND BMS.

5. EMERGENCY SHUTDOWN/RESTART

WHEN SMOKE IS DETECTED BY THE DUCT MOUNTED SMOKE DETECTOR THE SUPPLY FAN SHALL SHUT OFF, DAMPER D-1 CLOSE AND AN ALARM SIGNAL SHALL BE

TRANSMITTED TO THE FIRE ALARM SYSTEM. SUPPLY FAN SHALL RESTART AND DAMPER D-1 SHALL OPEN WHEN THE FIRE ALARM CIRCUIT IS MANUALLY RESET.
