About this file
This document is a Questions and Answers (Q&A) file issued by the Oregon Department of Transportation (ODOT) for RFP/Bid Solicitation Number S-73000-00013855 for Audiometric Services, released on May 23, 2025. The solicitation seeks mobile audiometric testing services, with approximately 1,000 tests to be conducted, primarily scheduled Tuesday through Thursday, accommodating potential early morning and night shift testing requirements. Testing is expected to be flexible, potentially allowing multiple site visits in a single day, with the ability to start as early as 6:00 am to support various employee schedules. The document indicates that an official RFP Addendum will follow to clarify test quantities and provide a testing schedule for calendar year 2024.
The Q&A document clarifies several key procurement details, including that no bonus points will be awarded for previous RFP responses and that testing should observe state agency recognized holidays and time zone changes. While specific pricing details are not extensively outlined in this document, the agency appears to be seeking a comprehensive audiometric service that can provide flexible, mobile testing capabilities across multiple ODOT locations. The solicitation suggests a preference for vendors who can efficiently manage testing logistics, potentially reducing program costs through strategic scheduling. The document does not indicate any specific set-aside requirements or preferences, and vendors are advised to carefully review future addenda and attachments in the OregonBuys system for complete procurement details.

Oregon Department of Transportation Questions and Answers No. 1 (Questions #1-4) RFP/Bid Solicitation Number: S-73000-00013855 RFP TITLE: Audiometric Services Issued: May 23, 2025 Following are questions, and Agency’s answers, for the above referenced RFP. This document does not change the RFP requirements or otherwise modify the RFP documents. Changes or modifications to this RFP shall be binding on Agency only if in the form of written addenda published on OregonBuys.
Q1: In the scope of work it states there are approx 1000 tests and then in the Attach E for pricing - it asks to quote 1500 tests. This is a big difference. Can you specify if it should read 1000 or 1500?
Answer #1: A good reference number would be 1000 instead of 1500. An official RFP Addendum will follow up shortly after this Q&A document to make those changes in OregonBuys.
Q2: Is the testing to be completed during normal working hours? (ex. 9am-5pm) or are there sites with multiple shifts to accommodate?
Answer #2: Testing is best scheduled Tuesday – Thursday observing state agency recognized holidays and time zone changes. ODOT does on occasion have night shift crews but early morning testing can accommodate for those situations such as 6:00 am.
Q3: For sites that are close in proximity, is it possible to complete testing for 2 sites in a single day? (ex. site 1 testing 8-10am drive to site 2 and test 1pm-4pm?) If this is a possibility could you please provide a spreadsheet with addresses for each location as well as an estimated participation by location? This would help us create the most accurate quote, and potentially reduce program cost substantially.
Answer #3: Please see the attached schedule from calendar year 2024. This is no guarantee of the quantity testing or use of storefront testing with results sent to the awarded vendor for evaluation. An official RFP Addendum will follow up shortly after this Q&A document to add the testing schedule to the attachments section in OregonBuys.
Q4: Are there bonus points awarded if we responded to the previous RFP request?
Answer #4: Bonus points will not be awarded for previous responses.
