This is a Request for Proposals (RFP) issued by the State of Oregon Department of Administrative Services, Enterprise Goods and Services on behalf of the Oregon Health Authority to replace the ALERT Immunization Information System with a modernized Immunization Information System (IIS) solution. The RFP solicits comprehensive services including consulting, implementation, data migration, integration, training, hosting, and operational support for a cloud-based IIS that will consolidate multiple legacy systems (ALERT IIS, IRIS, and POST) into a single platform to support Oregon's Immunization Program. The solution must accommodate approximately 8.2 million patient records, 105 million immunizations, and approximately 206,000 daily electronic data exchange transactions while integrating enhanced demographic information requirements and school immunization program reporting functionality. The RFP was issued June 19, 2026, with a pre-proposal conference on June 25, 2026, questions due by June 29, 2026, and proposal opening on August 3, 2026. The State anticipates awarding one contract with an initial term of 5 to 10 years and options to renew for additional periods, with a target go-live date of December 31, 2027, though extended timelines up to two years post-contract signing are acceptable.

Round 1 proposals must include administrative, technical, and preliminary price components totaling no more than 150 pages, with evaluation based on 5,000 total available points distributed across organizational strengths and staffing (250 points), scope of work response including project management, solution design, data conversion, operations support, testing and implementation, and change management (3,300 points), solution requirements (1,250 points), and overall proposal quality (100 points). Proposers must demonstrate minimum two years of comparable experience with similar-sized IT implementations and meet specific requirements including PMP certification for project managers, experience with school immunization modules and FERPA compliance, and hosting environment expertise. The RFP does not identify incumbent contractors or current contract values. DAS SPS reserves the right to conduct multiple evaluation rounds including interviews, demonstrations, sandbox testing, and best and final offers before making award determinations. The State is committed to promoting diversity, equity, and inclusion and encourages participation by certified disadvantaged, minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses.

GENERAL INFORMATION

INTRODUCTION

The State of Oregon acting by and through the Department of Administrative Services, Enterprise Goods and Services, State Procurement Services (“DAS SPS”), on behalf of the Oregon Health Authority, (“Agency” or “OHA”), is issuing this Request for Proposals (“RFP”) under the provisions of Oregon Revised Statutes (“ORS”) 279B.060 to replace Oregon’s existing ALERT Immunization Information System (“ALERT IIS”) with a more modernized solution comprising an Immunization Information System “(IIS”) (the “Solution”, as defined below) to support modernizing data processes state-wide in the integration of multiple existing systems into one, maintenance, and support of the Oregon Immunization Program (“OIP”).

OHA, through its Public Health Division’s OIP, uses the ALERT IIS, a database that records all immunization doses administered by participating providers in Oregon, as a vital tool for managing immunization records and promoting healthier communities. The ALERT IIS replacement project will ensure the continued administration of the functionality currently offered within the Immunization Record Information System (“IRIS”) as well as selected features from the Partner Organization System Tracking (“POST”). This project aligns with the national Data Modernization Initiative (“DMI”) and supports OHA’s strategic goal of eliminating health inequalities in Oregon by 2030. Agency desires to Go-Live with the Solution by December 31, 2027 but is open to extended timelines as long as the Solution is live within two years of signing of the Contract resulting from the RFP.

Additional details on the scope of services are included in Attachment I, Scope of Work.

DAS SPS and OHA will evaluate Responsive Proposals through two or more evaluation rounds but reserve the option to issue a Notice of Intent to Award after any round depending on scoring results.

Round 1 Proposal submissions must include the following three components:

1. Administrative Proposal

2. Technical Proposal

3. Preliminary Price Proposal Additional details on the Round 1 Proposal submission requirements are included in Section 3, Procurement Requirements and Evaluation.

OVERVIEW AND PURPOSE

Agency Overview and Background OHA consists of many programs focused on ensuring that those living in Oregon are able to “achieve optimum physical, mental, and social well-being.” OHA’s vision is, simply put, “A healthy Oregon.” One such program is the OIP.[footnoteRef:2] [2: https://www.oregon.gov/oha/Pages/Portal-About-OHA.aspx]

OIP works to reduce the incidence of vaccine-preventable diseases in Oregon by identifying and promoting evidence-based public health best practices to both the public and healthcare professionals statewide. Alongside education, OIP provides technical assistance and quality improvement support to both public and private healthcare providers and their practices, as well as to schools and local public health authorities (“LPHAs”), to assist in their compliance with relevant school law requirements.

At the core of OIP’s efforts is ALERT IIS, a confidential, population based, computerized database that records all immunization doses administered and reported by participating providers in Oregon. With approximately 90% of Oregon’s immunizing providers contributing data, ALERT IIS serves as a powerful tool for managing immunization records, supporting healthier communities, guiding clinical decision-making, and enabling effective public health interventions.

The COVID-19 pandemic highlighted the importance of addressing systemic bias by ensuring individuals have access to their own immunization records. It also underscored the growing interest among partner organizations in using data to better support the communities they serve.

Project Overview and Background ALERT IIS is a Mission Critical System leveraged by OIP for their work. Immunizing providers rely on ALERT IIS for clinical decision making and can utilize its built-in functionality to generate a variety of reports about their patient populations. These reports include reminder/recall notices, which identify patients who are due to overdue for immunizations. Additionally, ALERT IIS offers schools and childcare centers online access to student’s immunization records, simplifying the enrollment process for parents while ensuring compliance with relevant Oregon statutes.

ALERT IIS also plays an essential role in supporting the Federal Vaccines For Children (“VFC”) Program and all other programs within the State of Oregon Immunization Program. By ensuring that immunization providers have access to patient data at the point of care, ALERT IIS helps improve vaccination schedules and uptake.

The number of data records, data exchange transactions and user interface (“UI”) user accounts in Agency’s multiple legacy systems is significant. As of January 1, 2026:

A. Data records are estimated to number:

· 8,162,429 patients, increasing about 6% annually;

· 105,256,654 immunizations, increasing about 14% annually;

B. Electronic data exchange transactions have a daily average of about 206,000 and a daily peak of about 320,000, with about 85-90% being queries for immunological history and about 10-15% being vaccination reports; the number of such transactions is increasing about 5% annually, but in the future may increase significantly for Healthcare Effective Data and Information Set (HEDIS) reporting by query, rather than batch files; and, C. UI user accounts are estimated to number about 20,860, with no current estimate of growth rate.

OIP will be replacing the current ALERT IIS, which was built and is maintained by a third party, to provide a more modern, scalable, and accessible solution to partners and Oregonians. The desired Solution must include the integration of enhanced demographic information (“EDI”) data requirements set by the state of Oregon and functionality for school immunization program reporting. The Solution also must incorporate components supporting features such as user identity management, data integration, and immunization assessments for school reporting.

The Solution further must integrate functionality from both IRIS and POST, which are both Agency-developed and -maintained systems, while incorporating lessons learned from the COVID-19 pandemic. Key features of the Solution must include consumer access modules and the ability to collect EDI to meet Oregon requirements and to better address emerging public health needs.

IRIS is a system designed to issue exclusion orders and collect data for reporting immunization and exemption rates for schools and children’s facilities across the state. It also generates a grant required report submitted annually to the CDC. IRIS enables LPHAs to comply with reporting requirements outlined in ORS 433.235 to 433.284 and OARs 333-050-0010 to 333-050-0140. With the implementation of the Solution to replace the current ALERT IIS, OIP plans to retire IRIS while integrating most of its functionality into the Solution.

POST and ALERT IIS currently share organization level data and are interoperable. POST serves primarily as an internal facing system used to manage information about providers participating in OIP programs. It supports key functions for OIP staff, including email integration, while also offering an external component for partners to enroll in OIP programs and manage annual recertification for immunization providers in the VFC and the Vaccine Access Program (“VAP”).

The current ALERT IIS plays a critical role in responding to large-scale outbreaks of vaccine preventable diseases, such as the COVID-19 pandemic. In addition to its use by medical providers, ALERT IIS has been instrumental in providing vaccination data to various stakeholders to meet their needs. During the pandemic, ALERT IIS handled a significant exchange of vaccination data and was a key driver of system growth over the past two years.

5. Critical success factors necessary to support the proposed approach to each Task (for example, answers to following questions: What are the expectations for what the Proposer and Agency will each deliver on? And how will success with respect to each such delivery be measured?).

To the extent that Proposer utilizes in its Proposal any term which describes or is related to, in whole or in part, the proposed Solution (or any of its constituent components), the Tasks, the Services, or the Deliverables, and which either (a) is not defined in this RFP or (b) has a different meaning to the Proposer than that described in this RFP, Proposer is expected to make clear in its Proposal its respective definition for each such term.
