About this file

This file contains responses to clarification questions for a Request for Information (RFI) issued by the State of Oregon Department of Corrections regarding television and movie entertainment services for prison facilities. The RFI S-29100-00015355 seeks vendor solutions to modernize entertainment delivery for approximately 12,000 Adults in Custody across twelve state correctional facilities. The agency is exploring innovative service delivery methods including tablet-based broadcasting, streaming, or digital platforms to replace the current satellite-based television system. Vendors must provide detailed information on content delivery infrastructure, programming options, hardware and software requirements, capabilities for local news, diverse cultural programs, closed captioning, multiple languages, and content blocking features. The clarification question deadline was December 3, 2025, with agency responses provided by December 9, 2025, and the RFI response deadline is December 14, 2025, at 11:59 PM PT. All submissions must be made through OregonBuys and include Attachment A (Price Estimation Form) detailing software, hardware, maintenance, and service costs.

Vendors must submit comprehensive documentation capturing one-time implementation costs and recurring licensing and subscription fees over a five-year period, along with maintenance services and optional value-added services. This RFI is open to all potential vendors without specific set-aside designations or enterprise restrictions. The DOC currently operates a satellite-based television system and seeks economical and efficient alternatives that minimize operational disruption. Vendors claiming trade secrets or information exempt from public disclosure must submit a Disclosure Exemption Affidavit with a fully redacted response version. No specific award value or budget range is explicitly stated, and responses are for informational purposes only and will not be binding or impact any subsequent Request for Proposal process. All costs associated with RFI response preparation are the sole responsibility of respondents.
