About this file
This file is Amendment 0001 to RFQ 36C24426Q0857, issued by the Department of Veterans Affairs Network Contracting Office 4 on August 3, 2026, with an effective date of August 6, 2026. The amendment provides Questions & Answers in response to the RFQ for Direct Digital Control System for HVAC Preventative Maintenance and Inspection Services at the Wilmington VA Medical Center. The RFQ number is 36C24426Q0857, requisition number 460-26-1-5084-0014, and no project number is specified. Offerors must acknowledge receipt of this amendment prior to the solicitation deadline by completing the amendment form, acknowledging receipt on offer copies, or submitting separate written communication referencing both the solicitation and amendment numbers. The amendment is administered by the Department of Veterans Affairs Network Contracting Office 4 in Philadelphia, PA, issued by Christina Gennaoui.
The Q&A document clarifies critical contract scope issues regarding preventative maintenance versus repair responsibilities. The contractor shall be responsible for replacements considered standard preventative maintenance per commercial HVAC industry practices and equipment evaluations for deficiencies or malfunctions, but repairs and replacements outside preventative maintenance scope fall under separate contracts. Adjustment, calibration, and tuning shall be completed semi-annually minimally and as necessary when components drift, with no fixed frequency schedule provided. The Government will not provide OEM literature but will accept parts of original manufacturer design and specification or equal. Personnel must be trained and qualified per Statement of Work requirements, with no formal certifications required unless specified elsewhere. Control system changes may occur anytime during performance and outside scheduled inspections. The contractor is responsible for diagnostic services during both scheduled maintenance and emergencies at no additional cost. The Government declined requests for a six-month deficiency assessment period and rejected a proposal to separate full-service and unscheduled maintenance into separate contract line items, maintaining the current all-inclusive preventative maintenance structure with fixed monthly pricing.

PREVENTATIVE MAINTENANCE AND INSPECTION SERVICES
Solicitation: 36C24426Q0857 Questions & Answers
Question #1:
5.1:
a) Is the awarded contract to financial responsible for repairs (parts and labor) under the full service Preventative maintenance and Inspection opportunity?
b) Should the award contractor expect a modification or separate PO for repairs?
c) If equipment is past its useful life Is the awarded contractor reasonable for parts and labor for repair?
Government Response:
a) The contractor shall be responsible for performing any replacements that the commercial HVAC marketplace typically considers part of preventative maintenance. The contractor shall also be responsible for equipment evaluation upon discovery of any equipment deficiencies or malfunctions, in accordance with Section 6 of the Statement of Work.
b) Repairs or replacements that fall outside the scope of preventative maintenance would not be the contractor’s responsibility and would be handled under a separate contract.
c) No. Repairs, including parts and labor, are outside the scope of this contract regardless of the equipment's age or useful life status. The awarded contractor's responsibility under the inclusive monthly cost is limited to preventative maintenance and inspection services as defined in the Statement of Work. Equipment that is past its useful life and requires repair or replacement beyond the scope of preventative maintenance shall be addressed through a separate mechanism.
Question #2:
5.2:
a) Can the government provide a scope of work, equipment list and Frequency schedule (Bimonthly, quarterly, annually) for the equipment that is subject to “adjustment” at the time of preventive maintenance.
b) Can the government provide a scope of work, equipment list and Frequency
“calibration” at the time of preventive maintenance
c) Can the government provide a scope of work, equipment list and Frequency
“tuning” at the time of preventive maintenance
Please refer to Section 3 (Equipment) and Section 5 (Preventative Maintenance and Inspections) in the Statement of Work.
A frequency schedule cannot be provided for adjustment, calibration, and tuning.
These tasks do not always occur on a scheduled basis. Adjustment, calibration, and tuning shall be completed semi-annually minimally and as necessary when components drift.
Question #3:
5.3:
a) Can the government please provide a clear scope of work outlining all preventive maintenance and services
b) Can the government please Provide OEM literature depicting manufacturer specification and requirements to avoid ambiguity?
a) The Statement of Work provided outlines the preventative maintenance and services expected to be performed.
b) The Government will not provide OEM literature.
Question #4:
5.4:
If OEM parts are not available will the government make a determination on a case to case basis to utilize aftermarket parts?
Government Response:
The Government will accept parts of the original manufacturer’s design and specification, or equal.
Question #5:
5.5:
a) How will the government determined that the aworded contractor has provided a trained authorized representative?
b) Does the government expect the awarded contractor to provide certifications?
If yes, please provide examples of specific certifications the government requires.
a) The Government expects the contractor to furnish personnel who are trained and qualified to perform the tasks outlined in the Statement of Work. The Government will rely on the contractor’s responsibility and assurance that the individuals assigned are appropriately trained. The contractor is fully accountable for assigning personnel with the necessary knowledge, skills, and training to safely and successfully perform all required tasks.
b) The Government does not require submission of certifications or formal verification of qualifications unless stated elsewhere in the RFQ. Minimum Qualifications are outlined in Section E.2 of RFQ 36C24426Q0857, FAR Provision 52.212-2 Evaluation – Commercial Products and Commercial Services, Paragraph (I)(B).
Question #6:
5.6:
a) Can the government please provide an example of requested control system changes or adjustments?
b) Are requested control system changes expected to take place only during planned preventive maintenance or should the awarded contractor expect the government to request changes at any time and award contractor should show up within four hours?
a) An example of a requested control system change/adjustment is adjusting a control sequence (the hours of the day that the unit would be in an Occupied or Unoccupied mode).
b) Control system changes can occur at any time during the period of performance and may occur outside of the (6) scheduled inspections.
However, the contractor would not be in for an Emergency just to make control system changes.
Question #7:
6.1:
Is the awarded contract financially responsible for diagnostic ONLY at the time of preventative maintenance or will the government also expect diagnostic at no additional cost for emergencies?
Government Response:
The awarded contractor is responsible for equipment evaluations for any equipment deficiencies or malfunctions, including emergencies. Refer to Section 4.2.2 of the Statement of Work.

c) Sensor failures, actuator failures, controller failures, and power supplies would be covered by an all-inclusive preventative maintenance contract.
d) No.
Question #9:
Will the government accept 6 month deficiency assessment where the awarded contractor will provide A thorough inspection preceded by a list of deficiencies that the government is financially responsible to repair before the awarded contractor accepts financial responsibility for the “full service contract”?
No, the Government will not accept a 6 month deficiency assessment.
Question #10:
Will the government please consider removing the full service aspect of this contract and provide a separate cleanse for unscheduled maintenance parts and labor?
As currently structured, the contract requires prospective contractors to assume a significant level of risk associated with potential failures of the Building Management System at the Wilmington VA Medical Center. Contractors will likely account for this exposure by incorporating substantial contingencies into their pricing, resulting in inflated estimates. Establishing a separate CLIN for unscheduled maintenance would preserve the facility’s required level of service while more appropriately allocating risk, encouraging competitive pricing, and ultimately reducing costs to the Government.
Government Response:
The Government will not modify the contract structure as requested.
The contract requirement, as currently written, does not obligate the contractor to perform repairs or assume the cost of parts and labor associated with unscheduled maintenance. The scope of this contract is limited to preventative maintenance and inspection services, and any repair or replacement needs identified during the course of that work fall outside the contract's scope and are addressed through a separate mechanism (e.g., service call, task order, or T&M arrangement). As such, the risk the contractor describes regarding potential Building Management System failures and associated unscheduled maintenance costs is not present in this contract as structured, and no additional CLIN is necessary to address it.
The Government has structured this requirement to provide a fixed, inclusive monthly cost for preventative maintenance and inspection services specifically to ensure consistent, predictable service levels and cost certainty for the facility. Introducing a separate CLIN for unscheduled maintenance, as suggested, is not necessary given that such work is already excluded from this contract's scope, and doing so would not align with the Government's intended acquisition strategy for this requirement.
The solicitation will remain unchanged.
